GitHub Actions vs GitLab CI vs Jenkins: Pick for Your Startup

GitHub Actions suits many startups already on GitHub; GitLab CI/CD offers integrated pipelines and runner choice; Jenkins fits teams prepared to operate an extensible automation server.

For most startups already using GitHub, GitHub Actions is a practical place to start: it keeps workflow automation alongside the code and can use GitHub-hosted runners. Choose GitLab CI/CD if your team wants CI integrated into GitLab and a choice between hosted and self-managed runners. Choose Jenkins when you need an installable, extensible automation server and can take responsibility for operating it. The right fit depends on your code host, workflow, infrastructure needs, and the time your team can spend maintaining CI—not on a universal claim that one is fastest or cheapest.

How the three tools differ

Decision point GitHub Actions GitLab CI/CD Jenkins
Where it fits Native to GitHub repositories; workflows can respond to repository events or be triggered manually or on a schedule. CI/CD is configured within GitLab projects; GitLab offers GitLab.com, Self-Managed, and Dedicated. An installable automation server that the team operates.
Configuration YAML workflows made of jobs and steps, with reusable actions and workflow reuse. .gitlab-ci.yml defines stages, jobs, scripts, variables, and dependencies; reusable CI/CD components are documented. Plugins extend pipeline capabilities and integrations.
Execution options GitHub-hosted or self-hosted runners. GitLab-hosted or self-managed runners. The team installs and operates Jenkins. The reviewed documentation does not establish a vendor-hosted runner service.
Who operates infrastructure? GitHub manages hosted runners; customers maintain self-hosted machines. GitLab manages hosted runners; customers operate self-managed runners. The team owns the server’s operation and upgrades.

These distinctions describe platform models, not comparative performance. No startup-specific workload data or direct testing establishes which option builds faster or costs less.

Which CI/CD tool should a startup choose?

Start with GitHub Actions if your code is already on GitHub

Actions is a natural starting point when the startup already uses GitHub, its work fits event-triggered workflows, and GitHub-hosted runners satisfy build requirements. Workflows are defined in repository YAML, so automation sits close to the code and repository events. Revisit the fit as build volume and workflow needs grow. See the GitHub Actions concepts documentation.

Choose GitLab CI/CD for integrated pipelines and runner choice

GitLab CI/CD is a strong fit when the startup uses GitLab or wants pipeline configuration integrated into GitLab projects. It offers both hosted runners and self-managed runners, letting a team start with managed execution or operate its own infrastructure where requirements call for it. See GitLab CI/CD documentation and GitLab runner documentation.

Choose Jenkins when extensibility and installation control justify the upkeep

Jenkins is relevant when a team needs an installable automation server, relies on its plugin ecosystem, or wants direct control over the server environment. Jenkins documentation describes it as “a self-contained, open source automation server which can be used to automate all sorts of tasks related to building, testing, and delivering or deploying software.” The flexibility comes with operational work: the team must administer the server and maintain plugins. See the Jenkins documentation.

Hosted or self-managed runners: decide from a concrete need

Managed runners reduce infrastructure setup and maintenance. Self-managed runners offer greater control over hardware, operating systems, installed software, network access, and security controls. That control is valuable only when it solves a real requirement; it also transfers infrastructure and maintenance responsibilities to the team.

  • Stay with hosted runners when the available environments meet build needs and the team prefers not to maintain runner machines.
  • Consider self-managed runners for private-network access, specialized hardware, custom operating systems or software, or required security controls.
  • Include the operating burden in the decision: infrastructure, patching, isolation, and on-call responsibility accompany self-managed execution.

GitHub documents self-hosted runners as customer-maintained machines that can provide custom environments and local network access: GitHub self-hosted runners. GitLab documents hosted and self-managed options, including hosted jobs running on fresh virtual machines: GitLab runners.

How to compare costs without guessing

There is no generally cheapest choice established by these product descriptions. Compare your actual workload and the complete operating model rather than treating a license or runner rate as the total cost.

  • GitHub Actions: Check current usage billing, plan allowances, runner type, and build volume. GitHub says usage is free for standard GitHub-hosted runners in public repositories and for self-hosted runners, subject to applicable rules; this does not establish that every runner type, plan, or future billing period is free. Review GitHub Actions billing information.
  • GitLab CI/CD: Check current plan entitlements and hosted-runner usage, then include infrastructure and staff costs if you operate self-managed runners. Capacity and included usage depend on the current plan and product configuration; consult GitLab runner documentation.
  • Jenkins: Account for compute, storage, maintenance, plugin governance, and engineering time under the hosting model you select. Open-source software does not make the server’s total cost zero; the Jenkins overview does not provide a comparable managed-service price or total-cost figure.

For a meaningful comparison, estimate build volume, runner sizes and operating systems, plan allowances, infrastructure spending, and staff time for the same workload. Recheck vendor terms before budgeting because pricing and entitlements can change.

A practical decision checklist

  1. Identify your code host. If the startup already works in GitHub or GitLab, begin by evaluating the CI/CD system integrated with that platform.
  2. Map the workflow. List the events that trigger builds, the jobs and dependencies you need, and any reuse requirements. Check whether the platform’s configuration model fits.
  3. Decide where jobs must run. Use hosted runners if they meet your needs; consider self-managed execution only for a specific network, hardware, software, operating-system, or security requirement.
  4. Account for operational capacity. Include the people and time needed to maintain runner infrastructure or a Jenkins server and its plugins.
  5. Compare your own costs. Apply current plan terms and runner usage to your expected builds, and include infrastructure and staff time. Do not infer a winner from a generic price claim.
