If Windows 11 Live Captions gets stuck during setup, first confirm your Windows version, then check whether Microsoft Store downloads work. The language files are downloaded during initial setup; a stalled download may indicate a connection or Store-access problem. If captions turn on but miss sound, check the default audio output instead—the feature can work offline after setup.
Check that your Windows version supports Live Captions
Microsoft says Live Captions is available in Windows 11 version 22H2 and later. Check your version under Settings > System > About. If the PC is running an earlier release, update Windows before troubleshooting the caption-language download. Microsoft’s May 24, 2023 configuration update also documented Live Captions language additions for Windows 11 version 22H2, all editions: Windows configuration update.

Live translation is a separate feature, not a requirement for ordinary captions. Microsoft limits translation to Copilot+ PCs running Windows 11 version 24H2 or later. - Press Windows+Ctrl+L.
- Open Quick Settings and select the accessibility controls, then turn on Live Captions.
- Open the Accessibility flyout and select Live Captions.
- Go to Start > All apps > Accessibility > Live captions.
- Open Settings > Accessibility > Captions.
On first use, Windows asks for consent to process voice data on the device and prompts you to download speech-language files. Choose an available language to complete setup if your preferred language is not offered. Microsoft says, “All processing of audio and generation of captions from detected voice data occurs on-device.”
Fix a stalled language-file download
If setup displays “We can’t download the required language files right now. Make sure you’re connected to the internet and try again in a few minutes,” Microsoft identifies access to the cloud Microsoft Store app catalog as a possible issue. Follow this sequence:

- Confirm that the PC has a working internet connection, then try the download again.
- Open Microsoft Store and check whether it can download an app. Live Captions setup may fail if the Store catalog cannot be reached even when the PC appears connected.
- If Store downloads work but Live Captions setup still fails, submit feedback through Feedback Hub, as Microsoft advises.
- If the device is managed by an organization, ask IT whether Microsoft Store access is blocked by policy. Microsoft says an administrator may need to restore access or download and deploy the appropriate Store package.
Microsoft does not publish a guaranteed download time or a setup success rate, so a particular wait duration cannot establish whether a download has failed.
Use the manual package method only when Store setup is unavailable
Microsoft documents a manual installation path for cases where the normal download cannot be completed. The package must match both the Windows display language and the system architecture; installing an arbitrary language or architecture can prevent setup from working.

- Check the display language at Settings > Time & language > Language & region.
- Check the system type at Settings > System > About.
- Use the matching package and steps in Microsoft’s setup troubleshooting instructions. The documented flow is to open the CAB file, extract its ZIP contents, launch the MSIX, and install it.
- If the MSIX installer is unavailable, follow Microsoft’s PowerShell
Add-AppxPackagemethod on that same support page. Do not substitute a package that does not match the device.
If setup completes but captions do not show the audio
Once installed, Live Captions can work offline. A missing caption stream after setup is therefore more likely to involve the audio source or capture choice than the initial language download.
Check the sound output
Live Captions listens to the default sound output device. If audio is playing through a headset but captions are absent, open Settings > System > Sound and confirm that the intended output is selected as the default device.

Enable microphone captions only if you need them
Captions for your own speech are optional. Turn on Live Captions Settings > Preferences > Include microphone audio when you want microphone audio included. Microsoft notes that sound audio takes priority over microphone audio when both are captured.

Diagnose the problem by where setup stops
- Live Captions will not start: verify Windows 11 version 22H2 or later.
- Language files will not download: test internet connectivity and Microsoft Store downloads; on a work-managed PC, check with IT about Store policy.
- Manual installation is needed: match the package to both display language and system type, and use Microsoft’s documented install steps.
- Captions start but miss sound: check the default output device, then enable microphone capture only if that is the audio you want captioned.
