If USB debugging is unavailable on a Galaxy phone, Samsung’s Auto Blocker may be the reason. Samsung says Auto Blocker blocks commands sent through a USB cable and disables USB debugging while the feature is on. For a trusted development task, temporarily turn Auto Blocker off, enable USB debugging, then restore both security settings when you finish.
Why USB debugging may be blocked
Auto Blocker is a Samsung security feature that helps prevent unauthorized commands from being sent over a USB connection. Samsung’s support guidance says USB debugging is disabled when Auto Blocker is enabled on supported devices. The feature is available on Galaxy devices running One UI 6.0 (Android 14) or later, but settings and availability vary by model, region, carrier and software version.

Use this change only when you need wired Android Debug Bridge (ADB) access with a computer you trust. Samsung recommends keeping Auto Blocker enabled for protection; this is not a general fix to apply without a development need.

Temporarily unlock USB debugging

Open Settings > Security and privacy > Auto Blocker. If you do not see that path, search Settings for “Auto Blocker.” The exact menu can vary across Galaxy models and software versions.

If Auto Blocker is on and you intentionally need wired debugging, switch it off temporarily.

If Developer options is missing, open Settings > About phone > Software information, then tap Build number seven times. Authenticate with your lock-screen credentials if prompted. Samsung says Developer options should then appear at the bottom of the main Settings screen.

Open Settings > Developer options and turn on USB debugging.

Connect the phone to a trusted development computer and use ADB. Android describes USB debugging as the setting that lets the device communicate with a development machine through Android Debug Bridge. Developer options are intended for app development; Samsung warns that their use is unsupported and may affect phone performance.

When the development task is complete, switch USB debugging off and turn Auto Blocker back on.
Moving files is different from USB debugging
USB debugging is for ADB and development, not ordinary file copying. Samsung provides a separate USB connection mode for file transfer and Android Auto. On Galaxy devices with One UI 8.0, Samsung says the default USB mode is “Charging phone only”; to transfer files, select “Transferring files / Android Auto” from the USB notification after connecting the phone.

If your goal is just to copy photos or documents, check the USB connection mode instead of enabling Developer options or disabling Auto Blocker. The One UI 8.0 instructions may not match older software or every model.
