Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →A shrink film is suitable for food packaging only when its full formulation, supplier and manufacturing source, and intended conditions of use are covered by the applicable food-contact requirements. “Food grade” is not a universal approval, and a polymer label such as POF, PE, or LDPE does not establish that a particular film is compliant for every food or process.
For a packaging buyer or food manufacturer, the practical test is whether documentation for the exact film supports the exact market, food, contact conditions, processing, and storage. The U.S. and EU use different regulatory pathways, so a claim of compliance in one market should not be assumed to establish compliance in the other.

What food-contact compliance means for shrink film
Food-contact suitability is an assessment of the substances in a finished packaging article that are reasonably expected to migrate into food, considered against the article’s intended use. The assessment can involve the formulation, additives, layers, and manufacturing source—not just the name of the base polymer. It must also account for the food and the time and temperature conditions the film will encounter.
That is why “FDA approved film” or “EU compliant” is not enough on its own to qualify a product for a particular job. Ask what authorization or legal basis supports the claim, which product and manufacturing source it covers, and what food types and use conditions are within scope. A supplier’s food-contact statement is a starting point for verification, not proof that every application is covered.

How the U.S. and EU regulatory paths differ
| Market | Framework | What the buyer needs to establish |
|---|---|---|
| United States | The FDA assesses food-contact materials substance by substance. Possible regulatory bases include applicable provisions in 21 CFR, GRAS status, prior sanction, a Threshold of Regulation exemption, or an effective Food Contact Substance Notification (FCN). | Each substance reasonably expected to migrate must have an applicable basis, and the proposed use must fit that basis’s identity, specifications, and conditions or limitations. If an FCN is the basis, confirm that the film’s food-contact substance comes from the manufacturer named in the notification and that the intended conditions are covered. |
| European Union | Regulation (EC) No 1935/2004 establishes the general framework for food-contact materials; Regulation (EU) No 10/2011 sets specific requirements for plastics. | Confirm the film’s scope and supporting documentation for the destination market, including the relevant Declaration of Compliance and evidence for the intended conditions. Check the current applicable legal text, since the plastics measure may be amended. |
United States: verify the substance and manufacturer
FDA’s component-by-component approach means that an authorization for one food-contact substance or use is not a blanket authorization for every finished film made from a similar polymer. In particular, an FCN is effective for the manufacturer, substance, and conditions of use identified in that notification. A similar substance from a different manufacturer is not automatically covered.
For an FCN-based claim, trace the product to the manufacturer named in the notification and check that the proposed use falls within its conditions. FDA also says a user may request a letter of guaranty from the manufacturer for a particular food-contact use. Treat that letter as product- and use-specific documentation, not a generic assurance.

European Union: check the plastics measure and supporting documents
The EU framework aims to prevent migration that could endanger health or cause unacceptable changes to food composition, taste, or odour. For plastics, the European Commission describes specific migration limits for listed substances and an overall migration limit of 60 mg/kg of food or 10 mg/dm² of contact material under Regulation (EU) No 10/2011. These are regulatory limits, not a result that can be inferred from the film’s resin name or a supplier’s general marketing claim.
The Commission describes standardized testing using food simulants and time-and-temperature conditions representative of use and shelf life, with relevant information communicated through the manufacturing chain and a Declaration of Compliance supported by documentation. Verify the current consolidated legal text and any applicable amendments for the destination market rather than relying on an older copy.

Why food, temperature, and contact conditions matter
Migration evidence is meaningful only in relation to the use it represents. FDA chemistry guidance discusses selecting food simulants and test conditions based on food type and expected contact. Aqueous, acidic, alcoholic, and fatty foods may call for different simulants; the relevant conditions also depend on contact time and temperature. EU plastics testing likewise uses simulants and standardized conditions intended to represent food categories and maximum shelf life.
Map the planned application before reviewing a report: identify the food category, whether contact is direct, how long contact lasts, and the temperatures involved in processing and storage. Include foreseeable heating, cooking, freezing, refrigeration, and other uses. A test or authorization that covers one set of conditions does not automatically establish suitability for another.

Polymer identity alone is not a migration assessment. FDA chemistry guidance notes that, under identical conditions, migration from LDPE is generally higher than from HDPE or polypropylene. That observation is technical context, not a pass/fail conclusion about a specific finished film. The guidance also says: “The specific polymer test sample used in the migration testing should be one that has a morphology typically used in food packaging applications.”

What to request from a shrink-film supplier
Ask for documents tied to the exact SKU, grade, or film specification—not just a brochure or a general statement that a product is “food grade.” Use the answers to check whether the evidence matches the application you intend to run.

- Use Instruction: Select a suitable size, place your product into the bag, seal the opening with a heat sealer, then use a professional heat gun or heat tunnel machine to apply even heat for shrinking until the bag fits tightly around the product. Please note that a hair dryer is not suitable for shrinking POF bags, as its temperature is insufficient.
- Identify the product and construction. Request the exact material grade or formulation and, where relevant, the food-contact layer and complete layer structure. Confirm that the documents refer to the same product you are buying.
- Establish the legal basis for each market. For U.S. use, ask which applicable authorization or other regulatory basis covers substances reasonably expected to migrate and what conditions or limitations apply. For EU use, request the applicable Declaration of Compliance and supporting documentation for the plastic film.
- Confirm manufacturing-source traceability. If the U.S. claim relies on an FCN, check that the food-contact substance is traceable to the manufacturer identified in that notification.
- Match the food category and contact mode. Tell the supplier whether the film will contact fatty, aqueous, acidic, or alcoholic foods, as relevant, and whether contact is direct or separated by another packaging layer. Do not assume an outer overwrap is outside food-contact requirements without assessing the actual construction and use.
- Match time and temperature. Describe contact duration, sealing or shrink processing, heating or cooking, frozen or refrigerated storage, and other foreseeable conditions. Check these against the authorization and testing scope.
- Review migration evidence. Ask for the test report or supporting technical documentation, including the sample and construction tested, food simulants used, test conditions, and the uses the results are intended to support.
- Resolve gaps before production. If a statement such as “FDA and EU compliant” is not accompanied by its scope and underlying documentation, ask the supplier to clarify it before treating it as support for the planned application.
How to compare candidate films
Separate regulatory suitability from operating performance. A film may have documentation for a food-contact use but still be a poor fit for a particular sealing or shrink system; conversely, good machine performance does not establish food-contact compliance.
| Comparison area | Questions to answer |
|---|---|
| Regulatory market and basis | Is the film documented for the U.S., the EU, or both? What authorization or legal basis applies, and what conditions constrain its use? |
| Food and contact | What food category and contact mode does the evidence cover? Is there a relevant food-contact layer or barrier structure? |
| Time and temperature | Do the documented limits cover processing heat, shrink and sealing conditions, storage, freezing, cooking, and contact duration? |
| Material and construction | What polymer, formulation, additives, and layers are involved? Could substances from a non-contact layer migrate under the intended conditions? |
| Evidence quality | Is documentation traceable to the exact product and manufacturing source? Do declarations, letters, and migration studies identify their scope, simulants, and test conditions? |
| Operational fit | Does the gauge, width, package geometry, and equipment compatibility suit the line? These are functional selection questions and should be assessed separately from compliance. |
What product descriptions can—and cannot—tell you
Food-packaging shrink film is commercially available, including supplier-described polyolefin (POF) products. For example, Pactur describes a POF shrink film in 10, 15, and 19 μm gauges and widths from 200 to 800 mm, and lists uses including produce, bakery, frozen food, and ready meals. Those are supplier-reported specifications and applications; they do not independently verify that each use is covered by the product’s food-contact documentation.
Use product descriptions to identify candidates, then request and check the exact-product authorization, migration evidence, and intended-use conditions. Neither the word “food” on a product page nor a familiar polymer name substitutes for that review.
