The agreement was announced on October 8, 2026, carries a stated value of $2 billion, and has an initial term of five years. Volume production is expected to begin ramping in the first half of 2028, so the deal describes planned U.S. capacity rather than a supply line that is running today.
What the agreement covers
The contract sets up GF as a manufacturing-service provider and TSMC as the customer for silicon interposers. These interposers are intended for TSMC’s CoWoS advanced-packaging ecosystem. GF says the arrangement will expand fabrication capacity at Malta and will make it the first U.S.-based source of silicon interposers for advanced-packaging technologies, including components built with embedded deep-trench capacitors. “First” is GF’s own characterisation, and it should be attributed to the company.

The announcement gives a framework for capacity to grow as customer demand grows. It does not set a unit, wafer-start or output target.

What a silicon interposer does
A silicon interposer is a layer of silicon that sits beneath processors and memory chips inside an advanced package. It carries the high-speed connections between those chips, which is why it matters for AI accelerators and other high-performance computing parts. Reuters describes the component in these terms in its October 8, 2026 report.
#1 Best Overall
CoWoS is TSMC’s chip-on-wafer-on-substrate packaging family. TSMC’s 2025 annual report lists it among its advanced packaging and 3D chip-stacking technologies, developed to deliver large-scale interconnectivity and lower power consumption. The practical point for readers is that the interposer is a packaging input. Under this agreement, GF is making that input; it is not making TSMC’s processors or memory chips.

How to read the $2 billion
The $2 billion is the agreement’s stated value. The announcement does not break it into annual amounts, so it cannot be treated as yearly revenue for GF. It also does not describe a GF capital-expenditure total or a per-unit price. A reader who wants to estimate what the deal means for GF’s finances will need the company’s later filings, which will show how any spending is recorded.

What the announcement leaves open
- Annual payment amounts, payment schedule and volume commitments.
- Detailed investment plan for the Malta expansion.
- Named downstream chip customers or end products that will use the interposers.
- Quantitative production capacity, and whether the initial five-year term is renewable or exclusive.
Any of these could change how much the deal matters. Until they are disclosed, the agreement’s scale should be judged from the stated value and the stated ramp date alone.

GF’s claim is that this will be the first U.S.-based source of silicon interposers for advanced packaging. That is a company statement made in its announcement, and the terms that would make it verifiable, such as the scope of “source” and whether other U.S. suppliers serve similar parts, are not spelled out. Reuters and Data Center Dynamics both report the headline deal and its timing on October 8, 2026, but the primary GF release remains the best source for the agreement’s terms.

Three things will show whether the plan is progressing: the start of volume production at Malta during the first half of 2028, any disclosure of capacity or output targets, and any later filing that shows how the $2 billion is spent or recognised. Until then, the deal is best read as a committed plan to add U.S.-based interposer capacity for TSMC’s advanced-packaging ecosystem, with production still ahead.
Quoted in the announcement, Ed Kaste, GF senior vice president of CMOS Business, said: “Advanced packaging is becoming increasingly critical to delivering the performance, power efficiency and scale required for next-generation AI systems.”
