GitHub Copilot vs. Amazon CodeWhisperer (Now Amazon Q Developer): What Developers Need to Know in 2026

Amazon CodeWhisperer is now part of Amazon Q Developer. This 2026 comparison explains when GitHub Copilot, Q Developer or both make sense across coding, agents, pricing, security, privacy and enterprise workflows.

Short answer: GitHub Copilot is the better default for GitHub-centered development, broad language support, pull requests, code review, and repository agents. Amazon CodeWhisperer is no longer a standalone product: AWS incorporated its capabilities into Amazon Q Developer on April 30, 2024. Q is usually the stronger choice for AWS architecture and operations, security guidance, AWS costs and resources, console troubleshooting, and Java modernization.

This is therefore a comparison of GitHub Copilot vs. Amazon Q Developer (formerly CodeWhisperer). The right choice depends more on your source-control and cloud ecosystem than on autocomplete demos.

Neither product should be treated as an “unlimited AI” subscription. Premium-model requests, agent tasks, code review, cloud-agent sessions, AI credits and AWS transformation quotas can all be limited.

What happened to Amazon CodeWhisperer?

CodeWhisperer’s inline suggestions and security-scanning capabilities were incorporated into Amazon Q Developer. AWS documentation now directs users to Q rather than a separate modern CodeWhisperer product. The legacy documentation remains useful for historical context, but old CodeWhisperer plan names and prices should not be used as current information.

What both products do today

Shared coding capabilities

  • Inline completion and natural-language code generation.
  • Chat for explanation, debugging, refactoring and transformation.
  • IDE integrations and command-line workflows.
  • Agentic, multi-file coding tasks, with availability depending on plan and surface.
  • Security-related analysis and enterprise administration.

Amazon Q Developer adds AWS-resource conversations, cost questions, console-error diagnosis, code upgrades and AWS-focused troubleshooting. Copilot spans IDEs, GitHub.com, CLI, cloud agents and code review. Its feature availability differs by editor and plan; consult the feature matrix.

Different centers of gravity

Copilot is centered on GitHub-hosted software development: repository context, issues, pull requests, review and agent workflows. Q is centered on AWS-aware development, operations, security, modernization and cloud administration. That distinction is more useful than claiming either tool universally writes better code.

Pricing and usage limits

Prices and entitlements change. The figures below were listed on official pages during August 2026; verify the linked plan pages before purchasing.

GitHub uses AI Credits for some chat, agent, code-review and premium-model usage. A subscription price therefore does not describe unlimited heavy use. See plan documentation and the pricing page.

Amazon Q Developer

The Q free-tier limits can differ by sign-in method; AWS documents relevant IDE limits for Builder ID users. The pricing table also states that free users can opt out of data collection, while Pro users are automatically opted out. Check current Q pricing for your account and region.

How to interpret the prices

  • Copilot Pro is the cheaper conventional paid individual plan.
  • Q Free can be more useful for occasional AWS-oriented or agentic work.
  • Q Pro’s price may be justified by AWS context, Java modernization, enterprise administration and IP indemnity.
  • Organizations should compare quotas, identity integration, review workflows, existing GitHub or AWS commitments and overage rules—not only seat prices.

IDE and workflow support

GitHub Copilot

Copilot supports Visual Studio Code, Visual Studio, JetBrains IDEs, Eclipse, Xcode, Vim/Neovim, GitHub.com and CLI workflows. Cloud agents, workspace indexing, MCP, code referencing, agent mode and review features vary by IDE and plan. Use the feature matrix rather than assuming parity.

Amazon Q Developer

Q is available through AWS Toolkit integrations and extensions for VS Code, Visual Studio and JetBrains IDEs, plus CLI, GitHub issue and pull-request workflows and AWS Console surfaces. AWS lists Python, Java, JavaScript, TypeScript, C#, Go, Rust, PHP, Ruby, Kotlin, C, C++, shell, SQL and Scala among supported languages. Details are on Q Developer’s build page.

Workflow choice

  • Start with Copilot when GitHub repositories, issues, pull requests and review are the system of record.
  • Start with Q when developers need AWS documentation, resources, costs, console diagnostics or modernization.
  • Use both when GitHub hosts the code and AWS runs the systems, assigning each tool the context it handles best.

Feature-by-feature differences

Completion, chat and repository context

Both can generate, explain and transform code. Results depend on language, framework, prompt, selected model, repository context and project conventions. Copilot’s strongest context is typically the GitHub repository and its surrounding workflow; Q can add AWS documentation and account context.

Agents and multi-file changes

Both products can plan and execute broader changes on supported surfaces. Agents may edit several files, run tools and open pull requests. Always work on a branch, inspect the plan and diff, run tests and linters, check dependencies and secrets, review permissions and network access, and require human approval before merging or deploying.

GitHub and AWS integrations

Copilot has deeper native coverage for GitHub issues, pull requests, code review, cloud agents and repository administration. Q integrates with GitHub but adds AWS resource, cost and console conversations and AWS-focused deployment and troubleshooting workflows.

CLI access and model choice

Both offer command-line experiences and changing model selections. Do not rely on a static claim that either product always uses one particular model; availability, limits and providers change.

Code quality: how to compare responsibly

There is no defensible universal winner without a current, controlled benchmark. Older Copilot-versus-CodeWhisperer studies, such as this 2023 paper, describe historical products and cannot establish 2026 performance.

For a meaningful evaluation, keep the repository, IDE, prompts, task list and test suite constant. Measure:

  • Accepted suggestions and time to a working change.
  • Compile and test pass rates, defects and rework.
  • Security findings, dependency changes and license concerns.
  • Agent interruptions, quota or credit consumption and latency.
  • Developer and reviewer satisfaction.

GitHub warns that Copilot can produce code that is syntactically or semantically incorrect or does not match intent. Neither tool removes the need for tests, review, dependency checks, security scanning or license review.

Security, provenance and legal considerations

Generated-code security

Q provides vulnerability scanning, suggested fixes and AWS-aware troubleshooting. AWS also makes security-performance claims on its product page; treat those as vendor claims and examine methodology and scope rather than independent proof.

Copilot workflows can include CodeQL and secret scanning in applicable cloud or third-party agent flows, subject to settings and workflow. These capabilities complement, rather than replace, your normal SAST, dependency and secret-scanning stack. See agent security validation.

Public-code matching

Copilot supports code referencing and can show matching public code and license information, or block and discard matches depending on settings and surface. GitHub says public-code matches typically occur in less than 1% of suggestions, but that figure is product documentation, not a guarantee that generated code is license-safe. Neither “no match” nor an available reference proves legal safety in every jurisdiction or project. Your team remains responsible for license compatibility and provenance review.

Privacy, training and content exclusion

GitHub states that Business and Enterprise customer data is not used to train AI models. Individual-plan handling can include prompts, suggestions and generated snippets under applicable settings and policies; model providers and hosting arrangements vary. GitHub’s model-hosting documentation notes that Amazon Bedrock-hosted models do not use prompts and completions to train AWS models or distribute them to third parties.

Content exclusion is not absolute isolation. GitHub says excluded content can still contribute indirect semantic information, such as type information, hover definitions and project properties, and that exclusion is not currently supported in Edit and Agent modes in VS Code and other editors. Indemnity and governance

Q Pro lists IP indemnity and enterprise controls, including Identity Center support, dashboards and policy controls. Copilot governance depends on plan, organization policies, privacy settings and model/provider terms. Procurement teams should review current contracts, regional processing, retention, model routing and approval controls for the exact plan.

Which tool should you choose?

Choose GitHub Copilot when

  • GitHub is your source-control, issue and pull-request system.
  • Repository context, code review and cloud-agent workflows matter most.
  • You want a broad multi-language assistant across established IDEs.
  • Copilot Pro’s $10 monthly individual price covers your workload.
  • Your organization already administers GitHub permissions and policies.

Choose Amazon Q Developer when

  • Your applications and operations are primarily on AWS.
  • You need AWS architecture, resource, cost or console-error assistance.
  • Java modernization is a major project.
  • AWS Identity Center and payer-account administration fit your organization.
  • Q’s AWS-focused security workflows or Pro IP indemnity are procurement requirements.

Use both when

  • GitHub handles source control while AWS handles deployment and operations.
  • Teams can enforce consistent privacy, security and approval policies across both.
  • Copilot handles repository and pull-request work while Q handles AWS investigations and modernization.

A practical pilot before committing

  1. Select one representative repository and freeze a task set covering boilerplate, API integration, debugging, refactoring, tests and infrastructure.
  2. Use the same IDE, prompts, branch rules and acceptance criteria for each product.
  3. Record completion acceptance, time to working code, tests, defects, rework, security findings and quota or credit use.
  4. Test an agent task that edits multiple files, then inspect its permissions, tool calls, diff, dependencies, secrets and generated pull request.
  5. Have security, legal and engineering reviewers assess data handling, public-code references, licenses, identity controls and merge approval.
  6. Compare the observed workload with each plan’s included credits, agentic requests, review allowances and overage terms.

Common traps

  • Using old CodeWhisperer pricing: the standalone product name is historical; current evaluation belongs under Amazon Q Developer.
  • Assuming free means unrestricted: Q and Copilot free tiers have monthly limits and account conditions.
  • Assuming IDE parity: agent, indexing, MCP, review and referencing features vary by editor.
  • Calling one product “more secure”: scanning, provenance, privacy, indemnity and governance are separate questions.
  • Ignoring platform dependence: Copilot’s value falls for teams outside GitHub; Q’s value falls for teams outside AWS.
  • Trusting one benchmark: model, product surface and limits change, while repository context often determines results.

The Bottom Line

Bottom line: Pick GitHub Copilot for a GitHub-first development lifecycle and Amazon Q Developer for AWS-first development, operations or Java modernization. A GitHub-and-AWS organization may rationally deploy both, but should pilot them with identical tasks and compare real quotas, governance and review outcomes—not autocomplete impressions or headline prices.
