Frogfoot says it intends to keep buying smaller fibre network operators, while Octotel and MetroFibre are still assessing whether a combination makes sense. The two developments point to consolidation in South Africa’s fibre industry, but they are separate: Frogfoot is not a party to the potential Octotel–MetroFibre transaction, and the latter has not been reported as an agreed or completed merger.
What is happening?
Frogfoot CEO Shane Chorley says the company plans to continue acquiring small fibre network operators (FNOs), particularly in affluent suburbs, and would prefer to be the buyer as the sector consolidates. Separately, Octotel and MetroFibre Networx were assessing potential synergies and a possible combination in reporting published in September and October 2026. Neither company had announced a signed or completed merger in the reporting available by 3 October 2026.
These are distinct developments rather than parts of one transaction. Frogfoot’s stated acquisition strategy concerns its own expansion; Octotel and MetroFibre are evaluating a possible combination linked by a shared major investor.
Why is Frogfoot pursuing acquisitions?
Chorley said Frogfoot had already made several small FNO acquisitions and intends to continue. “We have done a couple of those already and we’ll continue to do that,” he said. He also expects larger networks may become available for sale in the next few years. These are management’s stated plans and expectations, not announcements of specific future purchases.

Abraham van der Merwe, who leads Frogfoot, Vox and Hypa, summarized the strategic logic this way: “Infrastructure requires scale, so that always leads to consolidation.” That is his assessment of the economics of fibre networks, not proof that every operator or proposed combination will deliver savings or benefits.
Recent Frogfoot purchases
- Mitsol’s KwaZulu-Natal assets: Frogfoot said the acquisition would add 19,000 homes to its network. It described the footprint as a fit with limited overlap. Mitsol continues to provide internet services on the network under its Resinet brand. Frogfoot’s announcement.

What is known about the Octotel–MetroFibre possibility?
Octotel CEO Trevor van Zyl described a potential combination as an opportunity under examination: “At the moment we are assessing all the synergies, and there’s no doubt that there are definitely opportunities to explore.” The 2 October 2026 report still described the possibility as being assessed, not agreed.

The shared investor connection is AIIM. An AIIM-led consortium acquired Octotel in 2024, and AIIM is MetroFibre’s largest shareholder. That common ownership link helps explain why the companies may examine a combination, but it does not establish that a transaction will proceed.
Footprints and potential overlap
Van Zyl said Octotel passes just under 400,000 homes across Cape Town, the West Coast and the Garden Route. He described Western Cape overlap with MetroFibre as minimal: MetroFibre’s presence in the province was built around enterprise services, while its consumer network is concentrated in Gauteng and elsewhere. Those descriptions and the overlap assessment are the CEO’s, rather than an independently verified comparison of the companies’ full networks.

Van Zyl said Octotel saw opportunities to use the companies’ assets and infrastructure together, while also acknowledging the complexities of a combination and questioning what benefits consolidation would bring. He characterized a combined business as potentially South Africa’s third-largest fibre operator; that ranking is his description, not an independently confirmed market-wide ranking. The available figures do not establish a comparable combined national homes-passed total.
Investment is continuing while they assess
Van Zyl said neither company was slowing investment while the possible transaction was considered. “We’re putting our foot flat,” he said. The statement describes the companies’ position during the assessment; it is not a quantified investment commitment.

Frogfoot’s wider ownership context
In an 24 August 2026 SENS release, Sabvest Capital disclosed proposed subscriptions for new shares in Frogfoot Holdings and Vox as part of a broader composite transaction. Sabvest said its aggregate subscription was R754 million for an interest of at least 8.97%, using an enterprise value of R14.4 billion ascribed to the companies. The disclosed effective date was 1 October, subject to conditions precedent, with a 24 September deadline for those conditions. The release establishes the announced terms, but the sources available here do not confirm whether the transaction was ultimately implemented.
The release described Frogfoot as an open-access network operator providing fibre infrastructure and Vox as a national ISP. It said both were privately held South African companies with the same shareholders at the time of the disclosure. This capital development is separate from Frogfoot’s FNO acquisition strategy and from the Octotel–MetroFibre assessment.
