For an eligible small business with mostly local sales, few creditable purchases and a priority on simpler filing, the Composition Scheme may fit. Regular GST may be better when input tax credit matters, customers need tax invoices, the business makes inter-State supplies or its turnover or activities do not qualify for composition. Compare the full tax cost and customer impact—not just the headline rates.
How the two GST options differ
Composition levy is an optional, restricted route for eligible taxpayers. It substitutes a prescribed turnover-based levy and a lighter filing routine for parts of the normal GST process. Regular GST applies the relevant tax treatment to taxable supplies and may allow eligible input tax credit (ITC), subject to statutory conditions.

| Decision point | Composition levy | Regular GST |
|---|---|---|
| Eligibility | Turnover limits and restrictions on activities and supplies apply; confirm the current rules for the taxpayer and state. | Normal GST registration and tax rules apply; this is not the composition election. |
| Tax calculation | A prescribed percentage applies to the relevant turnover base for the eligible category. The applicable rate and base must be checked. | Applicable GST rates apply to taxable supplies under the normal system. |
| ITC on purchases | Not available; GST paid on purchases becomes a business cost. | Eligible ITC may be claimed when statutory conditions are met. |
| Customer document | Issue a bill of supply; GST cannot be separately collected from customers. | Issue a regular tax invoice where required, showing the GST treatment. |
| Inter-State supplies | The GST Portal guide says composition taxpayers cannot make inter-State supplies. | Inter-State supplies can be handled under regular GST, subject to applicable law. |
| Filing described by official guidance | Quarterly payment through CMP-08 and an annual GSTR-4 return. | GSTR-1 reports outward supplies; monthly or eligible quarterly filing options are described by the GST Portal. |
The GST Portal’s Welcome Kit for New Taxpayers explains composition’s no-ITC, no-GST-collection, bill-of-supply and filing features. Its GSTR-1 guidance describes regular outward-supply reporting and filing options. Filing obligations can depend on eligibility and current rules, so check the live portal guidance before acting.

Composition is not simply a lower-rate version of regular GST. It is an election available only if the taxpayer meets the applicable turnover and supply conditions. The GST Portal’s registration manual describes composition as an option during registration and says an existing regular taxpayer may opt when expected turnover is within the specified threshold.
#1 Best Overall
Threshold figures in official explanatory materials vary by route and date. CBIC’s 2019 GST: An Update describes a preceding-financial-year limit of ₹1.5 crore for the general goods route, with lower limits for specified states, and a separate service-provider option up to ₹50 lakh. The GST Portal’s 2025 Welcome Kit describes a ₹50 lakh preceding-year limit for suppliers of services or mixed supplies. These descriptions should not be merged into one universal threshold: the route, state, taxpayer activity, current notifications and legal amendments matter.
Section 10 of the CGST Act sets the framework for composition levy, but the cited CBIC compilation is amended only through 1 January 2022. See the CGST Act compilation and CBIC’s Composition Rules page for statutory and procedural context; verify the live law and relevant state GST rules for a current decision. Rates also depend on taxpayer category, prescribed rules and notifications. The Act’s maximum rates are not a single rate that applies to every composition taxpayer.

- Calculate aggregate turnover across the relevant PAN-wide activities, not just the sales in one shop or state.
- Map goods, services, mixed supplies, restaurant services if relevant, e-commerce channels and inter-State activity against current conditions.
- Check whether any state-specific threshold, notification or exception affects the business.
When composition may suit a small business
- The business qualifies under current rules and its supplies fit the scheme’s restrictions.
- Most sales are local and do not require inter-State supply.
- Input GST on purchases is relatively small, so losing ITC is not a major cost.
- Customers do not depend on a regular tax invoice and corresponding credit documentation.
- Reducing reporting work is valuable enough to justify the limits on invoicing and credit.
For a consumer-facing local business with modest GST-bearing purchases, the simpler workflow may outweigh the inability to claim ITC. That is a business-specific calculation, not a guarantee that composition will produce a lower total tax cost.
When regular GST may be the better fit
- The business has significant purchases on which it could otherwise claim eligible ITC.
- Its customers are GST-registered businesses that expect a tax invoice and credit documentation.
- It sells across state borders or plans to expand into inter-State supplies.
- Its turnover or activity is outside composition eligibility.
- Its business model makes normal GST invoicing and reporting more practical than composition restrictions.
Regular GST involves more reporting, including outward-supply details in GSTR-1, but ITC may reduce the effective burden of tax paid on eligible business inputs. The credit is not automatic: statutory conditions and documentation requirements still apply.

Compare the real annual cost, not only the rates
Composition tax is turnover-based for the relevant eligible category, while regular GST applies the relevant rates to taxable supplies and may permit eligible input credits. Because a composition taxpayer cannot claim ITC, purchase-side GST that could have been credited under regular GST must be counted as a cost when comparing the options.
- Confirm the route: establish the entity’s PAN-wide aggregate turnover, preceding-year turnover, state registrations and current eligibility.
- Map supplies and customers: identify goods, services, mixed supplies, sales channels, inter-State activity and whether customers need regular tax invoices.
- Estimate lost credit: calculate the eligible input GST that would be claimable under regular GST, then treat that amount as a cost under composition.
- Estimate each route’s tax: use the current category-specific rate and turnover base for composition, and the applicable GST treatment and eligible credits for regular GST.
- Include operating effort: compare recordkeeping, return preparation and any professional support needed under each option.
- Verify timing and procedure: check current rates, notifications, option dates and withdrawal rules before switching. CBIC’s Composition Rules page describes opting before the relevant financial year for existing registered taxpayers and withdrawal when conditions cease to be met.
A business with low input GST and mainly local consumers may find composition worth considering. A business with creditable purchases, B2B customers or inter-State plans should examine regular GST closely. The deciding figure is the total business outcome after lost credits, customer requirements and compliance costs—not the lowest-looking percentage.
