Before choosing a control tower or automating decisions, shippers should map the decisions they need to make, check whether shipment and carrier data is consistent and timely, and confirm that someone can act on exceptions. A platform can connect the pieces; it cannot make unreliable inputs reliable by itself.
What transportation control means for a shipper
Transportation control is the ability to coordinate freight planning and execution, see shipment progress, identify exceptions, and route them to people or systems that can respond. A transportation management system (TMS), control tower, and visibility platform are overlapping product categories, not universally standardized labels. Evaluate the capabilities rather than the name: planning, carrier assignment, execution, status and milestone handling, ETA management, exception routing, freight audit, and integration with ERP or warehouse systems.

A TMS or control tower may bring together work that otherwise sits in separate applications and messages. For example, Trimble describes planning, carrier assignment, execution monitoring, visibility, and exception management; Flexport and project44 describe broader combinations of control, visibility, and execution. These are vendor descriptions of functionality, not proof that a particular shipper will achieve a stated outcome. Trimble Shipper TMS fact sheet, Flexport Control Tower, project44 TMS.

Start with decisions, not the AI label
List the decisions the operation needs to make, then work backward to the data and process required for each. Examples include choosing or changing a carrier, prioritizing a delayed shipment, revising a delivery estimate, or escalating a disruption. For each decision, identify who owns it, what information is needed, how quickly it must arrive, and what action follows.
#1 Best Overall
- Planning and assignment: Confirm that orders, locations, shipment constraints, and carrier options are represented consistently.
- In-transit monitoring: Check whether status events and milestones can be matched to the right shipment and interpreted consistently.
- Exception handling: Define which events trigger an alert, who receives it, what authority they have, and how resolution is recorded.
- Audit and settlement: Determine whether execution records and freight charges can be reconciled against the shipment and its agreed terms.
This decision-first checklist is a practical synthesis of the standards and product capabilities discussed below, not a formal readiness standard.
What data a freight control tower needs
Reliable shipment identity and reference data
Events are useful only if they can be connected to the correct order, shipment, equipment, location, and carrier. Check how identifiers are created and reconciled across the TMS, ERP, warehouse systems, carrier feeds, and any intermediaries. If one system uses a different reference or shipment structure, establish how the link is maintained rather than assuming a dashboard will resolve the mismatch.

Shared event and milestone definitions
A status such as “picked up” or “arrived” needs a consistent meaning across participants. NMFTA’s LTL In-Transit Visibility API Standard is intended to make shipment status interoperable across participating carriers, shippers, 3PLs, and technology providers. It is a standard, not a visibility software platform. NMFTA DSDC In-Transit Visibility API Standard.

That focus on data ownership matters: a shipper should know who can provide, correct, access, and reuse each data element. IATA ONE Record.

Timely, usable updates
Freshness is operational, not cosmetic. A late event can make an ETA or alert irrelevant even if the underlying record is accurate. The Federal Maritime Commission’s 2024 recommendations discuss how track-and-trace data can support planning and troubleshooting, while also noting unresolved concerns about operational data quality and timeliness. FMC Final Recommendations on the Maritime Transportation Data System Requirements.
Permissions, integration, and carrier participation
Map how data is exchanged, which parties authorize access, and which carriers and service providers actually participate. Confirm compatibility with existing shipper systems and the integration methods available; a theoretical connection does not guarantee that the necessary data arrives for a particular lane, mode, or partner. Include onboarding effort and ongoing data stewardship in the plan.

How to assess readiness before deployment
- Map the operating decisions. For each decision, document the required inputs, acceptable update frequency, decision owner, and next action.
- Trace each input to its source. Identify the system or trading partner that owns it, how it reaches the shipper, and who can correct errors or grant access.
- Test definitions and reconciliation. Use representative shipments to check that identifiers, locations, and milestone meanings line up across systems and carrier feeds.
- Check event freshness and coverage. Determine whether updates arrive in time for the intended action and whether participation covers the modes, geography, carriers, and lanes in scope.
- Design exception ownership. Set alert rules, responsible roles, escalation paths, human approval requirements, and a way to record outcomes.
- Evaluate the platform against those needs. Compare supported workflows and integrations, not just product labels or AI features. Require vendors to explain the scope and evidence behind performance or savings claims.
How to compare transportation control options
Use the same operating scenarios to evaluate every candidate. The comparison should distinguish a platform’s described capabilities from independently established outcomes, and should account for the shipper’s own systems and partner network.

How to read vendor performance claims
Published metrics can help formulate questions, but vendor-reported figures are not independent evidence and may not describe the shipper’s lanes, modes, baseline, or contract. Ask how each measure is defined, what shipments and period it covers, what exclusions apply, and whether the result is guaranteed or independently validated.
- Trimble: Its 2026 fact sheet reports 210,000+ connected carriers and logistics service providers, 1,500+ shippers, 30% less manual administration, and 10% savings on freight spend. These are Trimble-published proofpoints. Source.
- Flexport: Its undated Control Tower page, accessed in 2026, says early customers saved up to 10% on freight costs and its optimization tool identified an average 7% increase in container utilization. The page does not establish independent validation. Source.
- project44: Its undated TMS page, accessed in 2026, advertises 95%+ ETA accuracy inside a 15-minute window and disruption prediction up to 48 hours in advance. Treat these as vendor claims until definitions, scope, and contractual applicability are verified. Source.
The FMC report gives a historical example of why figures need context: it says there were zero shipper-carrier API calls in 2022, before the Maritime Transportation Data Initiative, and reports 180 million API track-and-trace communications per month “as of today” in its publication context. That is a report-era figure, not a current 2026 rate. FMC report.
When freight AI can help—and when it cannot
AI can support forecasting, prioritization, or recommendations only when the underlying events are sufficiently consistent and timely for the intended use, and when the operation can respond to the result. If identifiers do not reconcile, status definitions vary, or exceptions have no owner, adding a model may make the process faster without making it dependable. Begin with a narrowly defined decision, validate inputs and outcomes in the shipper’s context, and preserve human review wherever the consequences require it.
Standards can improve the shared language and exchange of data, while a TMS or control tower can connect operational workflows. Neither guarantees that every partner supplies complete, timely data or that a vendor’s claimed savings or accuracy will apply to a specific shipper.
