“RAPPEL” means “reminder.” On a French speed-limit sign, it indicates that the limit is being shown again along the road; it does not necessarily mean the limit starts at that sign. A French government explanation says lower-than-default limits outside built-up areas are posted at the start of the affected section and repeated after each intersection, so drivers joining there can see the applicable limit.
What the “RAPPEL” plaque means
The French sign order defines the B14 sign as prohibiting drivers from exceeding the speed shown. A “RAPPEL” plaque beneath it signals that the displayed limit is a reminder of a limit already applying to the road, rather than proof of a new limit beginning at that exact point. The sources establish the general function, but do not explain the placement history of every individual sign.

The repetition matters because a driver can enter the limited section at an intersection without having passed its original sign. The response describes a different arrangement in built-up areas: 50 km/h applies from the town-entry sign, while a lower limit is generally repeated after intersections, with exceptions such as designated zones or a lower limit applying town-wide and posted at entry. Not every number on a French road sign is a binding maximum
B14: maximum speed
B14 is the regulatory sign that prohibits exceeding the displayed speed. A “RAPPEL” plaque does not change that sign’s binding meaning; it indicates repetition.

C4a: recommended speed
C4a gives an advisory speed to follow when circumstances permit. It does not override a lower limit that applies to the vehicle category, and drivers must remain in control of their speed. Thus, a number on a sign is not always a mandatory maximum.
Radar signs: a separate warning
French law also provides for SR3 signs announcing zones with automated speed control and SR50 signs recalling general road-safety messages. These signs communicate a different message from a B14 speed-limit sign carrying a “RAPPEL” plaque. In a 2017 announcement about redesigned signs before fixed radars, the Interior Ministry said the displayed speed limit was made more visible and older wording about frequent radar checks was removed to make the message easier to grasp. Why the limit may be repeated instead of shown everywhere
Drivers are expected to know the general speed limits in France, so signs stating those defaults are optional. The Senate’s 2019 response listed the defaults applicable in that answer as 50 km/h in built-up areas, 130 km/h on motorways, 110 km/h on divided roads and 80 km/h on other roads, subject to other rules and exceptions. Those are dated figures, not a complete current guide for every vehicle, weather condition or local order. In short, a reminder plaque helps make an already applicable limit visible again. It is sensible not to assume every “RAPPEL” sign is necessarily placed after an intersection, or that it has only one local placement rationale: the general rules explain repetition, but not the reason for every individual sign.
