Separately, a buyer-protection proposal for input tax credit (ITC) when a supplier defaults had reportedly cleared a law committee, but still awaited a Council decision. Neither update by itself changes current filing obligations.
What the two GST proposals would do
| Measure | Who it concerns | Status as of October 4, 2026 | Reported condition or next step |
|---|---|---|---|
| Simplified registration | Small suppliers selling through e-commerce operators across multiple states | The 56th GST Council meeting recommended the mechanism in principle. | Detailed scheme modalities were to be placed before the Council; implementing details were not yet available in the official release. |
| Buyer ITC protection for supplier default | Buyers claiming ITC on purchases from a supplier that defaults | Economic Times reported on July 10, 2026 that the GST law committee had cleared a proposal; the Council still had the final decision. | The report described invoice reflection in the buyer’s GSTR-2B and proof of payment, including the GST component, as conditions. |
These are separate measures at different stages. The first is an official Council recommendation in principle; the second is a proposal described in press reporting, not an announced Council decision.

Will small online sellers need GST registration in every state?
The 56th GST Council meeting record identifies a particular difficulty for small suppliers selling via e-commerce operators: maintaining a principal place of business in every state. The Council recommended, in principle, a simplified registration mechanism intended to address that burden. The official release says the detailed modalities for operating the scheme would be placed before the Council.
That wording matters. It supports saying that the Council backed the idea, not that sellers can already use a new registration route or disregard existing registration requirements. The release does not set out the eligibility test, application process, effective date, or final operating rules. Small sellers should wait for those details and the legal instruments that implement them before changing how they register or file.

Can a buyer claim ITC if the supplier does not pay GST?
Economic Times reported on July 10, 2026 that the GST law committee cleared a proposal intended to protect a buyer’s ITC when a supplier defaults. As described in that report, the invoice would need to have been reported by the supplier and appear in the buyer’s GSTR-2B. The buyer would also need to establish payment, including the GST component, through banking channels or other prescribed payment documents. The reported approach would pursue the defaulting supplier rather than deny credit to a qualifying buyer. Economic Times’ account said the GST Council still had to make the final decision.
Those are reported proposal conditions, not a statement of current entitlement. The report does not make the proposal operative, and buyers should not treat a committee clearance as a substitute for the law and rules in force when they file. Continue to assess claims against current requirements unless and until an approved measure is implemented.

When do GST Council recommendations become rules?
A Council recommendation is not, by itself, proof that a change is in force. The official release explains that recommendations are given effect through the relevant circulars, notifications, or amendments to law, which alone have the force of law. Check the official release and subsequent instruments for the final terms and effective dates before relying on either measure.
