At a glance: what separates Gems and custom GPTs?
| Decision point | Gemini Gems | ChatGPT custom GPTs |
|---|---|---|
| Core purpose | Reusable custom instructions and context for repeat tasks in Gemini. Google’s Gems guide describes them as customized versions of Gemini. | ChatGPT configured for a specific purpose, using instructions and optional components. OpenAI’s GPT overview describes the configuration options. |
| Who can create one? | Google documents creation in the Gemini web app. Check current account availability and workspace settings. | New GPT creation is unavailable on personal Free, Go, Plus, and Pro accounts, according to the current creation guide. Business, Enterprise, and Edu users can create when permissions and workspace settings allow. |
| Knowledge and files | Supports adding files for context. Using Drive files requires Keep Activity to be on and Google Workspace connected to Gemini Apps, per Google’s setup instructions. | Supports uploaded knowledge files. OpenAI’s current creation guide states a limit of 20 files and 512 MB per file. |
| Connected tools | The cited Gems guidance documents files and Gemini app use; it does not establish parity with custom GPT API actions. | Can use built-in capabilities, apps, or custom API actions. A GPT can use apps or actions, but not both simultaneously. |
| Device and sharing | Google says web-created Gems appear in its mobile app and Workspace side panel. Its Android help says Gems are not available in Gemini Live. | GPTs can be used by signed-in users who have access. Sharing and publishing depend on account type and workspace permissions; creation and editing are web-based. |
| Announced direction | Google says the transition from Gems to Skills begins in November 2026, with timing varying by account. | OpenAI says custom GPTs are planned for retirement, with migration to Plugins. December 11, 2026 is the announced date for affected Enterprise workspaces; other plans are expected to follow. |

When Gemini Gems are the better fit
You want a recurring set of instructions inside Gemini
Google presents Gems as a way to keep a goal or preference available for related future prompts. A Gem might, for example, guide workout suggestions around physical limitations, recipes around dietary preferences, or gardening advice around local climate and light. These are examples of reusable guidance, not guarantees that Gemini will always follow every constraint correctly. See Google’s Gems guide.

Your reference material works with Google’s file workflow
Google documents adding files to a Gem for context. If you want to use files from Drive, its setup guide requires Keep Activity to be on and Google Workspace to be connected to Gemini Apps. Confirm those conditions against the current Gem setup guidance before relying on Drive-based context.
#1 Best Overall
You use Gemini across web, mobile, or Workspace
Google says Gems created on the web appear in the Gemini mobile app and Workspace side panel. A separate Android help page says Gems cannot be used with Gemini Live. Availability can depend on the account and platform, so consult Google’s current Gems help and Android Gems guidance for the device you use.
When a ChatGPT custom GPT is the better fit
You need a configured workflow beyond instructions
OpenAI documents GPTs with instructions, conversation starters, uploaded knowledge, and capabilities such as web search or image generation. They can also use apps or custom API actions. Actions require API details, authentication configuration, and an OpenAPI schema; because apps and actions cannot be enabled together in one GPT, choose the connection type your workflow needs. Details are in OpenAI’s creation guide and actions guidance.
Rank #2
Your account or workspace permits creation
OpenAI’s current help pages say personal Free, Go, Plus, and Pro accounts cannot create or publish new GPTs. Existing GPTs remain usable, while editing existing ones remains subject to plan and permission requirements. Business, Enterprise, and Edu workspaces can create, edit, and publish when their settings and user roles allow it. GPT creation and editing are web-based; mobile apps support using GPTs, not creating them. Check the current eligibility details rather than assuming a paid personal subscription includes creation.
You need a fresh conversation for each run
OpenAI says GPTs do not use saved memory, custom instructions, or previous conversations; each conversation starts fresh. If a workflow depends on accumulating context across separate chats, account for that limitation rather than assuming the GPT will retain it. See OpenAI’s GPT overview.

How to choose based on your actual workflow
- Check eligibility first. Confirm that you can create the Gem or GPT under your account type, region, and workspace policy. For GPTs, creation access differs sharply between personal and managed accounts.
- Decide whether reusable guidance is enough. If you mainly need consistent instructions and context inside Gemini, a Gem matches that documented use. If you need a defined app connection or API action in ChatGPT, assess GPT configuration and its setup requirements.
- Match the knowledge source to the tool. Check supported file types, size limits, freshness, and access rules. For Gemini Drive files, verify the required activity and Workspace settings; for GPT knowledge, account for OpenAI’s documented file limits.
- Map where people will use and share it. Confirm device support, workspace access, sharing permissions, and whether your organization allows publication or external connections.
- Review privacy and the announced product destination. Avoid putting sensitive material into a workflow until you understand its data handling, connected services, and your organization’s rules. Then consider whether the planned Gems-to-Skills or GPT-to-Plugins change affects the workflow’s useful life.
Privacy and organizational controls
Gemini
Google’s Gemini Apps Privacy Hub says information provided includes what users say or share and instructions in Gems and Skills. The notice cited here was last updated June 29, 2026; that description does not mean every account has identical retention or model-training settings. Review the current Privacy Hub and the controls on your own account.
ChatGPT
OpenAI says GPT builders cannot see individual conversations users have with their GPTs. Business, Enterprise, and Edu data is not used for training by default; on consumer plans, model-improvement use depends on opt-out settings. If a GPT connects to an app or external API, relevant parts of a user’s input may be sent to that third party. OpenAI says it does not audit or control those providers’ data use and storage. Workspace administrators can limit GPT creation, sharing, and access. Review OpenAI’s GPT privacy guidance and workspace creation controls.

What the 2026 product announcements mean
Google: Gems transition to Skills
Google says the transition begins in November 2026 and that timing varies by account type. Its notice describes Skills as reusable custom instructions that can be invoked or automatically applied, and outlines a way to recreate Gems. This is a planned transition, not a statement that all Gems have already disappeared. Check Google’s transition notice for account-specific timing and instructions.

OpenAI: planned GPT retirement and Plugin migration
OpenAI’s current creation article says it plans to retire custom GPTs and migrate workflows to Plugins. The announced December 11, 2026 date applies to affected Enterprise workspaces; the notice says other plans are expected to follow the same timeline. A migration experience targeted for September 17, 2026 may not yet be available to every account. Treat this as OpenAI’s announced plan, not a completed removal, and check the current notice for changes affecting your workspace.

What official documentation does not settle
The product help pages describe features and account rules; they do not establish a controlled winner for answer quality, factual accuracy, speed, user satisfaction, total cost, or paid-plan value. If those factors determine your choice, test both tools on the same representative tasks using criteria that matter to your work, and verify critical outputs independently. Product availability and transition notices can change and may vary by region, plan, rollout, and administrator settings.
