A city should compare the complete automated license plate reader (ALPR) system: what it records, who can search it, how long data remains available, which agencies receive it, how misuse is detected, what the contract requires, and what the deployment costs over its life. Camera and software capabilities matter, but local policy and contract settings often determine the practical privacy, security, and operational risk.
What an ALPR system actually includes
An ALPR deployment is a chain of hardware, software, networks, policies, people, and contracts. Fixed or mobile cameras capture images of passing vehicles; recognition software reads a plate when possible; the platform attaches contextual information; authorized users search or receive alerts; and the vendor or city stores the resulting records.
As an Amazon Associate I earn from qualifying purchases.
Flock Safety’s trust materials describe its system as collecting license-plate images, vehicle characteristics, date and time stamps, and camera-location identifiers. That is a description from the vendor of its own product, not an independent audit of every configuration. A procurement team should require each bidder to define the fields it collects, including image resolution, confidence scores, make and model, color, body type, direction of travel, and any derived classifications. If a field is optional, the city should decide whether it is needed rather than accepting the default.
The same distinction applies to purpose. A platform may technically support searches, alerts, sharing, or analytics that a city does not authorize. The comparison must therefore separate capability (“the system can do this”) from permitted use (“the city may do this under its policy and contract”).

Why the camera brand is only one part of the decision
Two cities using the same vendor can have materially different programs. One may purge records quickly, restrict searches to a small investigative unit, require supervisory approval, and prohibit outside sharing. Another may retain records longer, allow broad cross-jurisdiction searches, and have limited auditing. Those choices affect civil-liberties exposure and breach impact at least as much as the logo on the camera.
Palo Alto provides a concrete example. Its public municipal ALPR page describes a Flock deployment with a 30-day retention limit, memoranda of understanding (MOUs) required for interagency sharing, and internal controls on searches. The page also says data is transmitted in encrypted form and stored remotely by the contracted vendor. These are Palo Alto’s stated program controls, not a universal Flock setting or a promise that every city receives the same configuration.
Flock separately says that records are automatically deleted according to configured retention settings and identifies SOC 2 Type II and ISO 27001 among its security-related standards. A named standard can be useful evidence, but it does not by itself prove that every relevant control is effective, independently tested for the city’s use case, or written into the city’s contract. Buyers should obtain the scope and dates of any assessment and convert important assurances into enforceable terms.
The eight comparison dimensions cities should put in every bid
| Dimension | Questions to ask every bidder | Evidence to require |
|---|---|---|
| Data collection and purpose | What images, plate reads, vehicle descriptors, timestamps, location identifiers, and confidence data are captured? Which uses are enabled by default? | Field-level data map, configuration screenshots, purpose limitations, and a list of prohibited uses. |
| Retention and deletion | What is the default period? Can the city change it? When are primary records, backups, exports, and cached copies deleted? What happens under a legal hold? | Contract language, deletion schedule, backup policy, audit evidence, and an evidentiary-exception procedure. |
| Search access and sharing | Which roles can search or receive alerts? Is approval required? Can users search another jurisdiction’s data? Which agencies can receive records? | Role matrix, approval workflow, sharing agreements, disablement process, and access logs. |
| Audit and accountability | Are searches logged? Who reviews logs and how often? What triggers discipline or referral? What reports are public? | Sample audit report, retention period for logs, review schedule, escalation rules, and reporting template. |
| Security and stewardship | Where is data hosted? How is it encrypted in transit and at rest? Who are the vendor’s employees and subcontractors with access? How quickly must incidents be reported? | Architecture diagram, encryption details, subprocessor list, incident-notice clause, assessment scope, export format, and end-of-contract deletion certificate. |
| Operational fit and interoperability | How does the system perform at the city’s speeds, lighting, weather, plate formats, network conditions, and alert volumes? Can it integrate with existing systems and be replaced later? | City-specific demonstration, test plan, service levels, interface documentation, maintenance plan, portability commitments, and exit assistance. |
| Cost and procurement terms | What is the total lifecycle cost, including installation, connectivity, subscription, support, replacements, renewals, escalation, migration, and termination? | Five- to ten-year cost model, itemized quote, renewal formula, hardware ownership terms, and termination charges. |
| Legal authority and public oversight | Do proposed collection, searches, sharing, retention, and procurement comply with state and local law and public-reporting rules? | Legal review, policy crosswalk, approval record, public notice plan, complaint process, and change-control procedure. |
1. Collection: define the minimum necessary data
Require a bidder to show a sample record from capture through deletion. Identify the original image, the machine-read plate, vehicle descriptors, timestamp, camera identifier, coordinates or location label, and confidence or error indicators. Ask whether unsuccessful reads are stored, whether images of nearby vehicles or occupants are retained, and whether the platform creates derived categories that can be searched later.
Then write the permitted purposes in plain language. For example, a policy might allow searches connected to a documented incident or a specific missing-person investigation while prohibiting searches based solely on a person’s neighborhood, political activity, immigration status, or other protected activity. The exact legal wording must come from the city’s jurisdiction; the operational point is to make purpose restrictions enforceable rather than relying on a vendor’s general-use statement.

2. Retention: compare the setting, not the brochure
Retention has several layers. Ask for the configured period for searchable records, the time before an alert is removed, the treatment of exported evidence, backup copies, disaster-recovery replicas, and records placed under a legal hold. Require a method for changing the period without a full platform replacement and a report that proves deletion occurred.
Palo Alto’s 30-day limit demonstrates why a local rule can differ from a vendor’s default or maximum. In a bid evaluation, record the city’s chosen setting beside the vendor’s default, then identify who can change it and whether a change is logged and approved. A contract should state what survives ordinary deletion, who may authorize an exception, and when the exception ends.

List user roles such as patrol, investigations, dispatch, administrators, auditors, vendor support, and partner agencies. For each role, specify whether it can run historical searches, create alerts, download images, change retention, invite users, or approve sharing. Require multifactor authentication, prompt removal of access when staff leave, and a city-controlled emergency disablement process.
Cross-agency access deserves its own review. Palo Alto says it requires MOUs for interagency sharing. Ask every bidder how the platform enforces an agreement, records the recipient, limits the data to an approved purpose, and lets the city revoke access. A “network” or “community” feature should never be treated as self-justifying authority to search another agency’s records.
4. Auditing: make misuse visible
Every search should produce an immutable log showing the user, time, purpose or case reference, search parameters, records viewed, exports, and subsequent sharing. Ask how long those logs are retained and whether administrators can alter them. Require routine sampling by someone independent of day-to-day users, with results reported to a designated official or oversight body.

The procurement should also specify consequences. Define who investigates an unexplained search, how quickly the vendor must preserve relevant logs, when the city must notify affected people or regulators, and whether repeated failures can trigger service credits, suspension, or termination. The available public material establishes these as questions cities should check; it does not support ranking one vendor’s audit quality over another.

Request a data-flow diagram showing cameras, cellular or wired connections, cloud regions, support tools, backups, and subprocessors. Clarify encryption in transit and at rest, key management, privileged-access controls, vulnerability handling, penetration-test scope, and incident response. Palo Alto’s page attributes encrypted transmission and remote storage to its own program; do not generalize those statements to every deployment.
If a vendor cites SOC 2 Type II or ISO 27001, ask for the applicable system boundary, reporting period, exceptions, and complementary city controls. Put incident-notice deadlines, cooperation duties, evidence preservation, and remediation obligations in the contract. At expiration, require a usable export, assistance with migration, revocation of vendor credentials, and written deletion confirmation covering production and backup environments, subject to documented legal holds.
6. Operational fit: test the city you actually have
A laboratory recognition percentage, if offered, does not predict performance on every municipal road. Require identical demonstrations for all bidders using representative locations: multilane approaches, night scenes, rain or snow, glare, construction, motorcycles, temporary plates, different plate formats, and the city’s actual speed range. Define what counts as a correct read, a false read, a missed read, and an actionable alert.
Test the complete workflow, not only recognition. Measure time from capture to alert, operator effort, network outages, camera maintenance, false-alert handling, and evidence export. Check integration with dispatch, records, or case-management systems without allowing a vendor to assume that a proprietary interface is the only option. The reviewed material contains no controlled, side-by-side accuracy test for Flock, Motorola/Vigilant, Axon, Genetec, or Rekor, so cities should generate their own comparable results rather than declaring a winner.

7. Cost: build a lifecycle model
Compare the same cost categories over the same term. Include cameras and mounts, site surveys, permits, installation, power, cellular or fiber connectivity, software subscriptions, storage, support, training, replacement units, firmware or feature upgrades, monitoring, integration work, and staff time. Show renewal increases, minimum commitments, taxes, and charges for moving data or ending early.
Scottsdale illustrates why one public contract figure cannot serve as a market benchmark. Axios reported on October 8, 2026 that the city’s existing arrangement cost about $280,000 annually and ran through June 2028. That is one municipality’s reported contract amount, with unknown scope and configuration relative to other bids. Treat it as context, not a price prediction.
8. Law and oversight: approve the program, not just the purchase order
Before selection, map each proposed use to applicable state statutes, public-records rules, warrant or investigative requirements, civil-rights protections, procurement rules, and retention schedules. Requirements vary by jurisdiction; there is no single national rule that resolves every ALPR question.
Give the governing body and the public a meaningful description of the program: locations or siting criteria, purposes, retention, sharing, user roles, audit frequency, complaint route, and annual reporting. Build a change process so a new data field, partner agency, retention period, or analytic feature requires documented approval rather than silently appearing through a software update.

A practical apples-to-apples procurement process
- Write the policy baseline first. Decide the allowed purposes, maximum retention, sharing conditions, audit schedule, public reports, and prohibited uses before reviewing vendor demonstrations.
- Issue one requirements set. Give every bidder identical definitions for accuracy, alert latency, uptime, deletion, incident response, export, and total cost. Require exceptions to be listed explicitly.
- Run a representative field test. Use the same camera locations, observation periods, weather windows where feasible, plate mix, network conditions, and scoring rules. Keep vendor claims separate from observed results.
- Score the contract as well as the product. Have legal, privacy, information-security, police operations, finance, procurement, and community representatives score the same matrix. Treat an attractive interface as insufficient if the contract leaves access or deletion ambiguous.
- Negotiate controls that can be verified. Add role limits, approval workflows, log access, deletion evidence, incident deadlines, subprocessor notice, portability, service levels, and remedies for nonperformance.
- Publish the decision record. Explain the selected configuration, alternatives considered, test conditions, lifecycle cost, unresolved limitations, and the date for a formal review.
- Reassess on a fixed schedule. Review usage, false alerts, incidents, searches, sharing, complaints, costs, and legal changes at least annually and before renewal.
Questions to put in a bidder demonstration
- Show an administrator reducing retention and produce the audit record for that change.
- Show how a supervisor approves a search and how the system prevents an unapproved user from bypassing the workflow.
- Show a partner-agency request, the required agreement, the data scope, the recipient log, and revocation.
- Simulate a compromised account: disable it, preserve logs, identify affected records, and notify the city within the proposed deadline.
- Export a case with original images, metadata, chain-of-custody information, and a machine-readable format that another system can ingest.
- Demonstrate an outage, delayed network, duplicate read, incorrect plate, and false alert. Explain operator correction and retention of the corrected record.
- List every vendor employee and subcontractor category that can access production data, the location of that access, and the approval process.
What the Scottsdale example says about changing course
Municipal programs can be reconsidered even while a contract is active. Axios reported on October 8, 2026 that Scottsdale officials were exploring alternatives, developing a proposed ALPR ordinance, and reviewing the city’s existing Flock contract, which the report said runs through June 2028. The same report said the police department credited the cameras with helping locate five vulnerable people during January through August.
Best Value
Those are local, reported facts, not a controlled effectiveness study or a universal result. The useful lesson is governance: a city can examine vendor choice and the rules around the technology together. An ordinance, revised retention policy, new sharing requirements, or a competitive procurement may all be relevant, depending on the contract and local law.
How to interpret accuracy and effectiveness claims
Do not rank systems from marketing percentages, isolated success stories, or counts of people located. Ask who measured the result, against what ground truth, in which locations and weather, over what period, and with what definition of a correct read. Separate plate-read accuracy from vehicle-characteristic accuracy, alert precision, investigative usefulness, and community outcomes.
For this comparison, no reviewed source provides a controlled independent test of Flock against Motorola/Vigilant, Axon, Genetec, or Rekor, and no consistent current price set supports a like-for-like ranking. That absence does not prove the systems are equivalent; it means a city should not claim that one is the most accurate, cheapest, or most private without comparable evidence and contract review.
What residents should be able to find
A credible public page should identify the system, the data elements collected, authorized purposes, retention period, sharing partners and agreements, user-access rules, audit frequency, complaint process, security responsibilities, contract term and cost, and the date of the next review. It should explain whether records are stored by the city or a contractor and what happens when the agreement ends.
Publishing those details does not require exposing investigative records or camera vulnerabilities. It gives residents a way to evaluate necessity and safeguards while preserving legitimate operational secrecy.
Decision rule
Select the proposal that best satisfies the city’s documented purpose, legal authority, measurable operating requirements, and enforceable privacy and security controls—not the proposal with the most impressive brand presentation. Require comparable tests and itemized lifecycle bids, then make the chosen configuration and oversight rules public. On the evidence currently available, no defensible head-to-head winner on recognition accuracy or price can be named.
