The Operator autoscaler reads Flink job metrics and adjusts parallelism per vertex; Reactive Mode adapts the job to the TaskManager resources made available to the cluster, typically after an external controller changes capacity. The right choice depends on your deployment, scaling mechanics, and workload—not on a universal speed or cost advantage.
How the two Flink scaling approaches differ
| Approach | What drives scaling | What changes | Who decides when to scale |
|---|---|---|---|
| Flink Kubernetes Operator autoscaler | Flink job metrics, including records entering and leaving vertices, busy time, and source backlog | Parallelism for individual job vertices | The Operator evaluates job metrics and plans changes |
| Reactive Mode | The TaskManager resources available to the Flink cluster | How the job uses available resources | Usually an external controller changes TaskManager capacity; Flink adapts to it |
The Operator autoscaler queries Flink metrics through the REST API. Container CPU and memory usage are not direct inputs to its decisions. Its per-vertex approach can size different stages independently. See the Operator autoscaler documentation and the Operator autoscaling concepts.

Reactive Mode is resource-driven: an external system can add or remove TaskManagers, and Flink attempts to use the resources available. Apache Flink’s Reactive Mode article illustrates this with a Kubernetes Horizontal Pod Autoscaler watching TaskManager CPU. That is an example architecture, not a claim that CPU is the only or best signal for every deployment.
How the Operator autoscaler makes and applies decisions
Metric evaluation and bounds
The autoscaler is available for eligible jobs managed as FlinkDeployment or FlinkSessionJob resources. It samples job metrics and evaluates sustained behavior over a window. A utilization target and tolerance range help prevent small fluctuations from prompting constant changes; a stabilization period lets the job settle after a rescale. Its plan can account for catch-up capacity when backlog accumulates during a scaling action. Configured and job-level limits bound the resulting parallelism.

Scheduler-dependent execution
With jobmanager.scheduler: adaptive, the Operator documentation says decisions can be applied in place through Externalized Declarative Resource Management, without restarting the job. Without the adaptive scheduler, each decision is applied as a full Flink job upgrade. The Operator also has a metrics-only mode that reports what it would do without applying changes, which can help teams assess its proposed actions before enabling them. Consult the autoscaler documentation for the configuration and version details relevant to your deployment.
How Reactive Mode scales a job
Reactive Mode originated in Flink 1.13. An external controller monitors an operational signal and changes TaskManager capacity; Flink then tries to use the resources available. The controller and its signal are part of the deployment design, not an autoscaling decision made by Reactive Mode itself. For the documented architecture, see Apache Flink’s Reactive Mode article.

A Reactive Mode rescale restarts the job from its latest completed checkpoint. Flink’s elastic scaling documentation explains that the amount of data reprocessed after rescaling depends on checkpoint interval, while restore time depends on state size. Those factors determine the operational cost of the restart, so evaluate checkpoint cadence, state size, and acceptable processing interruption for your workload.

Which approach fits your deployment?
| Decision factor | Operator autoscaler | Reactive Mode |
|---|---|---|
| Deployment context | Designed for eligible jobs managed by the Flink Kubernetes Operator | Can fit clusters where an external resource scaler changes TaskManager capacity, including externally managed deployments |
| Control signal | Flink job metrics; decisions can vary by vertex | Resources made available to the cluster; an external controller generally decides when capacity changes |
| Scaling mechanics | Adaptive scheduler can apply changes in place; otherwise the Operator uses a full job upgrade | Rescaling restarts from the latest completed checkpoint |
| Operational ownership | The Operator integrates job-level evaluation and scaling action | The deployment needs an external mechanism to decide when to add or remove resources |
These differences are more useful than declaring a winner. The official sources describe mechanisms and constraints, but do not establish a head-to-head performance benchmark for the two approaches. Measure behavior with your own job, state, connectors, and cluster capacity before choosing.

What can limit or distort autoscaling?
Source partitions and data distribution
The stable Operator documentation says partition counts are discovered only for Kafka and Pulsar. Runtime-added partitions are not included until the source assigns them to readers. For a Kafka subscription across multiple topics, the reported partition count is summed and may not reflect per-topic assignment. Increasing parallelism also does not even out skewed source data.
Estimated rates and misleading load signals
For non-source vertices, the autoscaler relies on busy-time estimates to infer processing rate. Multi-input rates can be estimates because Flink does not expose per-edge metrics. A slow TaskManager can appear to be workload pressure, and a throttled sink can resemble a scaling problem. Treat these as diagnostic checks rather than automatic reasons to reject the autoscaler.

Cluster capacity
The Operator documentation describes a specific limitation in cluster-capacity extrapolation: it is tied to a particular EKS Cluster Autoscaler detection path. Check how your environment exposes available capacity rather than assuming the autoscaler can infer it generically. The stable autoscaler documentation details these constraints.

The Apache Flink Kubernetes Operator 1.16.0 announcement, dated September 15, 2026, reports that the default parallelism-alignment mode changed from EVENLY_SPREAD to BALANCED. Its illustration uses 128 key groups and a computed target of 24: the former mode would move to 32, while the new mode yields 26. These are example alignment values, not a performance benchmark. Version 1.16.0 also adds plugin SPIs for custom evaluators, scaling executors, and alignment modes. Read the 1.16.0 release announcement and check the Operator version you actually deploy before relying on defaults or copying configuration.

For historical context, the Operator 1.11.0 announcement from March 3, 2025, described clearer target-utilization configuration, including target: 0.7, min: 0.5, and max: 1.0, alongside scale-down improvements. Those details describe that release and should not be treated as the latest defaults. See the 1.11.0 release announcement.
Quick Recap
Checks to make before enabling either approach
- Confirm that the Operator version and scheduler settings support the scaling behavior you intend to use.
- Check whether your source exposes useful partition information and whether partition assignment or skew limits effective parallelism.
- Review sink throughput and TaskManager health so a bottleneck is not mistaken for a need to scale out.
- For Reactive Mode, assess checkpoint interval, state size, restore time, and the interruption a rescale can cause.
- Confirm that the cluster can supply the capacity your scaling plan assumes, and identify which controller owns resource changes.
- Where available, use the Operator’s metrics-only mode to inspect proposed decisions before allowing it to apply them.
