Choose based on the problem you need to solve
Pick Google Maps for broad everyday coverage
Google Maps is the safest starting point if you regularly switch between driving, public transit, walking and cycling, or need to find businesses and landmarks along the way. Its documented layers include traffic, transit, biking, terrain, satellite, Street View and nearby places, although individual layers are not available everywhere. Its weakness is offline scope. Downloaded maps are not a full replacement for an online connection: Google allows offline driving only if the complete route lies inside the saved area. Offline driving removes traffic information and alternate routes, and offline transit, cycling and walking directions are unavailable. Maps can also expire and may not be downloadable in some countries or regions.
Pick HERE WeGo for downloadable regions and mixed-mode travel
HERE WeGo is the more natural choice when you want to prepare a trip by downloading a whole region, country or continent rather than a relatively small map area. Its Android listing describes downloadable maps, walking directions, turn-by-turn driving voice guidance, parking guidance and waypoints. It also claims transit in more than 1,900 cities. That figure is HERE’s own listing claim, updated August 24, 2026, rather than an independently audited measure; check the destination’s actual transit coverage.
The same listing describes bike and car-sharing as upcoming additions. Treat those as planned features, not as currently guaranteed modes. Mode availability and offline behavior should be checked for the exact country before departure.

Pick Waze when connected driving reports matter most
Waze is designed around a live connection and a driving use case. Its community reports and traffic information are valuable only while the app can exchange data with its servers. Waze Help explicitly says the app cannot locate or navigate a route without an active data connection and was built on the assumption that network access is available most or all of the time.
Waze is free to download and use, but your carrier may charge for mobile data. The availability page lists Android 10 and above. It is a poor choice as your only navigation app for a trip through dead zones because an intermittent signal can prevent route calculation or make traffic and hazard information stale. Pick OsmAnd for offline-first control
OsmAnd is aimed at people who want downloaded OpenStreetMap data, offline route plotting and separate profiles for different kinds of travel. The listing names profiles for cars, motorcycles, bicycles, pedestrians, boats, public transport and more, allowing you to tune routing for the vehicle or activity instead of treating every trip as a car journey.
The free allowance is limited: the Google Play listing states seven map downloads or updates. It lists unlimited map downloads and Android Auto among Maps+ paid features. The exact offer can change, so confirm the current listing before planning a large multi-country download. OsmAnd describes itself as open source and says users decide app permissions; those are publisher claims, not an independent privacy audit.

Offline navigation: what still works without mobile data?
Google Maps: download the complete route area
In Google Maps, use the Offline maps control to save an area before travel. The saved area must contain the entire driving route; downloading only your starting city is not enough if the route crosses the boundary. Once offline, driving directions can continue within that area, but live traffic, alternate routes and all offline transit, cycling and walking directions are unavailable.
Plan for maintenance as well as storage. Google says offline maps require updating before expiry, and downloads may be unavailable in some regions. Compatible Android devices can store offline areas on an SD card when the card is configured as portable storage; Android 6.0 and later require that portable-storage configuration for this option. HERE WeGo: download before the journey
HERE WeGo’s listing presents region, country and continent downloads as a central feature. That makes it attractive for cross-border travel or places where a phone may lose service for long periods. Download over Wi-Fi, then open the destination and confirm that the intended mode and voice guidance are available offline. The listing’s transit coverage claim applies to more than 1,900 cities, but it does not guarantee every route, schedule or offline function in every city.

Waze: do not treat cached screens as offline navigation
Waze’s own guidance is unambiguous: without an active data connection it cannot locate or navigate a route. A route that was visible earlier should not be treated as a dependable offline plan. If you expect poor coverage, pair Waze with an app that supports downloaded maps and test that backup before leaving.
OsmAnd: offline is the primary design choice
OsmAnd’s listing explicitly describes offline routing, so it is the strongest fit when the phone must keep calculating routes without service. Manage the seven-download-or-update free allowance carefully: a large continent download or repeated updates can use the allowance quickly. If you need unlimited downloads, the listing identifies that as a Maps+ feature rather than part of the free tier.
Traffic, hazards and the connection trade-off
Live traffic requires two things: a route service receiving current road information and a working data connection on your phone. Google Maps and Waze are therefore most useful online. Google Maps combines traffic with place discovery and alternate-route suggestions; Waze centers its experience on driver-focused traffic and community reports. Neither source establishes a winner for accuracy or arrival-time prediction.
Offline maps reverse the trade-off. They keep basic route calculation available in a dead zone but cannot know about a crash, closure or sudden congestion after the last map or traffic update. Google explicitly removes traffic and alternate routes in offline driving. OsmAnd and HERE WeGo can provide offline map-based routing, but any live service should be assumed unavailable until the app and destination documentation say otherwise.

Free tiers, paid features and device requirements

How to prepare each app before you leave
Google Maps offline checklist
- Open the app’s Offline maps section while connected to Wi-Fi.
- Select an area large enough to contain the complete driving route, including likely detours and your destination.
- Download it and check the saved area’s expiry or update status.
- Turn off mobile data temporarily or use airplane mode with Wi-Fi disabled, then confirm that a test driving route still calculates.
- Keep a second source for traffic-free contingencies because offline mode has no traffic or alternate routes.
HERE WeGo checklist
- Download the destination’s region, country or continent map over Wi-Fi.
- Search the destination and test the required mode: driving, walking or transit.
- Start a sample route with connectivity disabled to verify what remains available on your device.
- Check parking, waypoints and voice guidance before departure if those features matter to the trip.
Waze checklist
- Confirm that the phone meets the listed Android 10-or-newer requirement.
- Plan the route while connected and make sure location permission and mobile data are working.
- Expect no dependable navigation in a dead zone; save a downloaded-map backup in another app.
- Monitor carrier data use if you are roaming or on a limited plan.

Common failure points and practical fixes
The route crosses the edge of a Google Maps download
Expand the saved area so every road segment is inside it, or create an additional overlapping download. If the route still crosses outside the saved data, offline driving cannot provide the complete trip.

An offline map has expired
Reconnect before travel and update the download. Do this early rather than at the airport or trailhead, where a slow connection may leave the map unusable.
Waze shows a map but will not start navigation
Restore an active data connection. Waze states that it cannot locate or navigate a route without one; a previously displayed screen is not an offline substitute.
Transit or walking directions disappear offline
This is expected in Google Maps: offline transit, cycling and walking directions are unavailable. Use a service with the needed downloaded mode, such as a verified HERE WeGo map or an OsmAnd profile, and test it before departure.
OsmAnd refuses another map download
Check the free allowance. The listing specifies seven map downloads or updates; delete or manage existing data only if the app offers that control, or review the current Maps+ terms for unlimited downloads.
A feature is missing in a particular country
Availability is local. Google says some layers and offline downloads are not universal; HERE WeGo’s city count is a vendor claim rather than an independent coverage audit; and all store listings can change. Search the exact destination and mode in the current app listing and perform an offline test on the device you will carry.

Decision guide for common situations
Daily commuting in a connected city
Start with Google Maps if you need traffic, place search and occasional transit or walking. Choose Waze instead when driver reports and traffic-focused alerts are more important than broad travel modes.
International road trip with long offline stretches
Compare HERE WeGo and OsmAnd first. HERE WeGo is suited to large regional downloads and mixed modes; OsmAnd is suited to offline routing profiles and OpenStreetMap-based customization. Google Maps can work for driving only when every segment fits inside downloaded areas.
Public transit in a city you do not know
Use Google Maps or HERE WeGo online, then verify local coverage. Do not assume Google Maps will provide transit directions once disconnected.
Motorcycle, bicycle, walking or boat trips
OsmAnd offers the broadest documented set of configurable profiles. Google Maps and HERE WeGo may be easier for mainstream walking or cycling, but their availability and offline behavior differ by location.
A phone with limited storage
Download only the smallest area that covers the trip and remove old maps afterward. Google Maps can use compatible portable SD storage on supported Android devices; OsmAnd’s free allowance concerns download or update count, not simply storage capacity.
Bottom line
Use Google Maps as the general-purpose default when you can stay connected and want traffic, places, transit and multiple layers in one app. Use HERE WeGo when broad offline regions and mixed travel modes are the priority. Use Waze for connected, driver-focused traffic and community reports, not for dead-zone navigation. Use OsmAnd when offline routing and configurable profiles justify managing its seven-download free allowance or considering Maps+.
