Keeping the cohort opted in satisfies only the time-and-count requirement: Google also asks about tester engagement, feedback, and app readiness, and may require more testing before granting access.
Who has to meet the 12-tester, 14-day requirement?
Google applies this requirement to personal developer accounts created after November 13, 2023. It is not a universal prerequisite for every Google Play developer account. For eligible accounts, Google’s production-access guidance requires at least 12 testers to be opted into the closed test continuously for the 14 days immediately before the application.

What counts as an active tester?
Continuous opt-in is the formal threshold
For the 14-day count, a tester must remain opted in. If someone opts out and later opts in again, their earlier partial period does not carry over; they begin a new consecutive period. Monitor the qualifying cohort through the day you apply so that at least 12 people meet the continuous-opt-in requirement.
Engagement is assessed separately
Meeting the count does not establish that testers meaningfully tried the app. Google’s application guidance asks whether testers used available features, behaved like expected production users, and provided feedback. The guidance does not set a formal number of launches, devices, or installation patterns. Focus on genuine, relevant testing rather than assuming a particular daily activity quota.

How to keep the cohort engaged
- Recruit people who match your intended audience. Invite testers through personal and professional networks, relevant communities, or social channels. Include varied participants and devices when that makes sense for the app. Google recommends recruiting people likely to use the app and considering a diverse tester group in its closed-testing best practices.
- Give testers concrete tasks. Explain which features to try and what to report. Ask them to explore more than one path through the app, rather than simply installing it and waiting.
- Make feedback easy to send. Add a feedback email address or URL to the tester opt-in page, and tell testers where to use it. Testers can also send private feedback through Google Play.
- Track issues and respond. Keep a record of comments, look for recurring problems, and address bugs or usability concerns during the test. Google recommends recording feedback and continuing testing while you resolve user-reported issues.
- Check continuity before applying. Keep at least 12 people continuously opted in for the full period. If someone leaves, do not count their interrupted stretch toward the required 14 consecutive days.
- Prepare to explain the test. In the production-access application, be ready to describe how you recruited testers, how they engaged, how you gathered feedback, what you changed, and why the app is ready for production.
Set up access and feedback in Play Console
Google Play Console supports managing closed-test access through tester email lists or Google Groups. You can add a feedback URL or email address and share the opt-in link. Testers need to opt in through that link; for a Google Group test, they must join the group before opting in. The test setup instructions also note that a test version is not discoverable through Play Store search before open testing or production rollout, so send testers the appropriate Play Store or opt-in link.
What happens when the 14 days are over?
Once the required cohort has completed 14 continuous days, you can apply for production access from the Play Console Dashboard. The minimum period is not an approval guarantee: Google reviews the application and can ask you to continue testing, including when tester engagement is insufficient. Keep evidence of feedback and the improvements made so you can support your answers about the test and production readiness.

Google says review usually takes seven days or less, but it may take longer. After production access, Google recommends continuing to test thoroughly before publishing production updates. The cited guidance does not say that the pre-production 12-tester, 14-day prerequisite repeats after launch.
Closed testing versus open testing
Closed testing lets you limit access to selected testers managed through email lists or Google Groups. Open testing is visible to anyone. For the personal accounts covered by this requirement, production access controls when open testing becomes available; use closed testing to build and assess a relevant cohort before applying.
