1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsFlock’s automated license plate reader (ALPR) cameras turn passing vehicles into searchable records of where and when they were seen. Misuse by individual users matters, but the system’s design matters too: it shapes what is collected, how long it can be searched, who can get access, and how misuse might be detected. Those outcomes also depend on the policies and settings chosen by each agency. The evidence supports a problem of interacting layers—not a claim that every user or agency misuses the system, or that technology alone causes every abuse.
How a Flock camera sighting becomes a searchable record
Flock says its ALPR system collects a license-plate image, vehicle characteristics, a timestamp, and an identifier for the camera location. A Jefferson County Sheriff’s Office explainer describes fixed cameras capturing still images of passing vehicles, including the plate, make, color, and distinguishing features such as stickers, racks, or damage.

The data path matters. The Jefferson County explanation says images travel over encrypted cellular connections to Flock’s cloud. Flock’s Evidence Policy says camera data is held temporarily until upload and then removed from the camera; records are stored in the cloud for searching and later deletion. A 2024 Federal Register notice about the Presidio Trust’s ALPR program described a Flock-derived searchable database segmented by customer. That supports a cloud service with customer separation; it does not show that every customer’s records sit in one unrestricted shared database.
Flock’s current Evidence Policy says data in transit is encrypted with TLS 1.2 or higher and cloud data is encrypted at rest with AES-256 using AWS. Those are vendor-documented safeguards for transmission and storage. Encryption does not itself determine what gets collected, who is authorized to search it, how long it remains available, or whether it is shared.

Why architecture matters alongside user conduct
A camera that records a plate together with time and location creates a vehicle-sighting record. A searchable cloud platform makes those records retrievable after the vehicle has passed. Customer settings then determine which local users can search and whether access extends beyond the agency. Flock says customers control sharing and that data is not shared unless a customer enables it; its materials also describe role-based access, recorded search reasons, and activity logs.
That configuration is consequential. In August 2026, the Associated Press reported that thousands of agencies in 49 states could search and share Flock data across jurisdictions. The AP also reported alleged personal searches and described six Savannah Police Department employees, including four officers, being fired after allegations that they searched for friends and family or enabled an outside officer to use city cameras. According to the AP, Savannah learned of the misuse through Flock’s voluntary audit function.
The Savannah account illustrates two different questions: whether a user followed policy, and what the platform makes possible or visible. Rules can prohibit personal searches, while the system’s search and sharing functions can provide ways to conduct them; logs or audits can help expose activity, but their existence alone does not show that all agencies have the same oversight or that a particular search was proper.

Where responsibility sits
| Layer | What it controls or contributes | What it does not establish on its own |
|---|---|---|
| Camera and platform | Captures vehicle observations and makes uploaded records searchable; provides access, sharing, and logging features. | That every possible search is appropriate, or that encryption limits collection or retention. |
| Customer agency | Sets user permissions and sharing choices, and establishes local policies for use and oversight. | That settings or policies are identical across customers. |
| Individual user | Chooses how to use authorized access and whether to comply with policy. | That an individual violation explains every risk created by broad collection or access. |
| Auditing and enforcement | Can surface activity for review and support responses to violations. | Nationwide compliance or effective oversight merely because logs or audit tools exist. |
The architecture thesis is therefore about how those layers interact. System design structures the available capabilities; agencies decide how to configure and govern them; users may follow or violate those rules. Neither “bad users” alone nor architecture alone accounts for every outcome.
Retention is a setting, not one timeless number
In August 2026, Flock announced a seven-day recommendation and default for ALPR retention, alongside Evidence Mode for preserving selected data tied to active investigations. Flock’s Evidence Policy says the seven-day default may be longer when law requires it or an approved customer agreement sets a longer period. It also says Flock may offer retention extensions of up to one year if the agency first obtains approval from an elected official or governing body.
That is not a universal deletion schedule for every camera or agency. Flock says existing customers retain their current periods, so local configurations may differ. Jefferson County’s page describes a 30-day standard setting and says data is deleted after 30 days unless it becomes evidence. A 2024 federal notice about the Presidio Trust program also recorded a 30-day configuration at that time. Those are jurisdiction- and date-specific examples, not evidence that every deployment uses 30 days.

- Person detection — Get alerts when a person is detected with embedded computer vision (CV) as part of an optional Blink Subscription Plan (sold separately).
For someone evaluating a local system, the useful questions are whether the stated period is a vendor default or the agency’s actual setting, what legal or approved exceptions apply, and what process preserves a record as evidence. A retention limit only answers how long a record remains available under the applicable configuration; it does not answer who can search during that period.

What Flock announced about safeguards—and what remains unverified
Flock’s August 13, 2026 announcement listed several additional controls: a seven-day recommendation, Evidence Mode, offense-based sharing filters, required Audit Assistance, proactive lockouts, and required case codes. Flock said offense filters would let a customer allow other agencies to search for selected offense types while blocking others. The AP described required audits and case codes as among changes intended to become mandatory, with a January 1 target reported at the time.
These announcements describe planned or rolling-out controls, not proof that every customer had implemented them by October 4, 2026. The available accounts also do not independently establish how effectively the controls work in practice. Treat them as announced safeguards unless deployment evidence for the specific agency is available.

Flock said its analysis found that over 90% of searches without a full plate are done within a week. That is the company’s own analysis, reported in its August 2026 announcement, not an independently verified system-wide result. It may explain the vendor’s stated rationale for a shorter default, but it does not establish that seven days is the appropriate retention period for every agency or use case.

Berkeley’s 2025 surveillance report describes an audit of Flock ALPR access records from January 1 through June 30, 2025. It reports 99.81% compliance with permitted search reasons by external agencies. In the same audit, Berkeley reported 100% compliance for Berkeley Police Department personnel and 100% compliance for authorized external-agency access.

Those are results for Berkeley’s audit period, rules, access records, and methodology. They are not a nationwide compliance rate, and compliance with a rule does not answer whether the rule itself sufficiently limits surveillance. A useful local review therefore needs more than a compliance percentage: it should make clear what was audited, which users and searches were included, what counted as compliant, and how exceptions or violations were handled.

What to check in your jurisdiction
Because customer agencies configure important parts of the system, a local policy or public surveillance report is more informative than assuming one Flock-wide setting applies everywhere. Look for the following details:
- Retention and preservation: the actual deletion window, legal exceptions, approved extensions, and rules for preserving records as evidence.
- Access and sharing: who can search locally, whether outside agencies can search, the geographic reach of sharing, and whether offense-based restrictions are enabled.
- Oversight: whether search reasons are required, how often audits occur, how abnormal use is identified, how violations are investigated, and what results are reported publicly.
- Implementation: whether announced controls such as case codes, Audit Assistance, or sharing filters are operational in that specific deployment, rather than merely planned by the vendor.
Police Executive Research Forum executive director Chuck Wexler told the Associated Press: “I think a balance can be struck, but it’s more likely to come from department policy than company changes.” His point underscores why platform safeguards and agency rules should be evaluated separately: a vendor feature can constrain or expose some activity, while local policy determines who is permitted to use the system and under what conditions.
