If a Windows 11 speech language pack will not download, first identify which speech feature is asking for it. Optional speech features for an installed Windows language are managed in Language & region settings; Voice Access and Live Captions download their own on-device recognition files during setup. For the message “We can’t download the required language files right now,” check both your internet connection and whether Microsoft Store can open and download apps.
Identify the speech feature and its download route
Windows uses speech-related language files for different features. The right fix depends on whether you are installing an optional feature for a Windows language, setting up Voice Access, or starting Live Captions.

Install speech features for a Windows language
- Open Settings > Time & language > Language & region.
- If the language you need is not listed, add it. If it is already installed, open its language options.
- Look through the available optional features for the speech feature you need, then select Download or install it with the language. Not every language offers every speech feature.
If the speech feature you expect is not listed, that language may not offer it. Microsoft’s language settings instructions explain how to manage installed languages and their optional features.
Fix “We can’t download the required language files right now”
Microsoft says this setup error can appear when the Microsoft Store app catalog is unavailable. Work through these checks in order:

- Confirm internet access. Make sure the PC can reach the internet, then retry the speech download. Windows language packs and speech features are downloaded online.
- Test Microsoft Store downloads. Open the Store app and see whether it loads and can download apps. A Store catalog access problem can prevent the required speech files from downloading. Follow Microsoft’s guidance for Store app problems if Store itself is not working.
- Recheck the language and feature. Confirm that the requested Windows language is installed and that its options include the speech feature you are trying to add. For Voice Access or Live Captions, choose a language supported by that feature.
- Consider whether the PC is managed. Organizations can restrict Store access. If this is a work or school device and Store downloads fail, contact IT; Microsoft says an administrator can obtain and deploy the appropriate Store package.
- Send feedback if the failure persists. If Store downloads work but the speech setup still fails, Microsoft recommends submitting the issue through Feedback Hub.

Voice Access and Windows Speech Recognition are not the same setup path
On Windows 11 version 22H2 and later, Voice Access replaced Windows Speech Recognition (WSR), according to Microsoft’s September 2024 transition note. Check your Windows version and the feature you intend to use before following instructions written for WSR. Microsoft’s transition guidance describes the change.

Voice Access needs an internet connection for its initial language-file download, which can take a few minutes. If your Windows display language is not supported, select another supported language in Voice Access setup rather than repeatedly retrying the unsupported one. Do not confuse a speech language download with the privacy setting
“Online speech recognition” is not the name of the language pack. Microsoft distinguishes device-based recognition, which processes speech locally, from online recognition, which uses Microsoft cloud services. The separate privacy control is at Settings > Privacy & security > Speech. Changing that setting does not install missing feature language files.
