Trucking companies use fleet-management software to coordinate routes, dispatch, vehicle and load visibility, maintenance, fuel, records and safety workflows. Those functions can make day-to-day operations easier to manage, but benefits depend on a carrier’s fleet, processes and adoption; there is no established universal return on investment. In the United States, fleet-management software is also distinct from an electronic logging device (ELD): covered drivers may need a compliant ELD, but FMCSA does not require carriers to buy broader fleet-management features.
What fleet-management software can do for a trucking company
Fleet-management software is a broad category, not one standardized product. A system may combine planning and routing, dispatch, communications, vehicle and freight tracking, maintenance, fuel management, records, driver-performance monitoring, safety and security. The actual bundle depends on the provider, configuration and add-ons. FMCSA describes these as practical fleet functions in its Consolidated Electronic Field Operations Training Manual.

Coordinate routes, loads and dispatch
Routing tools can help identify deadhead and out-of-route mileage. FMCSA notes, “Deadhead miles do not generate revenue.” Reducing unnecessary miles is an operational goal, not a guaranteed software-driven saving: dispatchers still need accurate data and workable plans, and real-world conditions can change a route.

Digital communications can send drivers load details, addresses and directions. Load visibility can help operations teams see where freight is and coordinate with customers and delivery operations. The value is in making information available to the people who need to act on it—not in assuming tracking alone improves service.

Monitor vehicles and maintenance
Depending on the system and connected equipment, managers may be able to review vehicle diagnostics and maintenance schedules. Timely maintenance can help avoid breakdowns that disrupt pickups or deliveries. Confirm which vehicles and data sources are supported; a software label such as “fleet management” does not establish that a particular package includes diagnostics or maintenance tools.
Manage fuel, records and safety workflows
Some systems include fuel oversight, records, driver-performance information, safety tools or security functions. These can give managers information to review and organize, but capabilities differ. Do not assume a system measures every driving behavior or automates compliance just because it includes tracking.

Why companies consider adopting it
The practical case is coordination: bring relevant vehicle, load and operational information together so dispatchers and managers can plan work, communicate changes and follow up on maintenance or records. The FMCSA manual describes potential uses such as addressing deadhead and out-of-route miles, sharing load information and monitoring maintenance; it does not establish that every carrier will save a particular amount by adopting software.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Whether a system is useful depends on the carrier’s fleet size and type, routes, data quality, implementation, driver adoption, integrations and whether staff use the information to make decisions. The available official sources do not quantify a current, fleet-specific software ROI. Evaluate a system against actual operational problems rather than relying on general savings claims.

Fleet-management software is not the same as an ELD
An ELD synchronizes with a vehicle engine to record driving time and related hours-of-service records for drivers covered by the rule. In the United States, the requirement generally applies to motor carriers and drivers who must keep records of duty status under 49 CFR Part 395, subject to exceptions. FMCSA’s ELD guidance explains the rule and its exceptions.
An ELD records required information such as date, time, location, engine hours, vehicle miles and driver, vehicle and carrier identification. It is not required to collect vehicle-performance information such as speed, braking or steering. Therefore, a basic compliant ELD should not be assumed to provide full telematics, predictive maintenance, safety analytics or dispatch optimization; those capabilities depend on the product and configuration. See FMCSA’s ELD functions guidance.

FMCSA states in its Choosing an Electronic Logging Device Checklist: “While many ELDs may be part of a Fleet Management System (FMS) or include FMS functions, there is no requirement for Fleet Management functionality.” The ELD rule also does not change the basic hours-of-service rules or exceptions.
How to choose a system for your fleet
Start with the work the system must support, then check compliance separately from optional operational features. Because capabilities, integrations and costs vary, assess the specific setup you would use rather than relying on a generic feature list.

- Identify the operational problem. Decide whether the priority is routing, dispatch communication, load visibility, maintenance, fuel oversight, records or another workflow. List the information staff and drivers need and who will act on it.
- Check ELD obligations separately. If the fleet has drivers subject to the ELD rule, confirm the applicable requirements and exceptions. Verify the exact ELD model on FMCSA’s registered ELD list; registration status can change.
- Verify capabilities and compatibility. Ask which functions are included in the quoted configuration, which require add-ons, and whether the system works with the fleet’s vehicles and dispatch, payroll, billing and maintenance workflows. FMCSA notes that systems can differ by configuration and add-ons in its compliance manual.
- Map the full cost. Separate hardware, cellular service, installation, subscriptions, optional functions and support. FMCSA says ELD costs vary by provider, device and service, and whether additional fleet-management functions are included.
- Evaluate driver workflow and data use. Assess how drivers will use the equipment, what training is needed, what support is available and how managers will use collected data. FMCSA says harassment based on ELD data or connected technology is prohibited and provides recourse for affected drivers; see its ELD guidance.
- Test against your own operation. Before a broad rollout, use a fleet-specific evaluation to check whether information is accurate, integrations work and the intended users can complete their tasks. Measure outcomes against the operational problem you identified rather than treating vendor claims as guaranteed results.
ELD registration and cost caveats
ELDs must meet technical specifications and be self-certified and registered. FMCSA’s list is the place to check a model’s current status before purchase. FMCSA reported removing five named devices from the list on August 6, 2026, and said affected carriers had to replace them before October 6, 2026. Those dates concern the named devices in that notice; they are not a general deadline for all carriers. Check the live FMCSA ELD list and agency notices for current status.
FMCSA’s 2023 ELD Oversight Report to Congress recounted agency estimates from 2015 of $419 per year for cellular-telematics ELDs and $166 per year for local-transfer ELDs. These are historical estimates for ELDs, not current quotes and not prices for a complete fleet-management platform. Actual costs vary by provider, device, service and included features. The same report context should not be confused with an estimate for a particular carrier’s software savings: FMCSA’s 2015 estimate of more than $1 billion in annual net benefit concerned the ELD rule, largely through reduced paperwork, not the purchase of a specific fleet-management system.
Frequently asked questions
Does every trucking company need fleet-management software?
No universal requirement for broader fleet-management software is established by the cited FMCSA material. A carrier should decide whether the functions address real operational needs; ELD obligations are a separate compliance question for covered drivers.

FMCSA allows an ELD to operate on a smartphone or other wireless device if it meets the applicable requirements. A portable ELD must be mounted in a fixed position visible to the driver from a normal seated driving position. A generic tablet or mount by itself is not a compliant ELD. See the FMCSA mounted-position guidance.
