It is not a guaranteed 50% reduction: the result depends on the footage, frame rate, color depth, encoder settings and quality target. If you do not know what will play the video, H.264 is often the safer starting point—but compatibility depends on the specific device, codec profile, container and playback workflow.
How H.264 and H.265 affect 1080p file size
H.264 and H.265 are video codecs: methods for compressing and decompressing video. H.265 can use its compression tools to represent comparable footage with fewer bits, but the codec name alone does not determine the final file size. As RFC 9317 puts it, “Video bitrate selection depends on many variables including the resolution (height and width), frame rate, color depth, codec, encoding parameters, scene complexity, and amount of motion.” (RFC 9317, §3.1, 2022.) Read RFC 9317.

Fast motion, intricate textures, noise and other complex visual information can require more bitrate. So can a higher frame rate or color depth. Two 1080p files can therefore differ substantially in size even when they use the same codec.

RFC 9317 gives 6–8 Mbps as a bitrate range for H.264 at 1080p and 4.5–7 Mbps for H.265. The ranges overlap, and they are guidance—not a guarantee that any H.265 encode in that range will match any H.264 encode visually.

Estimate size from bitrate and duration
For a fixed duration, reducing the total bitrate reduces encoded data size approximately in proportion. As a rough video-only estimate, multiply the video bitrate in megabits per second by the duration in seconds, then divide by eight to get megabytes (before overhead). For example, a 6 Mbps video stream lasting 60 seconds contains roughly 45 MB of video data by this estimate.
The final file also includes audio, container or muxing overhead, and possibly subtitles. Variable-bitrate encoding can change the average bitrate according to the footage, so a selected target or maximum is not necessarily the bitrate throughout the file.

Which codec has better quality?
Neither codec guarantees better-looking video merely by being selected. H.265’s compression efficiency can help preserve a chosen visual quality at a lower bitrate, but the encoder implementation, settings and source matter. At the same bitrate, quality can also vary; the codec label alone does not settle the comparison.
The sources cited here do not establish a single controlled 1080p subjective test or universal quality score that proves one codec always wins. To compare fairly, encode the same source with both codecs and assess both the resulting size and visible artifacts.

A fair comparison you can reproduce
- Start with the same source clip and encode both versions at 1920 × 1080.
- Keep the frame rate and audio settings identical, and choose a declared quality target for each encoder.
- Include representative footage: fast motion, detailed textures, smooth gradients, and low-light or noisy scenes.
- Compare the resulting file sizes or average bitrates, then inspect both encodes for artifacts at the screen size where they will actually be watched.
- For streaming, test at the intended delivery bitrate on the actual playback device and app.
This approach shows the trade-off for your footage and playback setup; it does not turn one encode into a universal rule for every 1080p video.
Will H.265 play on your device?
Compatibility is specific to the decoder and the encoded format. Check the device and app for the codec profile and level, frame rate, bit depth and container in your file. A file being inside an MP4, MOV or Matroska container does not prove that its video codec or profile can be decoded. Likewise, support for decoding a codec does not mean the device can encode video in it.

Apple HLS delivery
Apple’s HLS guidance allows both H.264/AVC and HEVC/H.265. For maximum compatibility, it recommends H.264 variants no higher than High Profile Level 4.1 and HEVC variants at or below Main 10 Profile Level 4.0 Main Tier. In this specification, HEVC must use fMP4; H.264 may use fMP4 or MPEG transport streams. Apple also calls for SDR streams for backward compatibility. These are HLS authoring rules for Apple devices, not a blanket guarantee about every Apple device’s ability to play every file. Check the Apple HLS specification.
Android 11 requirements
Android 11’s compatibility definition requires implementations to support decoding at least one of H.265 or VP9 for specified 720p, 1080p and UHD profiles. It identifies 1920 × 1080 as HD 1080p and sets conditions involving profile, frame rate and bitrate. This is a requirement for Android 11 compliance, not proof that every Android device, app or codec profile supports H.265. Review the Android 11 Compatibility Definition.
Amazon Fire TV models
Amazon’s Fire TV comparison table lists decoder capabilities by model, including differences in supported profiles, maximum resolution and frame rate. Check the exact model against the file you intend to play; “Fire TV supports HEVC” or “Fire TV supports AVC” is not enough to confirm that a specific encode will work. See Amazon’s Fire TV device specifications.
Which codec should you choose for a 1080p video?
- Choose H.265 when reducing bitrate or file size matters and you have confirmed that the target device and delivery format support the exact encode.
- Choose H.264 when broad playback compatibility is the priority or the destination is unknown.
- Test both when quality and size are important: use the same source, frame rate, audio and comparable quality targets, then inspect the results on the intended screen or client.
For live encoding, processing performance and power use may also affect the choice. The cited guidance does not quantify a universal H.264-versus-H.265 compute penalty, so check the encoder and hardware you plan to use rather than assuming a fixed difference.
