If your Samsung phone refuses to enable Mobile Hotspot and shows a message like it can’t be used when Restricted background data is ON, the fix is usually straightforward. In most cases, One UI’s background data controls (plus Data Saver or Power saving) block the system services that manage tethering.
This guide walks you through the reliable fix paths—starting with the quickest toggles, then going deeper into One UI background restriction settings, and finally covering carrier/account limitations. Follow the steps in order; you’ll usually resolve it within 5–10 minutes.

Why Samsung shows this hotspot restriction message
Samsung’s hotspot feature relies on system network components that may run briefly in the background (authentication, provisioning, maintaining the tethering session). When Restricted background data is enabled—often alongside Data Saver or Power saving—those components can’t run as expected. The phone then blocks Mobile Hotspot and displays the restriction warning.

Prerequisites and quick checks
- Confirm you’re on mobile data (not Wi‑Fi). Hotspot typically uses the active mobile data connection.
- Check whether the error appears immediately when turning Hotspot on, or only after a few minutes.
- Make sure your Samsung model supports Mobile Hotspot in software (most do, but regional variants sometimes differ).
- If possible, note your One UI version: Settings > About phone > Software information.
Fixes to try first (fastest paths)
Start with the settings most likely to conflict with tethering. These actions are reversible and won’t harm your account.
Temporarily allow hotspot and tethering in Restricted apps
Samsung may classify certain system/network services as “background” and restrict them when you’ve enabled background data limitations. Removing the restriction often fixes the hotspot toggle instantly.
- Open Settings.
- Go to Battery and device care > Battery.
- Tap Background usage limits.
- Turn OFF the restriction temporarily (or remove the specific blocked entries if you see granular items).
- Try enabling Mobile Hotspot and tethering again.
If your UI shows a direct “Restricted apps” list, look for entries that mention data/network, or remove any recently added restrictions.
Turn off Data Saver while configuring hotspot
Data Saver can block the background activity that hotspot depends on. Disabling it while you set up the hotspot is a common, reliable fix.
- Open Settings.
- Tap Connections > Data usage.
- Find Data Saver and turn it OFF.
- Return to Mobile Hotspot and tethering and switch Mobile Hotspot ON.
After hotspot works, you can decide whether to keep Data Saver off or re-enable it with more careful exceptions (covered below).
Disable Power saving (and adaptive battery) for the hotspot session
Power saving mode can throttle background processes. Even if your specific “restricted background data” setting is the trigger, Power saving often makes it worse.
- Open Settings.
- Go to Battery and device care > Battery.
- Turn OFF Power saving.
- If you see Adaptive battery, temporarily disable it.
- Enable Mobile Hotspot again.
Clear hotspot-related toggles and reboot
This is the “clean reset” approach when UI state gets stuck.

One UI background data restriction fixes (the usual culprit)
If the quick fixes didn’t help, adjust the underlying background restriction controls. Samsung’s wording can vary by One UI version (Android 12/13/14), but the path is usually close.
Android Data usage screen: unrestrict background data
Some Samsung builds use a background data restriction toggle at the app/data usage level. Unrestricting the relevant system apps (or disabling the global restriction) resolves hotspot blocking.
- Open Settings.
- Go to Connections > Data usage.
- Tap Data usage again (or Mobile data usage, depending on model).
- Look for Background data or Restricted data options and set them to allow background data.
- Try enabling hotspot immediately after changing the setting.
If you see an option like “Allow background data,” choose that—especially for time periods when hotspot is active.
Restricted apps: remove the block for network-related components
Restricted app lists can be overly aggressive. When tethering services are restricted, hotspot won’t start or will fail instantly.
- Open Settings.
- Tap Battery and device care > Battery.
- Select Background usage limits or Restricted apps.
- Remove any restrictions applied to system components related to network/data.
- Restart once (optional but improves consistency).
- Enable Mobile Hotspot.
If you can’t identify exact system items, disable global background usage limits temporarily and retest. If hotspot works, you’ll know the restriction system is the root cause.
Reset app preferences for network services
Resetting app preferences restores default permissions for system components without fully wiping your phone. It’s especially useful if something got misconfigured after an update.
- Open Settings.
- Go to Apps.
- Tap More (three dots) > Reset app preferences.
- Confirm and reboot.
- Try Mobile Hotspot again.
Be aware: this resets app default behaviors (like default browser settings), but it generally doesn’t delete personal data.

Carrier and account-side constraints
If background data settings look correct but hotspot still won’t enable, check whether your mobile carrier allows tethering on your plan.

Check if tethering is blocked by the carrier plan
Some carriers disable hotspot/tethering unless you add a specific add-on or provision tethering on your line. The phone may show generic restriction messaging even when the phone side is fine.
- Verify your plan includes mobile hotspot or tethering.
- Contact your carrier and ask: “Is tethering allowed on this SIM/account?”
- Ask them to refresh provisioning if they have a reset or re-provision process.
If tethering is blocked, you’ll get the same failure regardless of background restriction changes.
Confirm APN and mobile data is working reliably
Hotspot depends on the mobile data connection. If APN settings are wrong or your SIM profile is partially provisioned, tethering can fail.
- Test that mobile data works normally in the browser.
- Go to Settings > Connections > Mobile networks.
- Tap Access Point Names (APN).
- Ensure the correct APN is selected. If unsure, ask the carrier for the exact APN name and values.
In many cases, selecting the carrier’s default APN resolves tethering failures tied to provisioning.
Hotspot app/function troubleshooting
When the phone UI refuses to enable hotspot, isolate whether a third-party app or system configuration is interfering.
Safe mode test (rules out third-party blockers)
Safe mode starts the phone with only essential apps. If hotspot works in Safe mode, the restriction is being triggered by a third-party app (battery manager, security tool, firewall, ad blocker, VPN, etc.).

This won’t fix the underlying restriction warning, but it can keep you online.
Use USB tethering as a fallback
USB tethering often bypasses parts of the hotspot background logic. If you just need internet access quickly, it’s a practical workaround.
- Connect the phone to your laptop/desktop via USB.
- On the phone, open Settings > Mobile Hotspot and tethering.
- Select USB tethering and turn it ON.
- On the computer, install any prompts (if your OS requests drivers) and confirm internet access.
Common mistakes that keep the error coming back
- Re-enabling Data Saver or Power saving immediately after hotspot fails without retesting.
- Restricting background data “globally” and then trying to selectively whitelist only one app, when the blocking actually affects system services.
- Using an unstable mobile data signal—weak signal can make tethering behave like it’s blocked.
- Forgetting to remove VPN/firewall apps that interfere with network sessions.
- Assuming it’s only a phone issue while your carrier plan doesn’t allow tethering.
Troubleshooting flowchart (what to try when the main fix fails)
| Symptom | Most likely cause | What to try |
|---|---|---|
| Hotspot toggle is blocked immediately | Restricted background data / Data Saver conflict | Turn OFF Data Saver; disable background usage limits; try again |
| Hotspot turns ON but clients can’t reach internet | APN/provisioning issue or carrier tethering settings | Test mobile data; verify APN; ask carrier to refresh tethering provisioning |
| Works after reboot, then fails later | Adaptive battery / background throttling kicks in | Disable Adaptive battery for hotspot time window; retest |
| Only fails with certain apps installed | Third-party data/VPN/firewall app restriction | Use Safe mode; uninstall the most recent network/battery tools |
| Nothing helps | Carrier-side tethering block | Confirm with carrier; they may need to enable tethering on the line |
FAQs
What exactly does Restricted background data do on Samsung?
It limits which apps (including some system components) can use data when they’re not actively in use. For tethering, that can block the background network services needed to maintain the hotspot session.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWill disabling Restricted background data harm battery life permanently?
No. If you only disable it for testing, it’s safe. If you want hotspot on while keeping restrictions, adjust the restriction behavior rather than leaving everything open long-term.
Does this issue happen on all Samsung models?
It’s most common on devices where One UI’s background usage limits are configured aggressively, or where Data Saver/Power saving is enabled. Exact menu labels can vary by One UI and Android version.
How do I know if it’s my carrier blocking hotspot?
If hotspot is blocked even after you turn off Data Saver, disable Power saving, and unrestrict background usage, contact your carrier. Ask them to confirm tethering is allowed and whether provisioning needs a refresh.
Will VPNs cause this hotspot restriction problem?
Yes. VPN apps can interfere with tethering session creation or trigger aggressive background restrictions. If you use a VPN, try disabling it before enabling Mobile Hotspot.

Bottom Line
The Samsung “Can’t Use Mobile Hotspot when restricted background data is ON” error is usually caused by One UI background data limits interacting with Data Saver, Power saving, or network-related system services. Start by disabling Data Saver and background usage limits, then adjust Restricted apps/Background usage limits so tethering isn’t blocked.
If the phone settings don’t change anything, treat it as a carrier-side tethering restriction and verify your plan/provisioning with your carrier. Once tethering is allowed on your line, the hotspot feature should behave normally.
