A government portal cannot responsibly guarantee 100 five-star reviews in its first month. The right approach is to make the service work well, invite optional feedback at a useful point, and act on what people report. First clarify what “reviews” means: feedback collected by the portal, a public app-store rating, or a third-party review. Those channels have different rules and purposes; the guidance available here does not establish whether a particular portal may solicit ratings or whether 100 is achievable.
What should “100+ five-star reviews” mean?
A review count, a star score, successful service completion, user satisfaction, and issues resolved are different measures. A large number of positive ratings alone does not show that a service is accessible, secure, or effective. Treat 100 reviews as a case-specific objective only if the service’s own data supports it—not as a benchmark or a promised outcome.

Before setting a target, decide which channel is in scope and what it measures. A portal’s own feedback form can collect comments about a task; a public rating platform asks for a public rating under that platform’s rules. Do not treat one as a substitute for the other, and check local privacy and solicitation requirements before using a public platform.
When should a government service ask for feedback?
At the end of a transaction
For a transactional service, ask after the user completes the transaction, when they have experienced the service. For services hosted on GOV.UK, the UK Department for Education says to use the GOV.UK feedback page. Its guidance describes feedback as optional and reactive input from people about something they have independently experienced, not a method of user research. At a useful point in a non-transactional journey
Not every portal task ends with a transaction. For an information service, choose a point where a person can comment on the content or task they just used. The sources do not prescribe one universal placement; follow the relevant jurisdiction’s design pattern and any local rules.
Keep feedback voluntary
Make it clear that responding is optional. Do not block task completion, repeatedly interrupt users, or design the prompt to steer people toward a positive score. Feedback should reflect users’ independent experience rather than a filtered set of favorable responses.

Improve the service before asking more people to rate it
Test the actual task with users
The GOV.UK Service Standard recommends frequent usability testing with actual and potential users, simple user journeys, and a consistent experience across service touchpoints. Testing helps find obstacles that a star rating may not explain. Use feedback to spot issues, but do not treat it as a replacement for structured user research into people’s needs and behavior. Putting an inefficient administrative process online can reproduce its complexity rather than remove it. Check accessibility, privacy, security, and language access
The Government of Canada’s service and digital guideline identifies accessibility, privacy, security, simplicity, and official-language choice among client-centric service dimensions. These principles help teams assess whether the service works for people with different needs and circumstances; they are not a substitute for the rules that apply in the portal’s own jurisdiction. In India, the Guidelines for Indian Government Websites and apps call for online feedback forms and a process for timely responses to feedback and queries. This is India-specific guidance, not a universal requirement. The National Informatics Centre’s guidelines page does not state a publication date. Choose the feedback channel that fits the service

Close the feedback loop
Collecting comments is useful only if the service team can review and act on them. Assign responsibility for monitoring submissions, route reports of problems to the relevant team, and respond where appropriate. Where users provide contact details, explain how those details and their feedback are handled under the applicable privacy rules. India’s GIGW guidance explicitly calls for a process to respond to feedback and queries in a timely manner; the specific obligations for other portals depend on their jurisdiction.
Make visible, where practical, what changed because of user feedback. That gives people a clearer reason to trust the feedback route than a request for a five-star rating by itself.

Measure service quality alongside feedback
Track the measures that show whether the service is working, rather than relying on a star count alone. Choose measures appropriate to the service and report their definitions so results are interpretable.
- Task completion: whether users can finish the service task.
- Usability and accessibility: problems found through testing and whether people with different needs can complete the journey.
- Feedback: the volume and substance of voluntary submissions, kept distinct from public ratings.
- Follow-through: issues reviewed, responses made where appropriate, and improvements delivered.
The GOV.UK proposition says that content and products owned by the UK government must go on GOV.UK and meet a proven user need. This statement applies to the UK government publishing context; it is not a universal rule for other jurisdictions. Read the GOV.UK proposition.
What a first-month target can—and cannot—tell you
The official sources cited here describe service standards and feedback practices; they do not establish a recommended number of first-month reviews, a response rate, or a method that guarantees a five-star score. Set a numeric goal only when local service data gives it a defensible basis, and assess it alongside usability, accessibility, successful task completion, and whether reported problems lead to action. A rating target must never become a reason to pressure users or suppress unfavorable feedback.
