What is GTA 6’s confirmed development budget?
No separately attributable GTA VI development-budget figure appears in the Take-Two fiscal 2025 and fiscal 2026 releases reviewed for this article. Those company-level financial reports discuss results and revenue contributors, but do not itemize the game’s production spending. That finding applies to those releases; it does not establish what the final budget will be or rule out a later disclosure.

As a result, there is no publisher-confirmed figure to use as the answer to “How much did GTA 6 cost to make?” Company-wide financial results, a game’s retail price, and revenue projections are not substitutes for its development budget.
Where do the billion-dollar GTA 6 estimates come from?
Figures circulating publicly have been attributed to analysts, an investor and a games commentator. PC Gamer’s 2026 reporting describes them as estimates, not a Rockstar or Take-Two budget announcement:

These numbers should not be averaged or treated as interchangeable. They come from different people and may count different things. None, on its own, proves what Rockstar spent solely to develop the finished game.
Why can’t GTA 6 be ranked as the most expensive game?
An all-time superlative requires comparable budgets. That comparison is not currently available: many game budgets are undisclosed, while the GTA VI figures above are estimates whose cost definitions are not shown to match. A list can rank reported budgets under a stated method, but it cannot establish a definitive industry record when the underlying figures are incomplete or inconsistent.

Any future comparison should make clear whether it counts:

- Development alone or development plus marketing.
- Nominal dollars or inflation-adjusted dollars.
- One game or spending across a franchise, ongoing service or multi-year content program.
- A final lifetime total, spending to date or a forecast.
- A publisher-disclosed or audited figure, versus an estimate—and who made that estimate and when.
Without that information, “the most expensive game ever developed” remains unverified. That is an evidence gap, not proof that GTA VI is inexpensive.

Does GTA 6’s development timeline prove its cost?
No. GTA Playbook attributes to Take-Two CEO Strauss Zelnick the statement that GTA VI began development “in earnest” in 2020, following Red Dead Redemption 2. That wording gives a broad timing marker, not a full production history. It does not specify when pre-production began, how staffing changed, which costs were included or what the eventual budget will be.
Zelnick has also said, “The truth is that the real cost of a AAA video game is a whole lot lower today than it was 20 years ago.” The statement is general, not a GTA VI budget disclosure. It is reproduced in a third-party earnings-call transcript, so it should not be treated as a direct statement about this game’s costs.

What is the most accurate answer?
GTA VI could be among the most expensive games ever made, but available public evidence does not confirm its development budget or establish an all-time ranking. The billion-dollar figures are attributed estimates, not an official Rockstar or Take-Two figure. Until comparable budgets and a clearly scoped GTA VI disclosure are available, the record claim should be presented as unproven.
