GPS Ankle Monitors vs. RF Tags: What Each One Can Track

RF tags generally check whether a wearer is near a residence receiver. GPS monitors can report location beyond home, subject to charging, coverage and program rules.

GPS ankle monitors can report a wearer’s location beyond home; radio-frequency (RF) tags generally check whether the wearer is within range of a receiver at an approved residence. RF can show a departure from that range, but not the route or destination afterward. The supervision order and local program determine which system is used and how its records are interpreted.

What each system verifies

Question Radio frequency (RF) Global positioning system (GPS)
What it verifies Whether the worn transmitter is within range of a receiver at the approved residence. The tracker’s location, using GPS and potentially cellular or Wi-Fi signals.
What happens when the wearer leaves home The system can report departure or loss of receiver proximity; it does not show the route or destination. Location may be monitored outside the residence, subject to coverage and program configuration.
Typical fit in official guidance Curfew or home-detention conditions focused on being home at specified times. Conditions that require whereabouts or travel monitoring beyond the residence.
Practical dependency A receiver at the residence and a connection to the monitoring computer; connection methods vary. A charged tracker and adequate location and network service.

These are general descriptions, not guarantees about every vendor system or local program. The U.S. Courts’ Chapter 3: Location Monitoring describes the federal supervision context.

How an RF residence check works

The participant wears a transmitter, typically on an ankle or wrist. It sends a radio signal to a receiver installed in the residence; that receiver relays information to a central monitoring computer over a landline or cellular connection, depending on the setup. The system can compare the wearer’s presence or absence with an approved schedule. Its range can be configured to the residence and case, but the signal establishes proximity to the receiver—not where the person goes after leaving its range.

How GPS monitoring works

A GPS tracker receives signals from satellites to determine location. Depending on the system, cellular towers and Wi-Fi may also contribute to location information or its transmission. The U.S. Courts’ federal guidance says a participant may need to charge the tracker daily or as directed. Remote or mountainous areas can pose GPS or cellular-service problems, so GPS should not be read as a promise of perfect, continuous coordinates.

Which one fits a supervision condition?

The key question is what the authority needs to verify, not which bracelet is inherently better. A home curfew asks whether a person is at the residence during specified hours, which RF is designed to check. If a condition also restricts travel or calls for location information away from home, GPS may be considered. The federal guidance gives home incarceration as an example where RF may verify residence presence, and describes GPS as a possible fit for curfew combined with employment and travel restrictions when community whereabouts matter. The authority sets the condition and equipment; the wearer does not choose between systems.

Technology selection is case-specific. The U.S. Courts’ field guidance says the least invasive appropriate option should be considered and that risk and needs should be reevaluated. A curfew does not automatically mean RF, and GPS use does not mean every participant is monitored for the same reason.

What an alert or location record does—and does not—prove

A device record is information for supervision, not automatically a legal finding that a condition was violated. The U.S. Courts cautions that location data may not, by itself, establish whether conduct complied. Its guidance says the information must be corroborated through other supervision strategies, such as community visits and collateral contacts. How records are reviewed and acted on depends on the program and circumstances.

Program differences and published figures

Terminology varies by jurisdiction. In England and Wales, the Ministry of Justice’s technical note published 23 July 2026 classifies curfew-monitoring devices as RF and location-monitoring devices as GPS. California’s parole agency describes RF equipment as an ankle device tethered by radio signal to a base unit in the home for curfew compliance in its Electronic In-Home Detention program (CDCR Electronic Monitoring). These are jurisdiction-specific examples, not universal definitions of every monitoring setup.

The United States Courts’ Federal Location Monitoring overview reports that 60% of federal location-monitoring participants use GPS and 33% use RF, with the remainder using voice recognition or virtual mobile technologies. The overview does not state when those figures were measured, so they should not be treated as a dated or current national estimate.
