These are complementary developer tools, not competing models or a replacement for a retailer. Google describes Books API v1 as experimental and says it “is not intended to be used as a replacement for commercial services.”
What can you do with the Google Books API?
The Books API provides programmatic access to book and magazine records. Depending on the record and access conditions, an application can search for volumes, retrieve metadata and availability details, and work with bookshelves associated with a user’s library. Google’s overview notes that book details may include preview links and price information; those fields are not guaranteed for every title.

The separate Embedded Viewer API is for placing an available book preview in a web page and controlling the viewer with JavaScript. Use the Books API for search and data operations; use the viewer when the goal is an interactive preview embedded on a site.

These are implementation choices, not product tiers. The documentation reviewed here does not provide a current catalog-size figure. A Google Developers Blog post from May 10, 2011 reported more than 15 million searchable books at that time; that historical count should not be treated as the present collection size.

How volumes and bookshelves work
Volumes
A volume is an individual book or magazine record. Search uses the /volumes collection, while a specific record can be requested using its volume ID. The documented search prefixes include title, author, publisher, subject, ISBN, LCCN, and OCLC.
Bookshelves and My Library
A bookshelf is a collection of volumes. The API can list or retrieve public shelves; with user authorization, it can access and modify bookshelves in the authenticated user’s My Library. The reference lists operations such as adding, moving, removing, or clearing volumes.

Although Google’s getting-started material discusses reading positions and reviews as Google Books concepts, the API reference reviewed here centers its listed resource types on volumes and bookshelves. Do not assume an API operation exists for a particular review or reading-position task without checking that method’s current reference.
Endpoints, response format, and authentication
The documented base URI is https://www.googleapis.com/books/v1. Requests follow a REST-style pattern and return JSON. Common route shapes include:

Requests must identify the calling application. Public-data requests can use an API key or OAuth 2.0 token. Access to private user information requires OAuth 2.0 authorization from the user. Google’s documented Books API OAuth scope is https://www.googleapis.com/auth/books.
Why previews and ebook access vary
Finding a volume record does not mean its preview or ebook is available. Copyright, contractual terms, title-level access, and the user’s location can limit what Google Books exposes. Google notes that results may be restricted based on the application’s IP address and gives the example that some books may be previewable only in the United States.

For a volume, inspect its accessInfo data to determine the ebook features available under the applicable conditions. EPUB availability and download links can depend on whether the user has access to a sample or purchase, or whether the book is public domain in that location. Do not design an application on the assumption that every search result can be previewed, downloaded, or purchased.

The API is suited to developers building applications that need Google Books search, bibliographic information, or user-authorized bookshelf functions. The Embedded Viewer API suits sites that want to show an available preview within a page. Neither component guarantees comprehensive fields or reading access for every title.

Google’s API overview explicitly cautions that the API is not intended to replace commercial services. Treat it as a way to integrate supported Google Books data and previews, not as a general-purpose retail catalog or a guarantee of ebook supply.
