For a free place to start, try VS Code’s built-in experimental dictation: on supported desktop systems, it transcribes speech locally after a one-time model download and can put text into chat, the Agents window, editors, and terminals. Code Dictator and Wispr Flow are other dictation options; Claude Code and Copilot CLI are coding-agent tools, not general-purpose speech-to-text products. That distinction matters: dictation supplies words, while an agent works with your coding request.
What each tool does
These options do different jobs, so they are not four equivalent dictation products. The table separates speech input from the coding tools that can receive or act on a prompt.

Which free option should you try first?
Start with VS Code’s built-in dictation
If your goal is to speak a prompt into VS Code without first installing a separate dictation app, the built-in feature is the clearest starting point. It is documented as experimental and is enabled by default when AI features are enabled. On supported desktop installations, the initial speech-model download is a one-time setup step; after that, recognition can run locally and offline. Availability depends on operating system and architecture: documented support includes Windows x64 and Arm64, macOS Apple silicon, and Linux x64 and Arm64 with glibc 2.34 or later. Consult the official documentation for current support details.

If you want speech input across applications rather than only within VS Code, Wispr Flow is marketed for that broader workflow. Its plans and regional availability can change, so verify current terms directly before choosing it. Code Dictator is another VS Code-focused project, but its free and open-source status is a claim made by the project; inspect the current listing for compatibility and activity.

Where does the audio or transcript go?
“Local dictation” does not describe every VS Code voice feature or every configuration. The desktop transcription path, web transcription path, and optional transcript cleanup have distinct data flows.
- Supported VS Code desktop: speech recognition uses an on-device model by default after the model is downloaded. Once set up, transcription can work offline.
- VS Code for the Web: on-device transcription is not supported. Audio is streamed to Microsoft’s AI voice service, so a network connection and GitHub sign-in are required.
- Optional transcript cleanup: if
dictation.experimental.llmCleanupis enabled, VS Code sends the transcript text to a Copilot language model for cleanup. This is separate from the default local speech-recognition step.
VS Code also describes Voice Mode as experimental. Unlike dictation, which turns speech into text, Voice Mode supports spoken agent conversation and audio responses. See VS Code’s documentation for current details.

Dictation is not the same as asking an agent to code
A dictation tool converts spoken words into text. It does not, by itself, understand a request, edit files, or run commands. After transcription, a coding assistant or agent can act on the prompt according to its own capabilities and permissions.
- VS Code dictation and Code Dictator: speech-input options for getting a prompt into a VS Code workflow.
- Wispr Flow: a separate dictation app marketed for use across apps, including developer workflows.
- Claude Code and Copilot CLI: coding-agent interfaces. They are relevant after a prompt has been entered, but the sources here do not establish either as a general-purpose voice-to-text product.
For Claude Code, setup requirements include a supported operating system, Node.js, sufficient RAM, authentication, internet connectivity, and availability in a supported country. Because installation methods and prerequisites can change, check Anthropic’s current setup page before installing. GitHub’s VS Code setup guide says eligible users without a Copilot subscription can enroll in Copilot Free, which has monthly allowances for inline suggestions and AI credits. That does not mean every model or feature is unlimited; check the current plan terms.

How to judge dictation for coding prompts
The available sources do not establish an independent accuracy or speed winner among these options. They do not provide comparative test results for identifiers, punctuation, code syntax, latency, or sustained use. A reliable choice therefore comes from trying your own common prompts and checking what the tool actually transcribes.
- Test natural-language requests first. Dictate the task in plain language rather than expecting the transcription app to write or execute code.
- Inspect names and exact tokens. Review file paths, identifiers, flags, punctuation, and commands before submitting or running anything.
- Test where you work. Try the VS Code surfaces you use—chat, Agents, editor, or terminal—or check whether a cross-app tool fits the rest of your workflow.
- Check the processing path. Confirm whether audio is processed locally or sent to a service, and whether any optional cleanup sends transcript text to a language model.
- Recheck access terms. Free allowances and paid plans are subject to change; confirm the current limits, eligibility, and availability on the provider’s own page.
What do the paid and free claims actually establish?
“Free” does not mean the same thing for every option. VS Code documents built-in dictation as experimental and enabled by default when AI features are enabled. The Code Dictator project calls its extension free and open source. GitHub Copilot Free has monthly allowances for eligible users, not unlimited access to all Copilot features.

Wispr Flow’s developer page lists Flow Pro at $12 per user per month and a 14-day free trial for everyone on the described Teams plan. These are vendor-page claims, not a guarantee of the current offer, regional availability, or the consumer free-tier allowance. Check the developer page and product page for current terms before relying on them. The vendor’s “4x faster” wording is marketing, not a verified comparative result in the evidence available here.
Does voice dictation require special hardware?
The available information does not establish a need for a particular microphone or headset. A built-in laptop microphone may be enough to try dictation; whether it works well for you depends on your setup and surroundings. No specific hardware recommendation is supported here.
