Flat Travel Fee vs. Hourly Travel Billing: Which Should You Use?

Choose a flat travel fee for predictable recurring trips or hourly billing when journey times vary. Define the route, time calculation, cap, and expenses in advance.

Use a flat travel fee when your route and visit pattern are predictable and the client values a known charge. Use hourly travel billing when trip duration varies enough that a fixed amount would poorly reflect the time involved. Either way, agree on the method in advance and list travel time separately from mileage, fares, lodging, and other expenses.

How the two billing methods work

Flat travel fee

You charge one stated amount for a defined trip, visit, or service area. The amount stays the same even if a particular journey takes a little longer or shorter than expected. That predictability can make quoting and budgeting easier when you regularly travel the same route.

Hourly travel billing

You charge for the travel time covered by your agreement, using an hourly rate. The charge changes with the time spent traveling, so it can better reflect trips with variable duration. The client may have less certainty about the final amount unless you give an estimate or cap.

Reduced-rate travel billing

A third option is to bill travel time at a lower hourly rate than the rate for the work itself. A practitioner overview describes full-rate hourly billing, reduced-rate travel billing, and a flat trip fee as possible approaches; it does not establish one as a universal industry standard. Whatever you choose, explain the rate before the client approves the work.

Choose based on predictability and the client’s priorities

Situation or priority Practical fit Define in the agreement
Recurring visits on the same local route Flat fee per trip Service area, distance covered, exceptions, and whether return travel is included
Trip duration varies substantially with distance, traffic, or routing Hourly travel billing Start and end points, billable segments, rounding increments, and any cap
The client needs a clear maximum charge Flat fee or capped hourly charge The maximum and whether approval is required to exceed it
Travel expenses are substantial or unpredictable Separate actual expenses or a stated allowance, as agreed Which expenses qualify, what documentation is provided, and how unused advances are handled
Work is performed under a federal contract Follow the contract and applicable FAR rules Allowability, reasonableness, applicable rates, records, and per diem limits

This is practical decision guidance, not a universal pricing rule. Contract terms, local law, and public procurement requirements can change what is appropriate.

Separate payment for time from reimbursement of expenses

A travel-time fee pays for your time. Mileage, transit fares, lodging, and similar outlays are expenses. State whether expenses are included in the flat quote, passed through at actual cost, or covered by an agreed allowance. Avoid leaving the client to infer that a time charge also covers mileage, or that an expense reimbursement pays for your travel time.

The distinction matters for tax records, too. In IRS Publication 463 (2025), the Internal Revenue Service says: “As a self-employed person, you adequately account by reporting your actual expenses.” The publication also says records should establish the dates, place, and business purpose of travel, with supporting evidence where applicable. Keep relevant trip and expense records, and make clear how you will document charges to the client.

Do not treat the IRS mileage rate as a required client price

The IRS’s standard mileage rates are tax-year figures, not mandatory prices for private-client billing, and they do not include compensation for travel time. IRS Publication 463 gives a 2025 business standard mileage rate of $0.70 per mile. The IRS announced a 2026 business standard mileage rate of $0.725 per mile. Use the rate for the relevant tax year when calculating mileage for the tax purpose it applies to; negotiate client-facing fees separately.

Write terms the client can understand

Before work begins, put the travel policy in the quote, contract, or written approval. Specify:

  • Billing unit: per trip, per mile, per hour, or a combination.
  • Coverage: the service area or route, where the clock starts and stops, and whether outbound and return travel count.
  • Calculation: any minimum charge, rounding increment, and cap.
  • Expenses: which costs are included, reimbursed at actual cost, or covered by an allowance, and what records or receipts the client will receive.
  • Changes: how you will handle a different destination, delay, or other material change, and whether the client must approve a higher charge.

Show the travel-time fee and expenses as separate line items on the invoice when they are separate charges. This makes the calculation easier to check and reduces the chance of a disagreement about what the quote covered.

Special rules can change the answer

Federal contracts

Federal contractor travel costs have a defined scope under FAR 31.205-46. The regulation states: “Costs for transportation may be based on mileage rates, actual costs incurred, or on a combination thereof, provided the method used results in a reasonable charge.” Its per diem limits and other requirements apply to federal-contract cost rules; they are not a general formula for pricing private-client work.

Employee travel is a different question

Client billing by an independent contractor is not the same issue as whether an employee must be paid for travel under wage rules. The U.S. Department of Labor’s Travel Time guidance says that time spent in home-to-work travel by an employee in an employer-provided vehicle, or in activities incidental to commuting in that vehicle, generally is not “hours worked” and does not have to be paid. That statement concerns the employee commuting circumstances described by the DOL; it does not set a contractor’s negotiated client fee.
