Choose regular GST registration when you need eligible input tax credit (ITC), tax invoices for GST-registered customers, interstate outward sales, or a conventional business-to-business GST workflow. The right answer depends on your preceding-year aggregate turnover, business activity, state, customer mix and planned supplies; neither option is automatically cheaper or easier for every small business.
What the two GST options mean
India’s Goods and Services Tax framework gives eligible taxpayers a choice between normal taxation and the composition levy. Composition is an optional simplified method for qualifying small businesses. Instead of charging GST to customers under the normal mechanism and claiming eligible credits on purchases, a composition taxpayer pays a prescribed amount based on turnover and follows a different return routine.
As an Amazon Associate I earn from qualifying purchases.
A regular GST taxpayer calculates tax under the normal provisions on taxable supplies, may issue GST tax invoices and may claim eligible ITC, subject to the conditions in the Central Goods and Services Tax Act and related rules. Regular registration does not remove compliance work: outward-supply reporting and other applicable returns still apply.

The choice is therefore operational as much as mathematical. It affects the price shown to customers, the documents you issue, the tax cost embedded in purchases, where you can sell, and how often you report.

Side-by-side comparison
| Decision factor | Composition levy | Regular registration |
|---|---|---|
| How tax is paid | Pays the prescribed composition amount for the eligible category, with the GST Portal guide describing quarterly CMP-08 payment and an annual GSTR-4. | Pays tax under normal GST provisions on taxable supplies and follows the applicable normal return obligations. |
| Customer invoice | Cannot collect GST separately. It issues a bill of supply carrying the required composition wording. | May issue GST tax invoices for taxable supplies and charge applicable GST. |
| Input tax credit | Cannot claim ITC on purchases. | Can claim eligible ITC when the Act and rules’ conditions are met. |
| Interstate outward supplies | Subject to restrictions. Confirm the current statutory conditions for your exact supply before opting in. | Generally the more workable route for interstate business, subject to ordinary GST requirements. |
| Routine reporting | The portal guide says a composition taxpayer does not file GSTR-1 for periods as a composition taxpayer; it describes quarterly payment and an annual return. | GSTR-1 outward-supply reporting applies to normal taxpayers, monthly or quarterly where eligible, along with other applicable returns. |
| Typical customer fit | Often suits a small business selling mainly to final consumers that does not depend on ITC. This is a practical inference from the no-ITC and no-separate-GST restrictions. | Often suits businesses selling to GST-registered customers that expect tax invoices and credit, or businesses with meaningful eligible input taxes. |
Who can use composition?
Composition is not a blanket “small business” setting. Eligibility is governed by section 10 of the CGST Act and related rules, notifications and exclusions. You must examine all of the following before applying:
- Preceding-year aggregate turnover: the relevant turnover is considered at PAN level, not just for one trade name or one registration.
- Business category: goods, services and mixed suppliers can fall under different limits and conditions.
- State and supply geography: the applicable threshold and restrictions can vary by state and by the nature of outward supplies.
- Excluded activities: specified goods, services or supply patterns can make a taxpayer ineligible even when turnover is below a headline limit.
- Current-year compliance: you must continue meeting the conditions after opting in; crossing a limit or breaching a condition can require a move to normal taxation.
The GST Portal validates PAN-level turnover for the current and immediate preceding financial years when checking an application. That means separate registrations or businesses under the same PAN cannot be assessed in isolation.
Threshold figures are orientation points, not universal guarantees
The GST Portal’s 2025 welcome kit presents familiar orientation figures: ₹1.5 crore for goods, ₹75 lakh in specified states, and ₹50 lakh for the service or mixed-supply option under the relevant arrangement. These figures are not a substitute for checking the latest notification, your state and your activity. The available official material does not resolve every state-specific variation into one universally applicable number.

What composition changes in day-to-day operations
You cannot collect GST separately
A composition taxpayer cannot add GST as a separate line item and collect it from the customer. The customer receives a bill of supply with the required composition wording, not a normal taxable GST invoice. Your quoted selling price therefore has to absorb the tax payable under the scheme and any GST included in your purchases.
This matters most in business-to-business sales. A GST-registered customer may prefer a normal tax invoice because it supports that customer’s own eligible credit. A consumer buying for personal use generally has no equivalent ITC expectation, so the invoicing restriction may be less commercially important.

You cannot claim input tax credit
Composition taxpayers cannot claim ITC on purchases. GST paid to suppliers becomes part of the business’s cost. A lower-looking composition payment can therefore be outweighed by unrecoverable tax on inventory, equipment, rent-related inputs or other eligible purchases.
Regular taxpayers can claim eligible ITC, but only when statutory requirements are met. Registration alone does not make every purchase creditable; documentation, supplier reporting, receipt of goods or services and other conditions under the Act and rules still matter.
Interstate sales need special care
The scheme carries restrictions on interstate outward supplies. If you expect to sell from one state to customers in another, verify the current statutory position for the exact goods or services and transaction structure before selecting composition. Regular registration is generally more workable for an interstate growth plan, but ordinary GST registration, invoicing and return obligations still apply.
The return calendar is different
The GST Portal guide describes quarterly CMP-08 payment for composition taxpayers and an annual GSTR-4. It also states that composition taxpayers do not file GSTR-1 for periods in that status. This is a different routine from normal taxpayers, not an exemption from maintaining records.
Regular taxpayers report outward supplies through GSTR-1. The portal describes monthly or quarterly GSTR-1 filing where eligible, and other normal returns may also apply. GSTR-1 by itself is not a complete compliance calendar. The exact filing pattern depends on the taxpayer’s registration, turnover, filing choice and applicable rules.
Signboards and wording still matter
The composition rules require the prescribed composition wording on bills of supply and prominently displayed business signboards. A simplified payment routine does not permit ordinary GST invoices, separate GST collection or omission of required declarations.

When composition is usually the better fit
Composition is worth evaluating when most of these statements are true:
- Your PAN-level turnover and activity satisfy the current composition conditions.
- Your sales are primarily within the permitted geography and supply categories.
- Most customers are final consumers or other buyers who do not need your GST amount as ITC.
- Your purchases contain relatively little eligible GST compared with your turnover.
- You value a quarterly payment and annual-return routine over the normal reporting cycle.
- You can price goods or services without showing separately collected GST.
That is a fit test, not a conclusion that composition always costs less. Compare the composition liability plus blocked purchase tax with the regular option’s output tax, recoverable ITC and compliance cost.
When regular registration is usually the better fit
Regular registration is generally the stronger option when one or more of these factors is material:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- You sell to GST-registered businesses that expect a tax invoice and eligible credit.
- You have substantial GST-bearing purchases and can satisfy the conditions to claim ITC.
- You plan interstate outward supplies or cannot confidently remain within composition’s geographic restrictions.
- Your business model includes activities or goods excluded from composition.
- You expect turnover or supply changes that could quickly push you outside the composition conditions.
- Your customers compare prices on a tax-exclusive basis and need the GST shown separately.
Regular registration brings more reporting and record discipline, but it preserves the standard invoice-and-credit chain that many business customers require.
A practical decision method
Step 1: Establish eligibility before comparing money
- List every business and GST registration under the same PAN.
- Calculate preceding-year aggregate turnover on the basis required by GST law.
- Classify your activity as goods, services or mixed supplies.
- Identify the states from which you make supplies and the destinations of planned sales.
- Check excluded goods, services and transaction types under the current section 10 rules and notifications.
- Use current GST Portal validation and, where facts are complex, obtain professional advice before opting in.
If eligibility is uncertain, a nominally attractive composition rate should not drive the decision.
Step 2: Map your customer requirements
Separate customers into final consumers, unregistered businesses and GST-registered businesses. Ask whether each segment expects a normal tax invoice, whether it negotiates a tax-exclusive price, and whether losing ITC would affect its willingness to buy from you. A retail-heavy business may tolerate a bill of supply; a supplier to registered manufacturers, distributors or service companies may not.

Step 3: Calculate the credit you would give up
Prepare a twelve-month purchase schedule. Mark the GST embedded in inventory, equipment, services and other inputs that could otherwise be eligible for credit. Under composition, that tax remains in your cost base. Under regular registration, only the portion satisfying statutory ITC conditions is recoverable.
Do not compare only a composition percentage with the normal output-tax rate. The meaningful comparison is:
- composition payment plus GST embedded in purchases that cannot be credited;
- versus normal GST on taxable supplies minus eligible ITC, plus the cost of the normal compliance process.
Rates vary by category, and the available official material does not support one reconciled current rate table for every category. Verify the applicable notification before putting a percentage into your model.
Step 4: Test your growth and geography
List expected interstate orders, online sales destinations, new product lines and likely turnover. A plan that is compliant in April can become unsuitable after a new distribution channel or a large contract. If crossing a limit or losing an eligibility condition is plausible, include the administrative and pricing effect of moving to normal taxation.
Step 5: Compare the documents your team can maintain
Composition reduces the routine described by the portal, but you still need reliable turnover records, purchase records, bills of supply, signboard wording and evidence that your supplies remain permitted. Regular registration requires a fuller invoice and return process. Choose the process your business can perform accurately every period, not merely the one that appears shorter on paper.

Starting composition
An eligible taxpayer generally opts into composition from the beginning of a financial year. The portal checks PAN-level turnover and other conditions. Before opting in, reconcile stock, customer contracts, purchase tax, open orders and planned interstate supplies so that your invoices and prices change on the correct date.
Best Value
Leaving composition voluntarily
A composition taxpayer can withdraw and choose normal taxation. Plan the effective date, revise customer-facing invoices, update pricing and prepare the records required for the regular return cycle. The exact portal action and effective-date rules should be followed as they appear in the current GST system and applicable notification.
Leaving because a condition is lost
If the taxpayer ceases to satisfy a composition condition, the rules require transition to normal tax treatment and the relevant withdrawal action. Do not continue issuing composition bills or collecting under the old method after the effective change.
What happens to stock credit?
Input tax credit on stock at transition is subject to statutory requirements. A switch does not automatically restore every credit paid in the past, and no fixed credit amount can be promised without examining invoices, dates, stock and the applicable rule. Keep a dated inventory and tax-document trail before changing status.

- Using an old threshold: check current notifications and the state position instead of relying on a legacy FAQ figure.
- Ignoring PAN-level turnover: include all relevant businesses under the PAN when testing eligibility.
- Charging GST by accident: composition invoices cannot show separately collected GST.
- Claiming blocked ITC: composition status does not permit credit merely because a supplier charged GST.
- Comparing headline rates only: include unrecoverable purchase tax and customer pricing expectations.
- Assuming customers are indifferent: registered business buyers may require an invoice that supports their own credit.
- Assuming interstate sales are routine: verify the restriction for every planned outward supply.
- Treating fewer returns as no records: turnover, purchase, invoice and eligibility evidence remain essential.
- Expecting automatic transition credit: stock-credit treatment is conditional and document-dependent.
Worked decision examples
Consumer-facing local retailer
A small retailer selling mainly to household consumers, buying modest quantities from suppliers and operating within one state may find composition commercially workable if its turnover, goods and other facts meet the current conditions. It must still price for the tax embedded in purchases and issue compliant bills of supply.
Supplier to registered businesses
A component supplier selling mostly to GST-registered companies may lose orders or negotiating power if buyers cannot receive a normal tax invoice and corresponding credit. If it also buys significant taxable inputs, regular registration often deserves priority even when composition would reduce routine filings.
Growing online or interstate seller
A business planning sales to customers in other states should test the composition restriction before signing contracts or launching a channel. Regular registration is generally the more workable path for interstate growth, but the business must budget for normal invoices, GSTR-1 and other applicable returns.
What to verify before filing
- Current composition threshold and category-specific rate in the latest notification.
- State-specific threshold treatment and any special conditions.
- PAN-level aggregate turnover for the relevant financial years.
- Whether your goods, services and mixed supplies are permitted.
- Whether any planned outward supply is interstate or otherwise restricted.
- Customer demand for tax invoices and ITC.
- Value of potentially eligible purchase ITC under regular registration.
- Required bill-of-supply wording, signboard display and return dates.
- Transition records if you may leave composition during the year.
For multiple registrations, mixed activities, uncertain eligibility or cross-state plans, a GST practitioner or chartered accountant can review the facts before the election. Thresholds, rates, forms and portal requirements can change, so confirm them against current GST Portal guidance, CBIC material and notifications on the date you apply.

Bottom line
Composition is a constrained simplification: it can reduce routine reporting for an eligible, mainly consumer-facing local business, but it blocks ITC, prevents separate GST collection and restricts certain supplies. Regular registration is usually the safer commercial choice when customers need tax invoices, purchases generate meaningful eligible ITC, or interstate growth matters. Make the decision from eligibility, customer requirements, purchase tax and planned geography—not from the headline rate alone.
