For personal Google Play developer accounts created after November 13, 2023, the pre-production requirement is a closed test with at least 12 testers opted in continuously for 14 days before applying for production access. The rule is about remaining opted in, not clicking a button or performing a test action every day. But a group that barely uses the app may not be enough: Google can require more testing if engagement is insufficient.
The practical solution is to recruit likely users, set a clear testing plan, make feedback simple, and record what testers actually did and what you changed. Google’s guidance is in its App testing requirements for new personal developer accounts.

Who has to complete the 14-day closed test?
Google applies this requirement to personal developer accounts created after November 13, 2023. Those developers must run a closed test with at least 12 testers continuously opted in for at least 14 days, then apply for production access in Play Console. Google’s help page, reviewed in 2026, does not display a publication or revision date, so the review year should not be read as the date the policy began.
The testing tracks serve different purposes:

What does “continuously opted in” mean?
A tester’s qualifying period is a consecutive 14-day stretch of remaining opted in to the closed test. Google’s guidance does not say testers must open the app, click an opt-in control, or complete a test action every day. If a tester opts out and later rejoins, that person’s new 14-day consecutive period starts after rejoining.
The minimum is 12 testers opted in continuously for the required period. Because Google may ask for more testing when engagement is insufficient, do not treat the count as a reason to recruit 12 people who will never meaningfully try the app.

How to keep testers engaged during the test
1. Recruit people who resemble your intended users
Google recommends recruiting through personal or professional contacts, relevant communities, and social media. Aim for a group that reflects the app’s future audience. For a business productivity app, for instance, include people from the industries the app is designed to serve. Relevant testers are more likely to exercise realistic workflows and spot problems that matter.

2. Explain the commitment before they join
Tell each tester that they need to remain opted in continuously for at least 14 days. Make clear that opting out and rejoining restarts that tester’s consecutive period. Confirm that participants can stay in the test for the full stretch before you count on them toward the minimum.

3. Give them a concrete reason to return
Send concise instructions explaining what the app does, which features or flows to try, and what kind of feedback will be useful. Ask testers to explore as many features as they reasonably can, rather than limiting the test to installation or a single screen. A plan with a few specific tasks is easier to act on than a general request to “try the app.”
4. Make feedback easy to submit
Choose a clear feedback route, such as email, a website, or a messaging forum, and tell testers how to use it. Google Play also provides private testing feedback. In Play Console, find it under Monitor and improve → Ratings and reviews → Testing feedback. Google’s help page describes filtering and searching feedback by criteria including date, language, reply status, app version, and device type.

5. Respond to findings while the test is running
Review reports, investigate bugs, and fix issues that matter to the test. Keep testing while you make improvements, and update the closed-test app before production. The point is not to claim every suggestion was implemented; it is to learn from actual use and address problems that could harm the release experience.

Track recruitment, the features testers tried, the feedback they gave, how it was collected, and the changes you made as a result. Note whether observed use matched what you expect from production users, and how you judged the app’s readiness. These notes help you answer Google’s production-access questions accurately; do not report activity or fixes that did not happen.

What Google asks in the production-access application
The application asks about how you recruited testers, whether they used the app’s features and behaved as expected, what feedback they provided and how you collected it, and what you changed after testing. It also asks about the target audience, the app’s value proposition, and production readiness. Google says these responses are not displayed publicly on Google Play.
Use your test record to answer with specific observations rather than general assurances. For example, describe which flows were tried, the main issues reported, the fixes made, and how you decided whether the app was ready. If a feature was not exercised or a problem remains, say so plainly.
Plan for a possible extension and review time
Once the qualifying test is complete, submit the production-access application in Play Console. Google says review usually takes seven days or less, but it can take longer. It may also require continued testing if fewer than 12 testers are opted in or if engagement is insufficient, so avoid promising testers that the process will end exactly on day 14.
