The GST Council may replace several officer panels with one standing committee, potentially winding up the Fitment Committee. That is a reported proposal, not a confirmed decision: official Council pages reviewed still list the Fitment Committee, and do not confirm that the proposed structure has been approved or put into effect.
What the reported proposal would change
Business Standard reported on 5 October 2026 that the proposed officer structure would have three parts: the GST Secretariat, the implementation committee and a single standing committee of officers. Several existing committees and sectoral groups could be wound up, including the Fitment Committee. The report describes eight standing committees and 18 sectoral groups as the existing arrangement; those figures are the newspaper’s account, not an independently verified official count.

The proposed standing committee would combine technical work now spread across multiple panels. Its reported remit includes examining proposed changes to laws, rules, notifications and forms; considering ways to simplify procedures; and reviewing representations from trade and industry before preparing proposals for the Council. The Fitment Committee has handled rate-related proposals since GST began in 2017, according to the report.

What each part of the proposed structure would do
| Body | Reported role under the proposal |
|---|---|
| GST Secretariat | Refer matters to the implementation committee. The reports do not detail any further change to its role. |
| Standing committee of officers | Bring together technical examination of proposed legal and procedural changes and trade and industry representations. |
| Implementation committee | Remain the senior decision-making body among the officer committees; take up matters referred by the Secretariat, decide matters authorized by the Council, and escalate issues requiring higher-level decisions. |
The implementation committee is also reported to continue handling technology-related grievances. Matters needing a higher-level decision would go to the Secretary, the Union finance minister or the Council, as applicable. These are descriptions of the reported proposal, not confirmed final rules.

How states could participate
Under the reported terms, membership of the new standing committee would reflect states’ relative size in the GST system and rotate every two years. No state would have a permanent seat. Agendas would be shared with all states, including those not represented on the committee, so they could submit their views. The reports describe these as proposed safeguards; they do not establish that the Council has adopted them.
Has the Council approved the change?
Approval and implementation remain unconfirmed in the official material reviewed. The Council’s Fitment Committee page records office memoranda, including a partial modification to the committee’s constitution dated 23 July 2025 and a membership modification dated 29 April 2024. The official list of committees also includes the Fitment Committee.
Rank #2
The Council homepage lists updates including recommendations from the 56th meeting and a September 2025 meeting notice, and continues to list the Fitment Committee. These records document the committee’s place in the official pages reviewed; they do not rule out a later decision. No formal approval of the October 2026 proposal was identified in those pages.
What the proposal means for the Fitment Committee
If adopted as reported, the change would shift rate-related and other technical work into a consolidated officer panel and could close the Fitment Committee as a separate body. Until the Council confirms a decision, however, it is inaccurate to say the committee has been wound up or that the replacement structure is operating. The reports attribute the proposal’s details to unnamed sources, rather than quoting a named official.
