If the App Store presents an older compatible version, review the prompt and continue only if that is the app you want. Apple does not say that this prompt appears for every app or every older iPad.
Why an older version may not be offered
Redownloading an app and choosing its version are not the same thing. Apple’s public guidance does not document a version-number picker for end users. A compatible older build may be offered in some cases, but the app must still be available in the App Store and the developer must have left a suitable submitted version available. Apple’s developer documentation describes controls for making last-compatible versions available or unavailable: Make a version unavailable for download.

Compatibility depends on the app, iPad model and installed iPadOS version. Apple says app pages show compatibility information; check the app’s listing and the iPad guidance on getting apps from the App Store. An iPad’s age alone does not establish which version, if any, can be installed.
