Who has to complete the 12-tester test?
This requirement applies to personal developer accounts created after November 13, 2023. Do not assume it applies to every Google Play developer account. Google offers both Personal and Organization account types; its account guidance describes Personal as intended for personal use and Organization for organizational or business use, with both account types having access to the same functionality. The requirement discussed here is expressly scoped to qualifying newer personal accounts. Google’s account-type guidance explains the distinction.

For an affected account, the required track is closed testing. Internal testing is optional and can help find early problems, but it does not replace the 14-day closed test. Open testing becomes available after production access.
What does “12 testers for 14 days” mean?
Google’s requirement is “a minimum of 12 testers who have been opted in continuously for at least 14 days.” Each qualifying tester must stay opted in for an uninterrupted 14-day period. If someone opts out and later rejoins, that tester must complete a new continuous 14-day period after rejoining to count.

Continuous opt-in is not the same as opening the app every day. Google’s stated threshold is continuous enrollment in the test. Separately, Google asks about engagement and may require additional testing if participation is insufficient. Plan for testers to use the app in realistic ways and provide feedback, rather than treating the calendar threshold as the whole test.
Which Play Console track should you use?

How to set up and run a useful closed test
- Complete app setup and prepare a release. Use the app dashboard in Play Console to finish the required setup and prepare the build you want testers to try. See Google’s app-dashboard setup instructions.
- Create the closed-test release and invite testers. Play Console supports inviting people by email or through Google Groups. Give testers the instructions they need to join the test.
- Recruit enough people to keep 12 opted in. Allow for people who cannot join, lose interest, or opt out; the threshold is 12 qualifying testers, not simply 12 invitations.
- Set expectations before the test starts. Explain how to opt in, the need to remain opted in, which important app areas to try, what normal use looks like, and where to report problems.
- Collect and act on feedback. Offer a clear channel such as email, a website, or a messaging forum. Testers can also send private feedback through Google Play. Record what they tried, the feedback received, issues found, and changes made.
- Keep the test running while you fix problems. Google recommends addressing user-reported issues and bugs during the closed test. Use the period to check reliability and readiness, not merely to wait for 14 days to pass.
Google says personal and professional networks are the most common way to find testers. A Google Play Developer Community guide also discusses specialist third-party testing companies, but that is community guidance—not a Google endorsement or guarantee. Google does not control those companies; assess any provider independently, including its credibility, transparency, cost, and how it recruits and coordinates genuine testers. Be cautious of offers to join groups in exchange for a fee, which the community guide warns may be scams. No paid service can guarantee production access or substitute automatically for genuine engagement.
How to apply for production access
Once the closed-test condition is met, open your app’s Dashboard in Play Console and select Apply for production. Complete the application sections and submit them using Apply; leaving the page or discarding the application before submission may mean your responses are not saved.

- About your closed test: Explain how you recruited testers, their engagement, whether their use matched expected production behavior, how you collected feedback, and what you changed in response.
- About your app/game: Describe its audience and value, along with the expected first-year install range requested in the application.
- About your production readiness: Explain how you assessed readiness to release to production.
Keep your notes from the test close at hand so your answers describe actual tester activity, feedback, and fixes. Before applying, check that the app complies with Google Play Developer Program Policies, works reliably, and includes valid review credentials if reviewers need to sign in. Google cautions that production review is not a troubleshooting service.

Google says review usually takes seven days or less, but it can occasionally take longer; this is an estimate, not a guaranteed deadline. If approved, you gain access to the Production page and Open testing. If Google asks for more testing, continue the closed test and address the feedback. Insufficient tester count or engagement are stated reasons Google may require additional testing.

The 14-day qualifying period is therefore only one part of the schedule. App preparation, finding testers, maintaining continuous opt-in, resolving issues, and any further testing or extended review can all add time.
