For better roofing leads, run Google Ads as a closed-loop system: choose the ad product that fits the job, organize campaigns around specific roofing services, send each ad to a matching destination, and optimize for qualified calls, booked inspections, and sold work—not clicks or raw form submissions alone. In the U.S., eligible roofing businesses can use Local Services Ads for prominent local placement and pay-per-valid-lead billing; standard Search campaigns offer more control over queries, ads, landing pages, and budgets.
Choose between Local Services Ads and standard Search
The right starting point depends on how much control you need and whether your business meets Local Services Ads requirements. Roofing is among the home-service categories Google lists as eligible for Local Services Ads in the U.S.; eligibility, verification, service areas, and availability can vary by market.

| What matters | Local Services Ads | Standard Search |
|---|---|---|
| Billing | Charged per valid lead. Google uses an average weekly budget and a monthly maximum; lead prices vary by location, job type, lead type, and bidding mode. | Generally organized around clicks and campaign budgets; a click is not evidence that a lead was qualified or became a job. |
| Control | Local placement and lead management within the Local Services product. | More control over search themes, keywords, ad messages, landing pages, schedules, negative keywords, and geographic segmentation. |
| Requirements and coverage | Check eligible service categories and areas, verification, business hours, licenses, insurance, and profile completeness. | Build campaigns around the locations and services the business can actually serve. |
| Lead review | Review lead feedback and credit options where available. Google says invalid or low-quality leads may receive credits in eligible markets. | Use conversion tracking and sales follow-up records to assess lead quality; the ad click itself does not establish validity. |
| Outcome measurement | Track accepted leads, booked inspections, and later sales in your own reporting. | Website, phone, and offline conversion actions can connect ad interactions with valuable business outcomes. |
Use Local Services Ads when the company is eligible and wants a verified local placement with per-valid-lead billing. Use standard Search when you need more precise control over service-specific searches, offers, destinations, exclusions, or geography. A business can use both, but compare them on accepted opportunities and job outcomes rather than treating their billing units as equivalent.
Set the business outcome before launching
Google defines a conversion as an ad interaction that leads to a valuable action, such as a phone call or purchase. For a roofer, the primary goal should represent an opportunity sales can accept and revenue can validate—not every interaction that is easy to count.
#1 Best Overall
- Useful primary outcomes: a qualified phone conversation, an inspection booked in the service area, a valid estimate request, or a sold job imported from a CRM or call system.
- Keep low-intent activity separate: page views and other early browsing actions can inform analysis, but should not be treated as equivalent to qualified opportunities in the main optimization goal.
- Separate conversion actions: track website leads, phone leads, and offline outcomes independently where possible, so you can see which actions create accepted work.
Organize campaigns around roofing intent
Build distinct service themes rather than sending every roofing search to one generic ad and page. Group closely related searches, then match each group to the work, geography, and follow-up process the company can support.
| Service theme | Example search intent | What the ad and page should clarify |
|---|---|---|
| Repair and emergency response | “roof repair,” “roof leak repair” | Repair service offered, coverage area, and a response promise only if the team can reliably meet it. |
| Replacement and reroofing | “roof replacement,” “reroofing” | Replacement scope, estimate or inspection next step, and relevant materials or proof points the company can substantiate. |
| Storm damage | “storm damage roof repair,” insurance-related inspection searches | Inspection and repair services. Do not promise claim approval or a particular insurance outcome. |
| Commercial and flat roofing | “commercial roofing,” flat-roof work | Commercial capabilities and project types the company actually handles. |
| Inspection and maintenance | “roof inspection,” roof maintenance | Inspection or maintenance scope and what happens after the customer requests service. |
| Brand and location | Company-name searches and local service terms | Correct business identity, service location, and a clear route to contact or book. |
Use Keyword Planner to discover terms, then review the search-terms report to see the queries that actually triggered ads. Google supports broad, phrase, and exact match types; broad match uses contextual signals, so evaluate it against qualified-conversion data and maintain exclusions. Add negative keywords for work you do not perform, employment or training searches, DIY research, free-material searches, and locations outside your service area.
Make the ad, offer, and landing page agree
For each service theme, keep the keyword intent, ad promise, page content, and call to action consistent. Google recommends tightly themed ad groups and close alignment between keywords, ads, and landing pages because relevance affects the chance that a searcher will take the intended next step.
- Use responsive search ads with multiple relevant headlines and descriptions, including the service and location.
- Include proof points only when they are accurate, and mention financing or warranty terms only when genuinely offered.
- Make each service page repeat the relevant service and coverage area, explain what happens next, and provide a visible phone or form action.
- Ask qualification questions that help identify service type and location without adding unnecessary friction.
A Google lead-form asset can capture inquiries without requiring a visit to your site. Test it when someone can respond quickly and the team has a defined qualification process. The “more qualified” option adds steps and generally trades submission volume for stronger interest; “more volume” is appropriate only when staff can screen and follow up efficiently.
Measure calls through to sales outcomes
Enable call reporting and assess real call quality before setting a minimum useful call duration. A duration threshold can help distinguish substantial calls from brief contacts, but it should reflect how the business qualifies leads rather than an arbitrary assumption.
Capture consistent outcome fields in the call system or CRM: requested service, location, qualified or unqualified status, inspection booked, estimate issued, and sale value. Import qualified and sold outcomes where possible. Google describes imported call conversions as its most precise way to measure which calls lead to sales and other valuable customer actions. Website call conversions can measure calls for up to 60 days after an ad click; that is a platform measurement window, not a guarantee that every call will be attributed.

Close the loop on response and lead quality
Lead quality depends on what happens after the ad, too. Assign an owner to monitor calls and forms, respond during advertised hours, and record why an inquiry was not a fit. Use consistent labels so campaign decisions are based on comparable outcomes.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Route every call and form submission to a monitored person or queue.
- Record whether the inquiry is valid, duplicate, out of area, or for a service the company does not provide.
- For Local Services Ads, review lead feedback and credit status where the option is available.
- For reporting, use available Local Services lead fields such as lead type, status, creation date, and charge or feedback status.
- Connect accepted opportunities and sold jobs back to the service theme and geography that generated them.
Review performance weekly and move budget by outcome
Assess spend alongside the stages that matter to the business: coverage or impression share, qualified-lead rate, booked-inspection rate, close rate, revenue per lead, and time to first response. For Local Services Ads, include accepted leads and booked inspections when comparing spend because billing is per valid lead; for Search, do not mistake click volume for business value.
Best Value
Review search terms and add negatives, pause messages that attract the wrong jobs, and shift budget toward the service-and-location combinations that produce accepted opportunities. There is no universal roofing cost-per-lead figure to use as a target: costs depend on market, season, service mix, competition, and sales execution, and Google’s official materials do not establish a roofing-wide benchmark.
