Flexible work is common, but access to flexibility does not guarantee access to promotions, sponsorship or career-building assignments. The evidence points to a gap between arrangements that help people manage work and the opportunities that help them advance—not proof that remote or flexible work itself causes a promotion penalty.
Flexible work means more than working from home
Flexibility can mean choosing where to work, adjusting start and finish times, compressing hours, reducing hours, working part time or sharing a job. These arrangements change different things: location, schedule, total hours or workload. A statistic about working from home therefore cannot describe access to every kind of flexibility.

In its 2024–25 supplement, the U.S. Bureau of Labor Statistics (BLS) found that 34% of wage and salary workers sometimes worked at home and 57% had a flexible start or finish schedule. The estimates concern workers’ main job and exclude self-employed workers. Women were slightly more likely than men to sometimes work at home (35% versus 32%); men were slightly more likely to have flexible schedules (58% versus 55%). Among workers who sometimes worked at home, 14% of women and 10% of men said they did so to coordinate work with personal or family needs. These measures describe access and use, not the career results of either arrangement. BLS, Job Flexibilities and Work Schedules, 2024–25 results
Where the leadership gap appears
In the U.S. corporate pipeline sample reported by McKinsey & Company and LeanIn.Org in 2025, women held 29% of C-suite roles. The gap was also visible at the first promotion step: for every 100 men promoted to manager, 93 women and 74 women of color were promoted. Four in ten entry-level women said they had received no promotion, stretch assignment or leadership or career training opportunity in the previous two years. Those figures describe the report’s participating companies, not all employers or the global workforce; the report notes that companies supplying pipeline data had higher representation of women than typical companies in 2021–24. The global picture also shows a gap between middle and senior management. The World Economic Forum’s 2025 report, using 2024 leadership data, puts women’s share at 33.4% in midlevel management and 28.1% in top management—a 5.4-percentage-point difference that had not narrowed since 2020. The report describes gains since 2015, but says momentum has slowed. It also cites LinkedIn research finding women were 55.2% more likely than men to take career breaks and spent an average 19.6 months away, compared with 13.9 months for men. Those break figures are contextual, not evidence that flexible work caused or prevented a career break. World Economic Forum, Global Gender Gap Report 2025
Flexibility can improve daily life without improving career prospects
A UK survey by the Chartered Institute of Personnel and Development (CIPD) illustrates why employee experience and advancement should be measured separately. Among surveyed flexible workers, 80% said flexibility had a positive effect on their quality of life; 33% said it had a positive effect on their career prospects, while 10% said the effect on career prospects was negative. Men were more likely than women to report a positive career effect (33% versus 26%). Workers with disabilities more often reported a negative career effect than workers without disabilities (13% versus 9%). These are reported perceptions, not observed promotion rates or a causal test. CIPD, Flexible and hybrid working practices in 2025

The International Labour Organization describes flexible work as both an opportunity and a risk for women’s decent work. It can support work-life balance, productivity and satisfaction, while also bringing challenges involving wage inequality, advancement, social protection, discrimination, stereotypes and isolation. Which effects matter depends on the arrangement, job and country; flexibility is not a single intervention with a uniform result. ILO, Analysis of the effect of flexible working styles on women’s employment and decent work

Does remote work hurt promotion chances?
There is no universal yes-or-no answer in the available evidence. McKinsey and LeanIn.Org report that women working remotely three or more days a week were less likely than men in the same arrangement to have been promoted. That is an association: it does not establish that remote work caused the difference, and it does not show whether the comparison captures differences in role, seniority, caregiving or access to assignments.

A 2026 BLS working paper using longitudinal Current Population Survey data finds remote and hybrid work associated with increased wage growth among workers in the top 75% of the wage distribution. For mothers, hybrid work was associated with increased wage growth only in the top wage quartile. Promotion relationships varied by parental status, arrangement and position on the job ladder. The abstract does not give full subgroup estimates, so it cannot support a single numerical estimate or a claim that flexibility benefits every worker. Wage growth and promotion are also different outcomes. BLS working paper, Remote Work, Wage Growth, and Promotions

A policy saying that employees may work flexibly is only one part of the picture. Employers need to distinguish policy availability, actual uptake and career outcomes. HM Treasury’s 2026 Women in Finance Annual Review found that two-thirds of Women in Finance Charter signatories captured flexible-work uptake among senior management, but only 10% provided a detailed breakdown. The review describes tracking by gender, function and seniority, and pairing numerical information with focus groups. Those practices make patterns easier to examine; their existence alone does not prove that outcomes are equitable. HM Treasury, Women in Finance Annual Review, March 2026

Useful questions for an employer or team are:
- Are flexible options available to senior leaders as well as other employees, and can workers choose between location and schedule flexibility?
- Do people using an arrangement receive stretch assignments, leadership training and consequential work, or are those opportunities concentrated among employees who are most visible in person?
- Are performance and promotion decisions based on outcomes and clearly communicated criteria, rather than informal access or physical presence?
- Does the organization compare uptake and progression by gender, seniority and function, including promotion rates and access to development?
- Do workload and expectations change when someone reduces hours, or does the same work simply get compressed into less time?
These questions matter because flexible work can help people participate while leaving the distribution of career-building opportunities untouched. The 2025 McKinsey and LeanIn.Org report found that 19% of surveyed organizations had scaled back remote or hybrid options, while 6% had expanded them; 84% maintained flexible hours. Availability can move in different directions across arrangements, which is another reason not to treat “flexibility” as a single workplace policy.
