Grid-Scale Battery Storage vs. Pumped Hydro: How They Compare

Grid-scale batteries and pumped hydro both store electricity, but differ in duration, physical design, siting and project economics. Here’s how to compare them fairly.

Grid-scale batteries and pumped-storage hydropower both store electricity for later, but they do it differently and suit different project conditions. In NREL’s comparison, pumped hydro is a long-duration option and batteries are positioned for shorter time frames; which is preferable depends on the required discharge duration, location, services and project economics—not on a universal cost or performance winner.

How do pumped hydro and grid-scale batteries work?

Pumped-storage hydropower

A pumped-storage hydropower (PSH) plant uses two reservoirs at different elevations. When electricity is available for storage, pumps move water uphill. When electricity is needed, water flows back down through turbines to generate power; the water can be cycled repeatedly. The U.S. Department of Energy (DOE) notes that reservoirs may be natural or constructed.

Grid-scale batteries

Grid-scale batteries store energy electrochemically. “Battery storage” is not one design: NREL’s comparative work includes utility-scale lithium-ion, lead-acid and vanadium redox flow batteries. Their technical characteristics and services are not interchangeable, so a comparison should identify the chemistry and the job the system is expected to perform.

How do their power, energy and discharge duration compare?

Power and energy describe different things. A facility’s rated power, measured in megawatts (MW), indicates how quickly it can deliver electricity. Its stored energy, measured in megawatt-hours (MWh) or gigawatt-hours (GWh), indicates how much electricity it can deliver over time. Neither a power rating alone nor the label “long duration” tells you a project’s actual discharge period: compare both ratings and the planned operating profile.

Comparison Pumped-storage hydropower Grid-scale batteries
Storage mechanism Water is pumped to an upper reservoir and later released through turbines. Energy is stored electrochemically; NREL’s comparison includes lithium-ion, lead-acid and vanadium redox flow batteries.
Duration framing in NREL’s comparison Treated as a long-duration technology. Positioned for shorter time frames in that study context; battery chemistry and system design matter.
Site requirements Requires suitable elevation and reservoir arrangements; reservoirs may be natural or constructed, according to DOE. Depends on project design and jurisdiction; the available sources do not establish that every battery project is easy to site or permit.
Round-trip efficiency figure cited here NREL’s 2024 Annual Technology Baseline (ATB) uses 80% as a central modeling estimate, drawn from a literature range of 70%–87%; it is not a measured value for every plant. A directly comparable battery efficiency value is not stated in the cited material for a defined chemistry and system configuration.

NREL also cautions that “not all energy storage technologies provide the same services.” Decide what service and discharge duration a project must provide before treating these options as substitutes.

Which is better for long-duration energy storage?

In the NREL study context, PSH is characterized as long-duration storage, while batteries are intended for shorter time frames. That framing is useful for screening options, but it is not a universal cutoff or a guarantee about any individual facility. Specify how many hours of discharge are needed, how often the system will operate and what grid service it must deliver; then assess designs that can meet those requirements.

PSH’s water-and-reservoir system can support repeated cycling, but a project must have a suitable site and infrastructure. Battery projects use electrochemical systems, but “battery” alone does not establish a particular duration or service capability. A fair comparison therefore needs a specified battery chemistry and configuration alongside a defined PSH design.

How do the technologies compare on cost?

There is no established cost winner in the cited material for a matched, current comparison between a specified battery and a defined PSH project. A project-level conclusion requires aligned assumptions rather than a comparison of generic technology labels.

DOE’s 2022 storage assessment presents levelized cost of storage (LCOS) as a way to compare ownership and operating costs. For a useful side-by-side result, align at least:

  • Rated power and usable stored energy, including the required discharge duration.
  • Utilization and operating profile.
  • System boundaries and replacement assumptions.
  • Financing, geography and project schedule.
  • Decommissioning and other ownership or operating costs included in the calculation.

NREL’s technology baselines also rely on specified system and scenario assumptions. Changing those assumptions can change the comparison, so a single LCOS figure should not be treated as a technology-wide price tag.

What do efficiency and environmental findings show?

Round-trip efficiency

Round-trip efficiency describes the energy returned relative to the energy used to charge or pump the storage system. For PSH, NREL’s 2024 ATB selected 80% as its central estimate from a reported literature range of 70%–87%. This is a model input based on reviewed sources, not a universal measured result for every plant. The cited material does not provide a directly matched battery figure for a specified chemistry and configuration, so comparing that PSH estimate with an unspecified battery value would be misleading.

Life-cycle global-warming potential

NREL’s 2023 life-cycle assessment compared closed-loop PSH with utility-scale lithium-ion, lead-acid, vanadium redox flow and compressed-air storage. Within that study’s technology set and assessment boundaries, closed-loop PSH ranked lowest for global-warming potential. That result concerns one environmental measure; it does not establish that PSH has the lowest impact for every environmental category or for every project.

How do siting and project development affect the choice?

For pumped hydro

PSH needs appropriate geography, reservoirs, civil works and turbines. DOE says project development can take a long time, and the technology generally involves substantial initial capital. Those requirements make site suitability and development timelines central to feasibility, not details to consider after selecting a preferred technology.

For batteries

Battery projects do not require elevated reservoirs, but that does not mean every site or permitting path is simple. Requirements depend on the project design and jurisdiction. Compare the actual siting, permitting, interconnection and development conditions for candidate projects rather than assuming batteries are straightforward or PSH is impossible.

What does current U.S. deployment tell us?

DOE’s announcement for the 2026 U.S. Hydropower Market Report, released September 18, 2026, describes a U.S. PSH fleet of 41 plants with 22.23 GW of generating capacity and 553 GWh of storage capacity. DOE says PSH represented 82.1% of U.S. utility-scale energy storage capacity in the report’s latest coverage. The GW figure is generating power; the GWh figure is stored energy. These are fleet-level deployment figures, not a head-to-head performance or cost result against batteries.

How should a project team make the comparison?

  1. Define the duty. Specify the required MW, MWh, discharge duration, operating frequency and grid service.
  2. Specify the designs. Name the battery chemistry and system configuration, and define the PSH reservoir and generating design.
  3. Screen for feasibility. Compare geography, reservoirs and civil works for PSH, and the actual siting and permitting requirements for each candidate project.
  4. Use consistent economics. Compare LCOS using aligned utilization, replacements, financing, geography, project schedule and decommissioning assumptions.
  5. Report performance in context. Keep power, energy and efficiency distinct, and identify whether figures are measured project results, literature ranges or modeling assumptions.
  6. Compare the impacts that matter. Treat the NREL life-cycle finding as specific to closed-loop PSH, the technologies studied and global-warming potential—not as a verdict on all impacts.
