“Hard drive cost” can mean the purchase price of a drive, its price per terabyte, or the total cost of buying and operating a storage system. To compare individual drives, divide the listed price by the advertised capacity in terabytes; for storage that runs continuously, also account for electricity and, where relevant, cooling.
What does “hard drive cost” mean?
The phrase has three useful meanings, and a price is only meaningful when you know which one is being discussed.

- Purchase price: what you pay for one drive. Check whether the listing is for a bare internal drive, an external drive with an enclosure, or a larger storage system.
- Cost per capacity: the purchase price divided by the drive’s advertised capacity. This helps compare capacity value, but does not say whether the drive suits your workload.
- Total system cost: the cost of acquiring and operating storage, potentially including electricity and cooling for equipment that stays on.
How do you compare a drive’s cost per terabyte?
- Use the advertised capacity in decimal terabytes. Compare figures on the same basis rather than mixing capacity units.
- Divide the listing price by the advertised terabytes. For example, if a drive is listed at $120 and advertises 4 TB, the calculation is $120 ÷ 4 = $30 per advertised TB. This is an arithmetic example, not a current market quote.
- Compare like with like. Use listings from the same market and date, and distinguish bare drives from enclosures or complete systems.
- Check what the price buys beyond capacity. Consider bandwidth, latency, dependability, physical dimensions, and whether the storage can scale to your needs. These characteristics affect how useful the capacity is for a particular task.
A lower cost per terabyte is not automatically the better value. A drive that cannot deliver the needed performance or dependability may be unsuitable even if its capacity is inexpensive. The Federal Reserve identifies capacity alongside bandwidth, latency, dependability, and scalability as relevant storage characteristics (Federal Reserve Board, 2015).
What changes the total cost of always-on storage?
For a continuously operating installation, purchase price is only part of the calculation. Electricity use adds an ongoing expense, and cooling may matter in a data-center environment. Toshiba’s criteria for online storage also include power dissipation, physical dimensions, and performance alongside cost per capacity (Toshiba, “Online data is continually increasing”).

The U.S. Department of Energy’s Federal Energy Management Program uses an average electricity price of 11 cents per kWh at federal facilities as of July 2024 in its example. That is a dated assumption for federal facilities—not a universal household or commercial electricity rate. The calculation should use the applicable electricity price and explicit assumptions about the equipment’s power use and operating time (Department of Energy, “Purchasing Energy-Efficient Data Center Storage”).
How does hard drive cost compare with SSD cost?
There is no single comparison that applies to every drive or storage deployment. In a 2015 analysis, the Federal Reserve characterized HDDs as a low-cost option for large-scale storage and SSDs as more expensive per stored unit but faster to respond. Treat that as a broad, dated description of the tradeoff, not a current price ratio or a guarantee for every product. Compare products in the same category and market, and weigh speed against capacity cost for your actual workload.

What do historical hard drive price figures tell you?
Historical figures explain why storage prices are often discussed as falling over time, but they should not be mistaken for today’s retail prices. The Federal Reserve note reports Webb’s (2011) estimates of annualized declines in retail HDD prices per megabyte: 57.2% from 1995 to 2000 and 40.5% from 2000 to 2010. Those are historical rates for those periods, not evidence that the same declines continue now (Federal Reserve Board, 2015).
