If APT reports Unable to locate package libapache2-mod-fastcgi or no installation candidate, the usual problem is the package name, not Apache itself. libapache2-mod-fastcgi is a legacy name that is absent from many current Debian and Ubuntu repositories. On Debian and Ubuntu, the maintained package to investigate is libapache2-mod-fcgid. For new PHP deployments, the better architecture is usually PHP-FPM behind Apache’s mod_proxy_fcgi.

Confirm your release and repositories first, then choose the module that matches the application. Installing a package is only one part of the repair: Apache must load the right module, the virtual host must use compatible directives, and a real request must succeed.

APT can show several variations of the same failure:
Unable to locate package libapache2-mod-fastcgiPackage libapache2-mod-fastcgi has no installation candidateE: Package 'libapache2-mod-fastcgi' has no installation candidate
These messages mean that the package name is not present in the package indexes APT is currently using. They do not prove that Apache is broken, that FastCGI is unavailable, or that your application cannot run.

Debian’s current catalog publishes libapache2-mod-fcgid, version 1:2.3.9-4 in Debian stable. Debian describes it as “a binary-compatible alternative to Apache module mod_fastcgi.” The package is listed for Debian bullseye, bookworm, trixie, forky and sid. Ubuntu 22.04 (Jammy) and 24.04 (Noble) publish the same package in the Universe component.
The old name can therefore fail for two separate reasons: the tutorial you followed refers to a retired or unpublished package name, or your enabled repositories do not include the component containing the replacement.

Do not change Apache configuration until you know which operating system and release you are repairing. Package availability is release-specific, and a command copied from an older tutorial may be unsuitable for your system.
- Identify the distribution and release. Run
cat /etc/os-release dpkg --print-architectureRecord the distribution, codename and architecture. The architecture output also helps explain why a package index may not match a command copied from another machine.
- Refresh APT metadata. Run
sudo apt updateRead the complete output. A disabled repository, invalid signature, expired mirror, DNS failure or unreachable server can leave APT with an incomplete index even when the package exists for your release.
- Test both names. Run
apt-cache policy libapache2-mod-fastcgi apt search libapache2-mod-fcgidIf the first command shows no candidate while the second finds a package, the old name is unavailable and the replacement is visible. If neither command finds a package, fix the repository configuration before changing application files.
- Check Ubuntu’s component. On Ubuntu, verify that the configured archive entries include
universe. The package pages for Jammy and Noble classifylibapache2-mod-fcgidas Universe. Enable that component with Ubuntu’s supported repository-management method, runsudo apt updateagain, and repeat the search.
Do not infer repository health from an old successful installation. A machine upgraded across releases can retain obsolete source entries, while a minimal image may intentionally enable only the main component.
Install the maintained Apache module
If your application expects Apache’s fcgid-style handler and you want Apache to create and manage CGI processes, install the package that current Debian and Ubuntu repositories provide:

sudo a2enmod fcgidThen inspect the effective Apache configuration and test syntax:
sudo apachectl configtest
sudo systemctl reload apache2
apachectl -M | grep -E 'fcgid|proxy_fcgi|proxy'A successful installation does not automatically convert an old virtual host. Existing files may still contain mod_fastcgi-specific directives or a handler name that the new module does not accept. Treat package installation and configuration migration as separate tasks.
Choose between mod_fcgid and PHP-FPM
The correct replacement depends on what the application runs. The two common architectures are not interchangeable in process management or configuration.

Apache’s documentation states: “Unlike mod_fcgid and mod_fastcgi, MOD_PROXY_FCGI has no provision for starting the application process.” That distinction explains many 503 errors after a seemingly successful migration: mod_proxy_fcgi cannot create an FPM process or repair a missing FPM service.

Configure PHP-FPM behind Apache
For PHP, use the PHP-FPM package supplied for your distribution and PHP version, then enable Apache’s proxy modules. A typical module command is:
sudo a2enmod proxy proxy_fcgiSome distribution examples also enable setenvif; add it when the example or configuration you are adopting requires it:
sudo a2enmod setenvifStart and enable the matching PHP-FPM service using the service name installed by your release. Do not guess the socket path from an old article. The path varies by PHP version and distribution. Inspect the installed FPM pool configuration and the service status to find the active Unix socket or TCP endpoint.
- Install the release’s PHP-FPM package and confirm the service is running.
- Inspect the FPM pool configuration for its
listenvalue. It may be a Unix socket such as a versioned file under/run/php/, or a TCP address. - Enable
proxyandproxy_fcgiin Apache. - Update the relevant virtual host so PHP requests are passed to that exact socket or endpoint. Ensure the Apache user can reach a Unix socket and traverse its parent directories.
- Run
sudo apachectl configtest, reload Apache, and request a PHP test endpoint.
A generic virtual-host pattern looks like this; substitute the socket or endpoint discovered on your host rather than copying a version-specific path:

</FilesMatch>The exact handler syntax can differ with the distribution’s packaged example. Preserve the form used by that example and replace only the endpoint with the installed service’s value.

Migrate old mod_fastcgi directives carefully
Search enabled sites and snippets before deleting anything:
grep -RInE 'FastCgi|fastcgi|fcgid|proxy_fcgi' /etc/apache2/sites-enabled /etc/apache2/conf-enabledLook for directives that explicitly load or reference mod_fastcgi, legacy AddHandler fastcgi-script rules, hard-coded socket paths, and per-directory settings copied from an older tutorial. Ubuntu documentation shows the older AddHandler fastcgi-script pattern, but that pattern is not proof that a current PHP-FPM site is configured correctly.
For an fcgid application, retain only directives supported by the installed mod_fcgid version and confirm the application’s documented handler name. For PHP-FPM, remove the old process-starting directives and use the proxy handler that points to the active FPM endpoint. Never leave two competing handlers for the same .php or FastCGI extension in different enabled files; Apache may select an unexpected rule depending on configuration order.
Validate the complete request path
Use this sequence after every module or virtual-host change:
- Run
sudo apachectl configtestContinue only when the result is
Syntax OK. - Reload rather than rebooting the server:
sudo systemctl reload apache2 - Confirm the loaded modules:
apachectl -M | grep -E 'fcgid|proxy_fcgi|proxy' - Request a test endpoint through the affected virtual host, using the same hostname and HTTPS path that users will use.
- Read
/var/log/apache2/error.logand the systemd journal immediately after the request. Correlate the timestamp with the request rather than relying on an old log line.
Testing only the package command is insufficient. The real test is an HTTP request that reaches the intended handler and backend.
Diagnose common post-install failures

Security and lifecycle considerations
Do not download an old libapache2-mod-fastcgi Debian package from an arbitrary mirror merely to satisfy an old command. An unverified package can introduce a version mismatch, missing dependencies or unmaintained code into a public web server.
Ubuntu’s CVE-2025-23016 advisory records release-specific fixes for the related libfcgi component and identifies Ubuntu 20.04 as vulnerable in the advisory’s affected-release information. The fixed version differs by supported release. Keep Apache, PHP-FPM and FastCGI libraries on the distribution’s security repositories, and check the lifecycle of the operating-system release before investing in a legacy configuration.

Plan an operating-system upgrade, test the Apache configuration on the target release, and verify that the replacement package and PHP version exist there before scheduling the migration.
A practical decision checklist
- Use
libapache2-mod-fcgidwhen an existing generic CGI/FastCGI application specifically expects Apache-managed fcgid behavior. - Use PHP-FPM with
mod_proxy_fcgifor a modern PHP application that can run as an external FPM service. - Choose based on the application’s process model, not only on which package command succeeds.
- Confirm release, architecture, repository component and package candidate before editing Apache.
- Inspect the installed FPM pool for the real socket or TCP endpoint; never assume an old PHP-version path still exists.
- After every change, run a syntax test, reload Apache, make a real request and inspect the corresponding log entries.
The package-not-available message is therefore a useful warning: it tells you that an obsolete package name or incomplete repository configuration needs attention. Resolve that identity and repository issue first, then migrate the Apache handler to the process architecture your application actually supports.
