The Linux Foundation’s November 2021 account describes the Joint Development Foundation (JDF) as a way to organize standards and specification projects using established governance, with routes from lightweight, repository-based Community Specifications to more formal standards work. Its example was the Coalition for Content Provenance and Authenticity (C2PA), formed to develop technical specifications for documenting the source and history of digital media. The account reports progress during 2021, but it is a dated organizational assessment—not an independent impact audit or a statement of every project’s current status.
What the Joint Development Foundation does
The Linux Foundation says it added JDF to its family of project communities in 2019 to build on specification work. In its 2021 description, JDF supplied standardized governance principles intended to help groups form quickly and develop specifications that can be implemented with open-source licenses. The idea is to give collaborative standards work a recognized structure without requiring every new effort to invent its own processes.

JDF is not a specification or a standards body in itself. It provides a framework through which a project can organize participants and its work. The Linux Foundation’s current standards overview describes JDF as offering a legal umbrella and document templates for traditional standards development as well as multiple choices for intellectual-property and funding arrangements.

What the Linux Foundation said progressed in 2021
The November 2021 account described growing interest and new project formation across LF Standards, alongside increased membership and contributions in established projects. Those are qualitative statements from the organization; the article does not provide measured growth figures.

Seth Newberry, identified there as JDF general manager, pointed to operational improvements, uptake of the Community Specification program, and acceptance of the SPDX specification by JTC 1 as notable progress. He said: “The ability to quickly wrap a specification project with an open source project using well-established governance and standards-making processes seems to have fulfilled an unmet need in our industry.” This is Newberry’s assessment of the program’s appeal, not an independent measurement of its effects.
Choosing a project pathway
The 2021 account describes more than one way to structure standards work. The appropriate fit depends on the collaboration’s governance needs, workflow, funding and intellectual-property choices, and whether international standardization is an objective.
| Path | What it offers | Useful when |
|---|---|---|
| Community Specification | A repository-based, lower-overhead starting point for specification work, as described in the 2021 account. | A project wants to begin collaborative specification development without first adopting a more formal corporate structure. |
| Traditional-mode standards effort | A formal corporate structure that can hold assets in common and raise funds; the current Linux Foundation overview describes a legal umbrella and templates for this work. | Participants need formal arrangements for shared assets, fundraising, or standards-development governance. |
| International submission pathway | A possible later submission to ISO/IEC JTC 1 for consideration through its Publicly Available Specification (PAS) process. | International recognition is an objective and a specification is ready to be submitted for consideration; submission does not mean automatic approval. |
The JDF FAQ says projects aligned with collaboration, openness, neutrality, and industry impact are particularly well-suited. That is a general fit guide, not a guarantee of acceptance or a substitute for project-specific terms.

The 2021 article says Adobe, Arm, Intel, Microsoft, and Truepic formed the Coalition for Content Provenance and Authenticity under JDF. The coalition’s stated purpose was to develop specifications for certifying the source and history—known as provenance—of digital media. The account characterized C2PA as bringing together work associated with Adobe’s Content Authenticity Initiative and Project Origin, led by Microsoft and the BBC. These are details of the 2021 account, not a current roster or status update.

Andy Parsons of Adobe Systems explained the choice of structure this way: “We reached out to the Linux Foundation because we wanted to create the Coalition for Content Provenance and Authenticity (C2PA.org) under a simple but formal project structure. Given our project goals of creating technical specifications for countering misleading information online through digital provenance, it was critical to get up and running quickly and with minimal complexity”. His statement describes the organizers’ rationale for using JDF.
The same article includes an unattributed C2PA participant testimonial saying the JDF templates helped the group follow standards practices and set up the legal entity and project quickly. The speaker said the group achieved a draft specification release in about eight months and credited Linux Foundation support. Because the article does not identify the speaker in the retrieved text, the quotation should not be assigned to a named person.

International submission is a possible next step, not an automatic consequence of using JDF. A Linux Foundation announcement dated 12 May 2020 said JDF had been approved as an ISO/IEC JTC 1 PAS submitter and that OpenChain was its first submission. The 2021 account says projects could ultimately submit specifications to JTC 1 for consideration through the PAS process. Neither statement establishes the status of every later submission or any particular specification today.

The 2021 article also said JDF projects added liaison agreements with standards organizations including IPTC, ETSI, and SMPTE. It did not describe the scope or outcomes of each agreement, so the existence of those relationships should not be read as proof of a particular technical result or endorsement.

What the 2021 account does—and does not—establish
- It records how the Linux Foundation described JDF’s role and its standards activity as of 16 November 2021.
- Its claims about interest, membership, contributions, and program progress are organizational reporting, not independently audited growth measures.
- It provides no basis for treating the named C2PA participants, liaison arrangements, or project status as current.
- The current Linux Foundation standards page explains present program framing, while project-specific structures and terms may differ.
