Flock describes its automatic license plate reader (ALPR) system as collecting plate images and related vehicle, time, and location details. Traffic-monitoring systems can measure flow, speed, vehicle type, and other roadway data; depending on their sensors and configuration, some can also capture plates or commercial-truck registration numbers.
What data does a Flock Safety camera collect?
Flock Safety says its ALPR system collects license plate images, vehicle characteristics, date and time stamps, and camera location identifiers. The company says the system does not collect biometric data, driver information, or facial-recognition data. These are Flock’s descriptions of its system, not findings from an independent audit. A plate image associated with a time and camera location can distinguish a vehicle observation. So “no facial recognition,” as Flock describes its ALPR, does not mean that the system collects no identifying vehicle data.
What can traffic cameras and monitoring systems collect?
“Traffic camera” is a broad label. It may refer to a camera used for live roadway viewing, video-based detection, or equipment that works alongside other traffic sensors. The data depends on the deployment: some measurements come from loops or other sensors rather than imagery alone.

The Federal Highway Administration’s 2022 Traffic Monitoring Guide lists possible outputs including vehicle volumes and individual vehicle records, classification and length, speed, axle spacing and weights, gaps, headways, and lane occupancy. These categories describe traffic-monitoring capabilities, not a claim that every camera produces every measurement. (FHWA Traffic Monitoring Guide)
FHWA also explains that combining roadside cameras with sensors can provide details such as vehicle body type, license plates, and U.S. DOT registration numbers for commercial trucks. Some video systems can associate vehicles observed at multiple cameras to estimate travel times or origin-destination information. How long does Flock keep camera data?
There is no single duration that applies to every Flock deployment. Flock’s Trust Center says images and footage are automatically deleted after a set period and that, “in most communities,” this is after seven days unless local law says otherwise. A separate Flock Privacy & Ethics page describes 30 days as standard retention, adjustable under customer law or policy. What to check when evaluating a camera system
The label “camera” is not enough to tell you what information is collected. For a particular deployment, look for the operator’s description of:
- Purpose: whether the system measures roadway performance, supports incident response, or is used for public-safety investigations.
- Fields collected: whether it stores only aggregate traffic measures or also individual records, plate images, timestamps, or location identifiers.
- Cross-camera use: whether observations can be associated across cameras to estimate travel time or movement between locations.
- Retention and access: how long data is kept, who may access it, and which agency policy or local setting governs those choices.
FHWA’s guidance documents technical monitoring capabilities; it does not establish a universal retention or access policy for every traffic-camera deployment. The cited sources also do not support one nationwide legal rule or sharing policy for all agencies.
