That is a request, not a ruling: the available reporting does not establish that a judge granted it. OpenAI, meanwhile, said it had already paused work on its most capable models pending additional safeguards, a separate company action rather than a court-ordered ban.
What Florida is asking the judge to do
In the state’s existing lawsuit against OpenAI and related parties, Florida requested temporary injunctive relief in late September 2026. Reported terms include requiring independent third-party safety guardrails and approval before OpenAI develops AI models. Coverage also describes requests involving ChatGPT access for minors in Florida, data collection from children under 13, claims that ChatGPT is safe or reliable, anthropomorphic framing, and design or prompting practices that prolong engagement. These are restrictions sought by the State, not findings that a court has accepted. Tom’s Hardware reported on the motion September 30; Axios reported Florida’s request September 28.

Has a judge granted the injunction?
No grant is established by the cited coverage. A motion asks a court for relief; it does not itself put the requested restrictions into effect. The available reporting does not provide the motion’s precise docket number or full text, a hearing date, or a later ruling. Readers should therefore treat the model-development restriction as proposed, not as a prohibition currently in force.

What OpenAI says it paused
Contemporary reports on September 26 said OpenAI had paused training on its most capable models until it had additional safeguards. One account described the pause more broadly as covering training, evaluation, and tool-use inference. Because the accounts characterize the scope differently, it is more accurate to attribute the pause to OpenAI and avoid treating every activity as definitively halted. The Associated Press and Axios reported the pause on September 26.

OpenAI spokesperson Drew Pusateri told Axios: “People want to know AI is being developed safely, and that starts with what companies like ours do ourselves.” That is the company’s position, not a court finding or evidence that resolves the legal dispute.
How the newer pause differs from OpenAI’s earlier slowdown
OpenAI had also described a separate, earlier change in its training plans. In an August 18 post, the company said it paused reinforcement-learning training on its latest models intended for deployment, hardened and red-teamed research environments, and broadened monitoring. It said its largest planned frontier reinforcement-learning run remained on hold while it conducted smaller-scale training and evaluations. On September 6, OpenAI provided a further account of that safety work. These earlier statements do not establish the full scope of the later September pause. OpenAI’s August 18 account said: “Our largest planned frontier RL run remains on hold while we conduct smaller-scale training and evaluations to assess model behavior, validate our safeguards, and establish more evidence of alignment before proceeding.” See also OpenAI’s September 6 account.

The lawsuit came before this request
The temporary-injunction request is part of an existing Florida case, not the case’s starting point. Florida filed its complaint on June 1, 2026; that complaint contains the State’s allegations, which should not be read as adjudicated facts. The June filing is background to the later motion, not the motion itself. The Florida Attorney General’s filed-stamped complaint is dated June 1.

Why the distinction matters
- Florida’s request seeks a court-imposed external approval condition, if the judge grants the requested relief.
- OpenAI’s reported pause is an operational decision the company said it made while adding safeguards; it is not proof that the State’s requested terms are already binding.
- The procedural outcome remains unsettled in the cited accounts. Any claim that the injunction is in force would require confirmation of a subsequent court order.
