Use both. Microsoft Entra decides who can reach organizational resources and under what conditions. Microsoft Purview decides how that information is classified, protected, retained, audited, and investigated, including Copilot interactions. Entra is the identity and access layer, Purview is the data and compliance layer, and Copilot works inside the permissions Entra and Microsoft 365 already enforce. Neither product replaces the other when you govern AI in Microsoft 365.
Two control families, two different questions
The confusion usually comes from asking one product to answer both questions. Entra answers “who can get to this, and should they still have access?” Purview answers “what is this content, how must it be handled, and what happened to it?” The table below sets the two side by side using the roles Microsoft documents for each.

| Axis | Microsoft Entra | Microsoft Purview |
|---|---|---|
| Primary object | People, groups, applications, roles, and identity access | Organizational data, sensitivity, AI interactions, and compliance records |
| Core governance question | Who should have access, under what conditions, and for how long? | How should information be classified, protected, retained, audited, or investigated? |
| Copilot-relevant controls | User identity, existing access permissions, Conditional Access, and access governance | Sensitivity labels, DLP, audit, retention, eDiscovery, and risk controls |
| Typical lifecycle actions | Provisioning, access changes, access reviews, privileged role activation | Classification and protection, interaction auditing, retention and deletion, legal hold, investigation |
| Planning caveat | Feature prerequisites and Entra licensing depend on the scenario | Control availability varies by license and configuration |
Because the questions differ, a gap in one layer is not fixed by the other. A tightly protected label does not stop a user who should never have had access from reaching the file, and a clean access list does not tell you whether a sensitive document is being retained correctly.

Microsoft states that Microsoft Copilot operates within the Microsoft 365 service boundary and honors the same data protection, access control, and compliance capabilities that apply across Microsoft 365. Its privacy documentation adds that Copilot presents only data each user can access through the tenant’s underlying controls, and honors user rights on Purview-protected data.

In practice, that means Copilot does not see “all tenant data.” It works from what the signed-in user can already open. The risk is overshared content: a file that is technically reachable through broad group membership or an open SharePoint or OneDrive link can surface in Copilot answers for users who would never have searched for it. SharePoint and OneDrive controls influence which content Copilot can discover and reference, but they do not change the user’s permissions.
Microsoft’s guidance sets the order of work. Identify and remediate excessive access first, then apply information-protection and compliance policies. Microsoft also notes that user-defined sensitivity-label permissions can block Copilot from extracting and interacting with file content.
Where Entra fits
Microsoft’s Entra ID Governance documentation groups identity governance into identity lifecycle, access lifecycle, and privileged access lifecycle. For Copilot, the most relevant pieces are the ones that decide who holds access at any moment.

Identity and access lifecycle
Provisioning and deprovisioning determine which accounts exist and which groups they belong to. If a former project member keeps group membership, Copilot will keep reflecting content that member can open. Access governance is therefore the first place to look when Copilot surfaces something a user should not see.
Access reviews
Access reviews re-certify continued access. They are the mechanism for removing permissions that were granted for a project and never withdrawn, which is a common source of oversharing.
Conditional Access and privileged access
Conditional Access controls the conditions under which a sign-in is allowed. Privileged Identity Management provides just-in-time activation of privileged roles and role-change alerts. Together they limit who can change tenant-wide settings, which matters because administrators are the people most able to widen access.
Rank #3
Microsoft’s own framing of the balance is direct: “Identity Governance helps organizations achieve a balance between productivity – How quickly can a person have access to the resources they need, such as when they join my organization? And security – How should their access change over time, such as due to changes to that person’s employment status?” That is Microsoft’s description of its product, not independent validation.
Where Purview fits
Purview governs the content and the interaction records. For Copilot scenarios, Microsoft’s Copilot security and governance guidance names sensitivity labels, data loss prevention, auditing, retention, eDiscovery, and risk-management controls.
Sensitivity labels
Labels classify content and can apply protection such as encryption and usage rights. Where a label’s permissions block Copilot from extracting file content, the label is doing the enforcement, not the identity layer. Labels apply only to content that is labeled, so coverage depends on how consistently your organization applies them.
Data loss prevention
Microsoft’s guidance places AI-specific DLP among the optimized controls, which means it depends on a higher license tier. Confirm with your tenant’s entitlement before designing around it.
Auditing and retention
Auditing records interaction activity. Microsoft’s Purview guidance for Microsoft 365 Copilot says administrators should confirm auditing is enabled, and that reports need time to populate after activity begins, so an empty report on day one does not prove nothing happened. Retention policies decide how long interaction records are kept.
eDiscovery and investigation
The same guidance describes eDiscovery workflows for preserving and searching Copilot interaction records. Use these when a legal or HR matter requires you to find what was asked and what was returned, not as a substitute for fixing permissions.

Licensing: check before you promise a capability
Microsoft’s security and governance guidance groups controls by license tier. The grouping below is as documented in that guidance, and feature terms change, so confirm against the current service description and your tenant’s entitlements before committing to a design.
| Tier | Licenses named | Products named | Examples of controls named |
|---|---|---|---|
| Foundational | A3, E3, G3 | Microsoft 365 admin center, SharePoint Advanced Management, Purview | Oversight of oversharing, sensitivity-label protection, audit, retention, eDiscovery |
| Optimized | A5, E5, G5 | Purview, Defender for Cloud Apps | AI DLP, insider-risk, activity explorer |
Entra licensing works differently. Identity-governance features depend on the Entra license and prerequisites for each scenario, so do not assume every access review or privileged-access feature is included in your Microsoft 365 plan. The Microsoft 365 identity governance deployment guidance is the place to check the setup steps for your environment.
Agent identity governance is still moving
Microsoft’s Entra governance overview labels its agent identity governance section as preview. Do not describe those capabilities as generally available in a customer proposal or internal policy until the current status is confirmed on the product page.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsRecommended order of work
- Establish the identity baseline in Entra. Confirm that provisioning and deprovisioning work, that privileged roles are activated just-in-time where licensed, and that Conditional Access covers administrator and user sign-ins.
- Find excessive access. Use the Microsoft 365 admin center and SharePoint oversharing oversight to identify broadly shared sites, libraries, and links. Note that this step is about permissions, not labels.
- Remediate and re-certify. Remove stale group memberships and links, then schedule access reviews so permissions are re-confirmed rather than inherited indefinitely.
- Apply sensitivity labels and DLP. Protect the content that remains sensitive, checking which AI-specific controls your license tier includes.
- Turn on and verify auditing. Confirm auditing is enabled, then allow time for reports to populate before judging activity levels.
- Set retention and eDiscovery readiness. Define how long interaction records are kept and test that a search can find them.
Common misreadings
- “Purview will stop Copilot from seeing everything.” Copilot works from each user’s existing access. Purview adds protection on top of that access, and it does not widen or narrow it by itself.
- “Entra handles AI governance on its own.” Entra decides who has access. It does not classify content or retain interaction records.
- “A license tier guarantees a feature.” Feature eligibility depends on tier and tenant configuration, and some controls are not automatically enabled.
- “An empty audit report means no Copilot activity.” Reports need time to populate, and auditing must be confirmed as enabled first.
Training for the teams that operate these controls
Microsoft Learn offers an intermediate path, Secure and govern Microsoft 365 Copilot interactions with Microsoft Purview, aimed at auditor, administrator, and information-protection or compliance roles. It is a practical starting point if the people who handle labels, audits, and investigations are not the same people who manage identity.
