Hire a freelance web developer when you need defined project work, a specialist for a limited period, or temporary extra capacity. Consider an in-house developer when the work is ongoing and depends on close collaboration, accumulated product knowledge, and sustained ownership. Neither model is automatically cheaper or better: the right choice depends on the work pattern and the real terms of the working relationship.
Start with the work, not the job title
Before comparing candidates or compensation, decide whether the need is temporary and bounded or a continuing part of your operation. A redesign, migration, or time-limited feature may have a clear endpoint. Ongoing product development, frequent coordination, and responsibility for decisions over time may call for a continuing team role.

These are practical signals, not legal tests. Calling someone a freelancer or putting a project end date in a contract does not, by itself, determine whether the person is legally an independent contractor.

| Decision factor | Freelance engagement may fit when… | In-house role may fit when… |
|---|---|---|
| Duration | The scope is a defined project or phase with a credible endpoint. | The work is recurring or ongoing. |
| Skill need | You need a specialty for a limited period. | The skill is a durable part of the team’s work. |
| Collaboration | Work can proceed through agreed milestones and handoffs. | Frequent decisions and close collaboration are routine. |
| Knowledge retention | Documentation and handoff can preserve the context the project needs. | Product knowledge needs to accumulate within the team. |
| Capacity | Demand varies or you have a temporary staffing gap. | Demand is steady enough to support a continuing role. |
| Cost | A scoped engagement makes sense after accounting for coordination and vendor costs. | The ongoing workload justifies salary and the full employer cost. |
| Worker classification | The actual arrangement is consistent with independent business activity under the laws that apply. | The actual arrangement has employee characteristics under the laws that apply. |
Use the table to identify which relationship best matches the work. It is not a legal classification checklist or a guarantee that either option will cost less.

Compare total cost, not a rate against a salary
A freelancer’s quote and an employee’s salary are not directly comparable. An employee’s total cost can include benefits, employer taxes, recruiting, equipment, onboarding, coordination, and capacity that is not fully utilized. A freelance engagement may involve project-management time, vendor costs, or additional work to document and transfer knowledge.
For context—not as an apples-to-apples comparison—the Bureau of Labor Statistics reported a median annual wage of $133,080 for software developers in May 2024, as cited in Upwork’s 2026 hiring guide. That occupation is broader than web development, and the guide says the figure excludes benefits, recruiting costs, and equipment. It is not a web-developer-specific salary benchmark, a freelance rate, or a total employer-cost estimate. Read Upwork’s freelance-versus-in-house developer guide.

The cited sources do not establish a comparable current cost figure for freelance versus in-house web developers. Build your own comparison from the expected scope and duration, the complete employment costs, the contractor’s proposal, and the time your team will spend coordinating and maintaining the work.

Freelance work can add capacity or a specialist skill without creating a permanent role. That flexibility is useful when the need is temporary, but it makes explicit handoff planning important if your team will maintain the result. Agree on what will be delivered, how decisions and technical context will be documented, and who will own follow-up work after the engagement.

An in-house developer can participate in recurring collaboration and build context over time. That can matter when priorities change frequently or the work is closely tied to product decisions. It also means the organization is committing to a continuing role and its full employment costs, rather than paying only for a defined project scope.
Worker classification is a legal question
In the United States, a contract label alone does not settle whether a worker is an employee or an independent contractor. The Internal Revenue Service considers the full relationship, including behavioral control, financial control, and the type of relationship; it says no single factor or “magic” number determines status. For federal tax purposes, employers generally withhold and deposit income taxes and Social Security and Medicare taxes from employee wages, and pay the employer share and unemployment tax, subject to the circumstances.

For Fair Labor Standards Act purposes, the Department of Labor describes classification as an assessment of the economic realities of the whole relationship. Its factors include control, permanence, investment, opportunity for profit or loss, whether the work is integral to the business, and skill and initiative. The department’s Fact Sheet 13 notes that greater employer control over aspects of the relationship weighs toward employee status. The page also flags Field Assistance Bulletin 2025-1, dated May 1, 2025, as relevant to the Wage and Hour Division’s current enforcement position.

What workforce statistics can—and cannot—tell you
The Bureau of Labor Statistics reported that 11.9 million U.S. workers, or 7.4% of total employment, were independent contractors on their sole or main job in July 2023. The estimate covers all occupations, not web developers specifically; the BLS said it was higher than the 6.9% reported in May 2017. It provides context about work arrangements, not evidence that one hiring model is better for a web development team. See the BLS 2023 Contingent and Alternative Employment Arrangements release.
Make the decision in practical terms
- Define the workload. Write down the deliverables, expected duration, likely changes in scope, and whether the work will continue after the initial project.
- Identify the central need. Decide whether you mainly need temporary capacity or specialist execution, or recurring collaboration and retained product knowledge.
- Compare complete costs. Include employment-related costs for a staff role and coordination, vendor, documentation, and handoff effort for a contract.
- Decide how the work will be managed. Set expectations for decisions, milestones, communication, ownership, and ongoing maintenance.
- Check classification before making the arrangement. Assess the actual relationship under applicable tax and labor rules, rather than relying on the contract’s label.
If the need has a clear endpoint and can be delivered through defined milestones and handoffs, a freelance engagement may be the more suitable structure. If development is continuous and closely connected to recurring team decisions, an in-house role may be a better fit. When both patterns matter, define the ongoing responsibilities separately from the temporary project scope and assess each arrangement on its actual terms.
