India has more than one satellite-internet licensee, but a licence is not the same as a service you can order. The Department of Telecommunications (DoT) has issued Unified Licence authorizations for Global Mobile Personal Communications by Satellite (GMPCS) to OneWeb India Communications Private Limited, Jio Satellite Communications Limited and Starlink Satellite Communication Private Limited. Amazon Kuiper Services India Private Limited’s application was still under examination in a Ministry of Communications reply dated 29 January 2026.

Those official records do not establish current household prices, speeds, latency, coverage, equipment, launch dates or orderability at a particular Indian address. To compare Starlink with alternatives responsibly, first verify regulatory permissions and local orderability, then compare the complete installed cost, measured performance, service terms and the practical requirements of a satellite terminal. The framework below shows exactly what to check and which claims remain unverified.

Which satellite internet providers are licensed in India?

The clearest official snapshot is the Ministry of Communications’ Rajya Sabha reply of 29 January 2026. It says DoT issued GMPCS authorization under the Unified Licence to three companies:

Company Position in the 29 January 2026 reply What that does not prove
OneWeb India Communications Private Limited GMPCS authorization issued That consumers can order a plan, that spectrum has been assigned, or that a retail launch date exists
Jio Satellite Communications Limited GMPCS authorization issued Current consumer pricing, equipment, coverage or performance
Starlink Satellite Communication Private Limited GMPCS authorization issued Current consumer orderability, plan terms or a nationwide retail service
Amazon Kuiper Services India Private Limited Application under examination Authorization, spectrum assignment or a launch date
Nelco and Yotta Applications rejected Any consumer service through those applications
Connect4sure Application withdrawn Any authorization or consumer offering

Is Starlink available in India?

The official material establishes that Starlink Satellite Communication Private Limited received a GMPCS authorization. It does not establish that a household in a particular city, village or island can place an order today. Availability requires more than a national licence: the operator must have the required spectrum assignment and other clearances, operational network capacity, an approved way to import or supply terminals, and an ordering process that accepts the customer’s address.

The same caution applies to OneWeb India and Jio Satellite Communications. Their authorizations put them in the regulatory framework, but the reviewed official sources contain no verified India consumer tariff, installation fee, data allowance, coverage map, launch date, download or upload speed, latency figure, reliability measurement or address-level order test.

GMPCS authorization versus permission to use spectrum

DoT’s GMPCS service page, last updated 12 June 2025, describes GMPCS as covering data services including internet access, with a national service area. The page lists OneWeb India, Jio Satellite Communications and Starlink as licensees (the service listing is dated 10 June 2025).

A GMPCS authorization does not automatically assign radio frequencies. DoT’s FAQ states: “The License does not confer any right to assignment and use of spectrum, for which a separate specific frequency assignment shall be required from the WPC Wing of DoT.” The Wireless Planning and Coordination (WPC) Wing is therefore a separate checkpoint when assessing whether an announced service can actually operate for customers.

When a provider announces a launch, ask for the date and scope of its WPC spectrum assignment, not just the GMPCS licence number. If a statement mentions only a licence, treat it as regulatory progress rather than proof of a purchasable broadband connection.

What the Indian licence framework requires

DoT’s GMPCS description also sets conditions that affect how a future service may be built and used in India:

  • Indian gateway infrastructure: A separate Indian satellite earth-station gateway is required for each satellite system used under the service.
  • Security and privacy: The authorization includes obligations covering security and protection of user information.
  • Lawful interception: Providers must support lawful-interception requirements applicable in India.
  • Technical compliance: Network and terminal operation must meet the applicable technical standards.
  • Traffic routing: Indian traffic is subject to routing through gateways located in India.
  • National service area: The GMPCS service description uses a national service area, but that designation is not a promise that every address is technically serviceable or commercially open.

These requirements explain why a constellation’s international footprint alone cannot answer whether an Indian customer can subscribe. The Indian gateway, spectrum and compliance arrangements must all be in place.

What is—and is not—known about consumer offers

The official sources reviewed support a regulatory comparison, not a price or performance comparison. No verified India household plan table was available for the authorized providers. In particular, there is no authoritative, like-for-like figure in those sources for:

  • installation, activation, shipping or taxes;
  • monthly subscription charges;
  • data caps, traffic prioritization or fair-use rules;
  • advertised or independently measured download and upload speeds;
  • latency, uptime or congestion performance;
  • coverage by state, district, pin code or individual address;
  • contract length, cancellation fees, portability or permitted uses;

  • a confirmed retail launch date.

Do not fill those cells with figures from another country or with a global marketing page. A number is meaningful only when its Indian region, plan, measurement method and date are identified.

How to compare Starlink and alternatives once offers are verifiable

Use the same evidence standard for every provider. Record the URL, publication date and the exact plan or service area beside each entry so a later change does not silently turn an old claim into a current one.

Comparison area Questions to answer Evidence to retain
Availability Can the provider accept an order at the exact address? Is the service active there, wait-listed or only planned? Address-check result, date and any stated service-area restriction
Total cost What are the terminal, shipping, installation, activation, taxes, monthly fee, deposit and cancellation costs? Indian checkout or tariff page showing whether each charge is one-time or recurring
Performance What speeds, latency and reliability are advertised, and what has an independent test measured? Plan terms plus test location, date, sample size, time of day and method
Data policy Are there caps, deprioritization thresholds, blocked uses or network-management rules? Current acceptable-use and traffic-management documents
Service commitment Is there a service-level commitment, outage credit or only a best-effort promise? Contract language, not a sales headline
Portability May the terminal move between addresses or states? Are travel, maritime or vehicle uses allowed? Plan-specific portability and permitted-use terms
Installation and site What clear view of the sky, mounting, cabling, power and weather protection are required? Installation guide and a site survey by an authorized installer
Support and repair Who installs, diagnoses, replaces and collects equipment, and where is support available? Indian support channels, response commitments and warranty terms
Alternatives at the address Would fibre, fixed wireless or mobile broadband deliver a better cost or performance? Actual local quotes and measured service, not a national average

Step 1: verify regulatory and commercial readiness

  1. Check the date. Save the provider announcement and the relevant DoT or Ministry page. A 2025 licence listing and a 2026 launch statement may describe different stages.
  2. Separate the permissions. Confirm the GMPCS authorization, the separate WPC spectrum assignment and any other clearance the provider identifies.
  3. Use an address checker. Enter the complete service address or pin code. Capture whether the result says available, wait-listed, unavailable or subject to a future date.
  4. Ask for an Indian order document. A plan page should state currency, taxes, equipment model, delivery, installation and cancellation terms applicable to India.
  5. Confirm who is selling. Verify that a reseller or installer is authorized for that provider and that its warranty and support route are documented. The official material reviewed does not verify any Indian affiliate, dealer, installation or referral programme.

A national authorization or a constellation map cannot substitute for these checks.

Step 2: calculate the real first-year cost

Compare one complete period, such as the first 12 months, rather than placing the monthly subscription beside a competitor’s equipment-inclusive total. Use this formula for each offer:

First-year cost = equipment + shipping + installation + activation + taxes and deposits + (monthly service × 12) + mandatory accessories − clearly stated credits.

Keep one-time and recurring amounts in separate columns. Note whether a displayed price is promotional, whether taxes are included, and whether cancelling requires returning the terminal or paying a fee. If a provider has not published an Indian amount, write “not stated” and leave the comparison open; do not convert a foreign price using an assumed exchange rate.

Step 3: evaluate performance claims correctly

Advertised speed is not measured speed

Record the advertised download and upload ranges, but do not present them as a guarantee unless the service-level terms say so. For an independent test, record the test server, wired or Wi-Fi connection, terminal location, time, weather, simultaneous users and number of samples. Satellite capacity can vary by beam, congestion, weather and time of day, so one speed test cannot represent an entire state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Latency needs a method

Ask whether latency is a round-trip measurement to an Indian server, an overseas server or a gaming endpoint. A single unlabeled “ping” number is not comparable. Record idle latency and loaded latency separately when a test provides both.

Reliability needs a period

Uptime claims should identify the observation period and the exclusions for power loss, user equipment, weather and planned maintenance. A marketing percentage without a measurement window or definition should not be used to rank providers.

Step 4: check the physical site and operating costs

Satellite broadband normally needs an outdoor terminal with a sufficiently open view toward the sky, a stable mount, a cable route and continuous power. The exact obstruction limits, power draw, grounding and weather rating must come from the provider’s India installation documentation; they are not established by the authorization alone.

  • Inspect the proposed roof, pole or wall for obstructions from buildings, trees and future construction.
  • Confirm that the mount can withstand local wind and rain conditions and that a safe maintenance path exists.
  • Check cable length, indoor router placement, earthing and surge protection with the installer.
  • Budget for electricity and, where outages are common, a suitably sized backup system.
  • Ask how a failed terminal is diagnosed, shipped and replaced in your district.

For a remote home, include travel and labour in the installation quote. For a rented property, obtain permission before mounting equipment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: read the service terms before ordering

Look beyond the headline speed and monthly fee. The contract should answer:

  • Whether data is unlimited, capped or deprioritized after a threshold;
  • Which business, hosting, resale, vehicle or travel uses are permitted;
  • Whether moving the terminal requires a new service address or fee;
  • What happens during congestion, rain fade, gateway maintenance or a satellite outage;
  • How refunds, credits, cancellation and equipment returns work;
  • Whether the warranty is valid in India and who performs repairs; and
  • Which Indian support channel handles billing, technical faults and complaints.

Save a copy of the terms at the time of purchase. Providers can change online pages, while your order is governed by the version accepted in the transaction.

How fibre and mobile broadband fit into the decision

Satellite is not automatically the best rural option. At the same address, compare a fibre or fixed-wireless quote and a mobile-broadband test using the same cost period and performance method. Terrestrial service may have lower latency or a simpler installation where it is available; satellite may be the only practical last-mile option where cables or towers do not reach. The correct choice depends on the address, not on the provider’s national licence.

What India’s regulatory timeline says about future competition

The regulatory process is still developing. TRAI published a consultation paper on the framework for satellite communication network authorization and spectrum assignment on 8 April 2026. The consultation closed on 13 May 2026, and the page was updated on 12 October 2026. Its stakeholder list includes Amazon Leo and service-provider stakeholders including OneWeb, Jio and Starlink. Participation in a consultation records a policy input; it does not prove that a participant sells consumer broadband.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

TRAI’s recommendations of 9 May 2025 discuss Starlink, Kuiper/Amazon, OneWeb/Eutelsat and SES/Jio among constellations interested in Indian spectrum and market access. They describe satellite services as potential competitors to terrestrial access services in some use cases. That is regulatory context, not evidence of a current retail offer. Read the 9 May 2025 recommendations and the 8 April 2026 consultation page for the source wording and dates.

Common comparison mistakes

Treating a licence as a launch

A GMPCS authorization confirms a regulatory permission category. It does not confirm spectrum, a gateway, inventory, a customer-support operation or an order at your address.

Using global figures as Indian promises

International speed, price and coverage pages may apply to another regulatory region, plan or network configuration. Use an Indian plan document or label the figure as non-Indian context and exclude it from a direct ranking.

Comparing monthly fees only

A low monthly number can hide a costly terminal, installation, taxes, shipping, deposit or cancellation charge. Use the first-year calculation instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring data management

“Unlimited” can still include prioritization, congestion management or prohibited uses. Read the acceptable-use and network-management clauses.

Assuming a map guarantees service

Coverage ambition is not address-level orderability. Always run the provider’s current checker and save the result.

Buying unverified equipment

The official sources reviewed do not identify compatible Indian terminals, routers, phones or installation kits. Do not assume a generic dish or imported unit will be approved, activated or supported.

A practical record sheet for each provider

Create one dated record per provider with these fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Company’s legal name and the date of the latest official authorization statement;
  • GMPCS authorization status and separate WPC spectrum-assignment reference;
  • Address-check result and the exact service area or wait-list language;
  • Terminal model, warranty, shipping and installation terms;
  • One-time charges, monthly charges, taxes, deposits and cancellation costs;
  • Advertised speed, latency and data policy, with plan version and date;
  • Independent test results with location, method and observation period;
  • Portability, permitted-use and service-level clauses;
  • Support, repair and replacement contacts in India; and
  • Comparable fibre, fixed-wireless and mobile quotes for the same address.

Mark every missing item “not stated” rather than inferring it from a foreign page or a press article.

Where to recheck before making a purchase

Start with the Ministry of Communications’ 29 January 2026 reply for the named authorization outcomes and the DoT GMPCS page for licence conditions and the spectrum-assignment distinction. Then use the provider’s India order page for address availability, equipment and tariffs, and verify any later WPC or other clearance cited there. Finally, compare a local terrestrial quote before paying a non-refundable installation or equipment charge.

Bottom line

As of the official information dated through October 2026, OneWeb India, Jio Satellite Communications and Starlink hold GMPCS authorizations in India; Amazon Kuiper’s application was reported under examination on 29 January 2026. None of those status entries, by themselves, proves a consumer plan is orderable. The defensible way to choose among future satellite providers is to verify spectrum and address-level availability, calculate the complete first-year cost, demand dated Indian performance evidence, read data and cancellation terms, and check whether fibre or mobile broadband is better at the same location.
