Flock Safety, Motorola Solutions’ Vigilant platform and Axon Fusus document different ways to set retention and govern data sharing—but none of those descriptions alone tells you what a particular police department has enabled. Flock states a seven-day default for new law-enforcement customers, with exceptions; Motorola describes agency-set retention; and Axon’s Fusus release notes detail donor-approved sharing controls without stating a retention period. Local policy, account settings, agreements and law determine how those features work in practice.
What information does an ALPR record contain?
An automated license plate reader (ALPR) captures an image or observation of a vehicle and converts a plate into searchable text, usually with time and location information. Depending on the system, the record may also include basic vehicle characteristics. It does not need to contain a driver’s name to create a detailed record of where a vehicle was seen.

Flock says its LPR system collects plate text, date and time, camera location, and basic vehicle attributes such as make, model and color. The company says its LPR does not collect a driver’s name, address, phone number, identity or biometric identifiers, and that it does not sell customer data. Those statements describe Flock’s system; they should not be generalized to every ALPR product or treated as a measure of the privacy impact of location-linked plate observations (Flock’s September 2026 privacy and security update).

| System | What the cited material says | What it does not establish |
|---|---|---|
| Flock Safety | Flock’s Evidence Policy states a standard retention period of seven calendar days from capture, followed by permanent deletion and irretrievability. Flock’s September 2026 update says that seven-day default applies to new law-enforcement customers; private-sector customers retain established account terms. Customer agreements and applicable law may set a different period. The policy also describes a possible longer period, up to one year, subject to approval by an elected official and/or governing body where it is not already required by jurisdictional law. | One seven-day period does not describe every Flock customer or every legally permitted exception. |
| Motorola Solutions / Vigilant | Motorola’s VehicleManager/PlateSearch product material describes agency-defined retention rules, which can be set in light of local laws and regulations. | The cited material does not establish a universal number of days for Vigilant. The agency’s configuration and applicable rules matter. |
| Axon Fusus | Axon’s July 2026 Fusus release notes describe ALPR sharing and audit features. | The cited release notes do not state a retention period. They are not evidence of a universal Fusus retention setting. |
These are different kinds of evidence: Flock publishes a standard period with customer-category distinctions and exceptions, while Motorola describes customer-configurable retention. Neither should be read as proof of the setting used by a specific department. Flock says expired LPR data is permanently deleted, but customers should check the governing agreement and policy to understand what applies to their account (Flock Evidence Policy; Flock September 2026 update; Motorola Solutions Vigilant product material).

Who can share or search the data?
Flock: customer choices and inter-agency access
Flock says customers control their data, access, sharing and retention, subject to contract terms and law. That makes the customer’s sharing configuration and agreements central: the product’s existence does not by itself reveal which agencies can search or receive a department’s data. Ask the agency for its current sharing settings and the policies or agreements that govern them.
Motorola Vigilant: agency-managed sharing
Motorola describes VehicleManager/PlateSearch as allowing agencies to manage sharing and access, including arrangements with other agencies and business partners. Its product material describes capabilities, not a verified list of partners or the settings used by a particular customer (Motorola Solutions Vigilant product material).

Axon Fusus: donor invitation and recipient acceptance
Axon’s July 2026 Fusus release notes describe a sharing flow in which the agency that owns the data invites a specific recipient agency, and that recipient must separately accept before sharing begins. The donor can constrain shared reads based on the recipient’s hotlist or device type, require an offense category for cross-agency searches, and revoke a sharing relationship. These are documented Fusus features; availability and configuration in a particular deployment should be confirmed with its agency.
What safeguards and audit controls are documented?
The listed controls differ in what they govern and in how specifically the sources describe them. A feature can support accountability, but its existence does not prove it is enabled, consistently used or sufficient to prevent misuse.

- Flock: The company’s September 2026 update says multi-factor authentication is required for all users. For law-enforcement workflows, it describes required Audit Assistance, proactive lockout for atypical activity, case codes for searches and review of emergency searches. Flock says private-sector safeguards differ; the new law-enforcement requirements do not apply to those workflows, although some controls support review when private-sector customers choose to share camera data with law enforcement.
- Motorola Vigilant: The cited product material describes agency management of retention, sharing and access. It does not establish a particular agency’s audit requirements, whether search purposes or case identifiers are mandatory, or how administrators review activity.
- Axon Fusus: The July 2026 release notes describe audit trails for sharing relationships and reports covering internal use, partner use of shared data, and hotlist changes. They also describe the option to require an offense category for cross-agency searches. The notes document product features, not proof that every customer has enabled or adopted them.
The Associated Press’s August 2026 report describes Flock’s announced platform changes and the company’s stated implementation plans. Reporting on an announcement is not independent verification that every customer has implemented each control.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why agency policy and local law can change the answer
A vendor’s policy describes a product or standard; an agency’s written rules and account settings determine how its deployment is used, within applicable law. The same vendor may therefore be used under different retention periods or sharing arrangements, and two systems at one department may have different roles.

Oxnard Police Department’s 2024–2025 review illustrates that distinction in one California deployment. The department reported using Flock to collect and share ALPR data. It said it had used Motorola’s Vigilant platform to collect and store its own data through February 2023, then continued to access Vigilant as an investigative platform after it stopped collecting or storing its own data there. The review said the department verified that no prohibited agencies had access through either reviewed platform and described California restrictions on sharing ALPR information with out-of-state and federal entities. This is a department-specific account and legal context, not a conclusion about other agencies or a nationwide rule.
When assessing any local system, separate three questions: what the vendor says the product can do, what the customer has configured and agreed to do, and what the law permits. The Oxnard example also shows why a platform can remain relevant to investigations even after an agency stops using it to collect or store its own data.

What to ask before judging a local ALPR deployment
Request current, deployment-specific documents rather than relying only on a vendor’s general product page. Useful questions include:
- What data fields are collected, including timestamps, camera locations and vehicle attributes?
- What is the retention period for each data type, who can change it, and what agreement or law governs any exception?
- What happens at expiration—does deletion apply to the relevant records, and how is the practice documented?
- Which agencies or other partners can search, receive or otherwise access the data? Can the agency provide its current sharing list or settings?
- Who initiates a sharing relationship, whether a recipient must accept, what filters or eligibility rules apply, and how a relationship can be revoked?
- Are users required to enter a case code, offense category or other search purpose? Are emergency searches reviewed?
- What activity is logged, who reviews the logs, how often, and what happens when a review identifies unusual access?
- Which written agency policies, contracts and state or local laws govern collection, sharing, access and retention?
No controlled, vendor-comparable efficacy evidence is established by the materials discussed here, so privacy controls should not be treated as proof that one system is more effective at solving crimes than another.
