Google faces two separate UK collective proceedings over its app store: one brought on behalf of people and businesses who bought through Google Play, and another brought on behalf of app developers. Neither case is a finding that Google acted unlawfully. As of 7 October 2026, the Competition Appeal Tribunal lists a certification hearing for the consumer case on 14–15 December 2026; that hearing is still to come.

What the consumer case means for Google Play purchasers
The claimant-facing information says eligible UK purchasers are included automatically unless they opted out. That does not establish that every person who has ever used Google Play is covered. The class definition and any eligibility dates should be checked against the latest Tribunal orders and case documents, which can change.

What developers allege
In the Rodger proceedings, the claimants allege that Google’s conduct restricts competition in Android app distribution and that its commissions on app sales and in-app transactions are excessive or unfair. Those are the claimants’ allegations, as summarized by the Tribunal, not findings of liability. The case also concerns possible changes to how rival app stores are distributed and how commissions are applied; the remedies described in the disclosure ruling remain proposals within litigation.

The Competition and Markets Authority is pursuing a separate regulatory process. The CMA’s Google mobile-platform case page says Google has strategic market status in the provision of its mobile platform. On 30 June 2026, the CMA announced a consultation on proposed requirements for Apple and Google’s mobile platforms under the UK digital markets regime.

That regulatory work is distinct from the private Tribunal claims: it is not a damages judgment and does not decide whether Google owes consumers or developers compensation. The CMA’s June announcement also noted Google’s changes to Play Store terms in 2026; the precise UK implementation and effect on a particular user or developer should be checked against the current terms.
