Neither a flat fixed usage rate nor a time-of-use (TOU) plan is automatically cheaper when electricity demand rises. A flat rate makes the usage price easier to predict across the day; TOU can lower costs if you can move enough electricity use into cheaper hours, but it can raise bills when substantial use remains in peak periods. Compare the complete local tariff against your actual usage by time—not just the advertised rate.
What the plan labels mean
A flat or single-rate tariff charges the same usage price per kilowatt-hour (kWh) regardless of when you use electricity. A TOU tariff sets different prices for defined periods, commonly peak and off-peak, and sometimes shoulder periods or separate weekend and seasonal schedules. As the Australian Government explains, under a time-of-use tariff “the rate depends on the time of day,” with a higher rate in peak periods and a lower rate off-peak (official tariff guidance).

“Fixed-rate” can also describe a contract whose price is held for a term. That label alone does not establish whether the usage rate, supply charge, discounts, or other bill components can change. Read the contract terms alongside the tariff schedule.

TOU is not the same as dynamic or real-time pricing. TOU uses preset windows and prices; a dynamic plan can change hourly or every 15 minutes with wholesale-market conditions. Dynamic pricing may create low-price opportunities, but customers are more exposed to price movement and generally need to monitor or automate flexible use (U.S. Department of Energy overview).

Which plan fits your household?
| Decision factor | Flat fixed usage rate | Time-of-use | What to check |
|---|---|---|---|
| Usage price timing | Same rate at all times | Varies by defined time band | Peak, shoulder and off-peak hours, plus weekend or seasonal schedules |
| Potential value of shifting use | No time-based usage-rate reward | Possible savings if flexible loads move to cheaper periods | Actual interval usage and whether your routines can change |
| Peak-period exposure | Peak-time use does not change the usage rate | Peak-time use can carry a higher rate | How much electricity you must use during peak hours |
| Predictability | Simpler usage-rate calculation | Bill depends more on when electricity is used | Whether prices and time bands remain fixed during the contract |
| Other charges | Supply or standing charges still apply | Supply charges still apply; some plans also add demand charges | Full bill, including demand charges and contract conditions |
| Solar | Export credits and self-consumption still matter | Export timing and feed-in terms may matter | Local export credits and how a battery changes usage timing |
These structures and bill components are described in Australian Government tariff guidance and the European Commission’s electricity-contract guidance. Rules and terminology differ by jurisdiction, so use the tariff schedule and consumer guidance for your location.
When can a TOU plan pay off?
TOU is most promising when the hours with lower prices match loads you can realistically move. Depending on your home and plan, these might include EV charging, electric hot-water heating, laundry, or other schedulable appliances. Confirm the plan’s actual windows and rates before assuming a device can run cheaply overnight: off-peak hours vary, and some schedules distinguish weekdays, weekends, or seasons.

Count only the use you can shift without disrupting essential routines. If the household uses a large share of its electricity during peak hours—for example, for cooking, heating, cooling, or equipment that must run at a particular time—the higher peak rate may outweigh savings on flexible loads. A flat rate avoids that time-based penalty on usage, but it does not guarantee a lower total bill.

What rising electricity demand changes—and what it does not
Electricity supply and delivery conditions can vary over time. TOU rates reflect those differences through set price windows, while demand-response programs may separately encourage customers to reduce or shift use during high-demand or reliability events. Demand response is not the same thing as an ordinary fixed-window TOU tariff; participation may be voluntary and tied to particular events (U.S. Department of Energy).

Rising or concentrated demand makes the timing of use more relevant, but it does not establish that a specific retailer will change its prices or that a particular household will save. The result depends on the plan’s rates and schedule, local rules, and the household’s usage pattern.
For a jurisdiction-specific example, Australia’s Default Market Offer (DMO) has geographically distinct 2026–27 benchmark comparisons based on stated consumption assumptions. The Australian Energy Regulator says these benchmarks are not a cap on an individual bill: actual costs depend on usage and retailer rates. They should not be treated as prices for other countries or as a promise of savings (AER DMO information).

- Get the complete tariff. Note every usage rate and time window, the daily supply or standing charge, any demand charge, applicable credits, contract duration, discounts that expire, and exit fees.
- Assign usage to the right periods. Use interval data where available. Otherwise, use the most detailed usage breakdown your bill provides rather than assuming consumption is evenly distributed.
- Calculate each plan on the same profile. Multiply the kWh in each band by its rate, add fixed and demand charges, and subtract credits that apply.
- Model a realistic shift separately. Recalculate only the loads you can actually move, using the hours and rates the plan specifies. Do not assume every flexible appliance will shift.
- Check solar and local terms. If you export electricity, include the plan’s feed-in credits and your self-consumption pattern. A higher export rate alone does not establish which plan yields the lowest overall cost.
For households considering a demand charge, check how the provider measures peak demand—the highest power draw over a defined interval or period can be billed separately from kWh usage. Australian consumer guidance recommends comparing fixed and variable rates and feed-in terms using plans available in the customer’s area (Australian Government guidance).
Does behavior change enough to make TOU worthwhile?
Changing a tariff does not guarantee that household routines will change. Ofgem’s 1 October 2026 summary of two randomized controlled trials involving more than 43,000 British Gas and ScottishPower customers found modest reductions in peak-time use in one trial. Doubling the maximum standing-charge rebate produced only a small additional reduction. Ofgem identified household commitments and forgetting peak periods as barriers (trial summary and methodology).
Those results concern specific rebate interventions in Great Britain; they do not establish the likely response to every TOU tariff. A plan is a better fit when its cheaper windows align with habits or automation you can sustain, rather than with an idealized schedule.
Should you switch?
Switch only after comparing estimated whole-bill costs under your own usage pattern and checking the contract terms. If you cannot obtain interval data, test more than one plausible usage pattern—especially if your home has major loads that run during peak hours. A regulator or government comparison service for your location is a stronger starting point than a headline rate because availability, tariffs, and market rules are local. The UK Department for Energy Security and Net Zero’s July 2026 clean flexibility roadmap describes voluntary load shifting and automation alongside consumer protections; it does not replace checking the terms of an individual plan.
