If PHP mail() returns true but no message arrives, PHP has usually handed the message to a local transport and stopped there. On Unix-like systems, verify the web process’s active php.ini, a working sendmail-compatible program, and the local MTA. On Windows, verify the configured SMTP host and port unless sendmail_path overrides them. Then follow the message through the MTA queue and logs, because local acceptance is not proof of inbox delivery.

What PHP mail() actually does
mail() is a handoff function, not a complete delivery service. Your script supplies recipients, a subject, a body, and headers. PHP passes that message to a local transport mechanism, then reports whether the handoff was accepted. The transport may be a sendmail-compatible executable on Unix-like systems, or PHP’s direct SMTP mode on Windows.

A return value of true means the local transport accepted the message for processing. It does not mean the recipient server accepted it, that the message passed spam filtering, or that it reached the inbox. A message can be queued locally, rejected during an SMTP connection, bounced later, quarantined, or delivered to a spam folder after mail() has already returned.
The three delivery stages
- PHP stage: The script validates its arguments and invokes the configured transport.
- Local transport stage: A sendmail-compatible wrapper or Windows SMTP client accepts, queues, or rejects the message.
- Remote delivery stage: The receiving provider evaluates DNS, TLS, authentication, reputation, policy, and content before delivering, filtering, delaying, or rejecting the message.
Debug each stage separately. If there is no local queue entry or transport log, concentrate on PHP configuration and code. If the message is queued or bounced, PHP has done its part and the MTA or remote-delivery path is the next place to investigate.

First checks before changing code
Confirm the configuration used by the web process
The command-line interpreter and the web server can load different PHP installations, versions, or configuration files. Running php --ini in a shell shows the CLI configuration, not necessarily the configuration used by Apache, PHP-FPM, or another web SAPI.
Create a temporary diagnostic page containing <?php phpinfo();, open it through the same virtual host that runs the failing form, and record the loaded configuration file and the values of sendmail_path, mail.log, and, on Windows, SMTP, smtp_port, and sendmail_from. Delete the diagnostic page immediately afterward; a public phpinfo() page exposes extensive server details.
Check the active values, not just the file you edited
Configuration changes matter only after the web SAPI reloads them. Confirm the loaded file and effective values in the web process, then restart or reload the relevant web service when required by your PHP deployment. If the displayed value differs from the file you edited, you are probably changing the wrong SAPI configuration or an overridden setting.
Recommended Free Tools
Turn on a mail log while testing
On Unix-like systems, set a dedicated log path in the active configuration, for example:
mail.log = "/var/log/php-mail.log"
Ensure the web-server account can write to the configured log or that the system’s logging policy permits it. A log entry confirms that PHP attempted the handoff; it does not prove remote delivery. Review it together with the local MTA’s queue and mail logs after every controlled test.
Unix-like systems: repair the sendmail handoff
Install and run a local MTA
On Unix-like systems, PHP requires access to a sendmail-compatible executable or wrapper. A local MTA such as Postfix or Sendmail must be installed, configured, and running, or another compatible transport must provide that executable. If no MTA is present, mail() has nowhere to submit the message.
Set sendmail_path to the real executable
PHP documents this common setting:
sendmail_path = "/usr/sbin/sendmail -t -i"
Use the path supplied by the MTA installed on your server. Systems using Postfix, qmail, or another non-Sendmail implementation should point PHP to that system’s sendmail-compatible wrapper, not blindly copy a path that does not exist on the machine.

- Use the web SAPI’s
phpinfo()output to identify the active configuration file. - Check that the executable named by
sendmail_pathexists at that exact path. - Confirm the web-server account is permitted to execute it.
- Verify that the local MTA is configured and running.
- Send one plain-text diagnostic message and immediately inspect the PHP log, MTA queue, and system mail log.
Interpret the result of the handoff
- No PHP log entry: The script may not be reaching
mail(), the active configuration may differ from the file you edited, or logging may be unavailable. - PHP attempts the call but no queue entry appears: Check
sendmail_path, executable permissions, wrapper arguments, and MTA availability. - The message enters the queue: PHP and the local handoff are working. Investigate MTA routing, DNS, TLS, remote rejection, or queue delays.
- The message is bounced: Read the bounce reason and MTA log; the recipient server has supplied the next diagnostic clue.
Why the Windows settings do not fix Unix delivery
On Unix-like systems, the SMTP and smtp_port directives are not what makes mail() work. The sendmail-compatible binary and the MTA behind it are the critical path. Setting a Windows SMTP hostname in a Unix configuration will not replace a missing local transport.
Windows servers: check direct SMTP settings
PHP’s Windows mode uses the SMTP host, smtp_port, and sendmail_from settings when no sendmail_path is configured. The documented default SMTP port is 25. A provider may instead require authenticated submission on port 587 with STARTTLS, which the basic direct settings do not automatically provide.
Follow the Windows decision branch
- Check the web SAPI’s effective
SMTP,smtp_port, andsendmail_fromvalues. - Determine whether
sendmail_pathis also configured. - If
sendmail_pathis set, PHP executes that command instead and ignores the Windows SMTP settings. - If direct SMTP is active, test network connectivity from the server to the configured host and port.
- Confirm that the destination permits unauthenticated sending on that port. If it requires credentials and STARTTLS, use an authenticated SMTP library or relay rather than expecting the basic PHP settings to perform authentication.
A firewall, blocked outbound port, incorrect hostname, or provider policy can prevent the connection even when the PHP code is valid. The relevant evidence is the server’s connection result and mail log, not the browser’s form-response page.
Use a controlled, standards-compliant PHP test
Remove application variables before diagnosing infrastructure. Use a fixed recipient mailbox that you control, a domain-owned sender, a plain-text body, and a short subject. Put a visitor’s address in Reply-To, not in From.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →$to = '[email protected]';
$subject = 'PHP mail() diagnostic';
$body = "This is a plain-text delivery test.rn";
$headers = [
'From' => '[email protected]',
'Reply-To' => '[email protected]',
'Content-Type' => 'text/plain; charset=UTF-8',
];
$ok = mail($to, $subject, $body, $headers);
error_log('mail() returned: ' . var_export($ok, true));
Validate the sender and recipient
The function manual requires a From header and RFC-compliant addresses and headers. Use a sender address from a domain you control and make sure the mailbox exists. A syntactically valid call can still be rejected later, but malformed addresses create an avoidable failure before remote delivery.
Prevent header injection
Never concatenate raw form values into To, From, Reply-To, Cc, Bcc, or other headers. Reject or safely validate user input containing carriage returns or line feeds, and use a strict email-address validation strategy appropriate to your application. Header injection can turn a notification form into an unauthorized relay or add recipients you did not intend.

Use CRLF and the right content type
Keep message lines and headers in CRLF form, written as rn, for normal RFC compliance. Set Content-Type to HTML only when the body is actually HTML; otherwise use plain text with an explicit UTF-8 charset. Do not treat an HTML header as a delivery fix.
Trace a message after PHP returns
Read the local queue and MTA logs
Inspect the local MTA queue and system mail logs immediately after each test. Look for the recipient address, queue identifier, connection attempts, DNS lookups, TLS negotiation, remote responses, deferrals, and bounces. Queue status distinguishes a message waiting for delivery from one that never reached the MTA.
Classify common log outcomes
| Observed evidence | Likely location of the fault | Next action |
|---|---|---|
| No PHP invocation or log entry | Application flow or web-SAPI configuration | Log immediately before and after mail(); verify the request reaches the code and inspect the web SAPI’s loaded configuration. |
mail() is true, but no local queue item |
Handoff path, executable, permissions, or local MTA | Check sendmail_path, wrapper existence, execution permission, and MTA status. |
| Queue item is deferred | DNS, network, TLS, rate limiting, or temporary remote refusal | Read the precise MTA reason and allow only the documented retry behavior; correct the underlying condition. |
| Permanent bounce or rejection | Address, policy, authentication, reputation, or recipient-server rules | Use the SMTP response and bounce text to correct the sender identity, DNS, content, or recipient data. |
| MTA reports delivery but mailbox is empty | Recipient filtering or quarantine | Check spam and quarantine folders and test a second mailbox at a different provider. |
Test more than one mailbox
Send the same diagnostic to a second provider. If one mailbox receives it and another does not, the server may be functioning while the receiving provider filters or rejects the message. Record the exact recipient domain and the MTA response for each test instead of treating “not in my inbox” as a single universal failure.
Fix sender identity, DNS, and authentication
Remote providers evaluate more than the visible message. The envelope sender, visible From address, sending IP, and domain authentication should align. A technically successful SMTP transaction can still end in spam placement or rejection when identity signals conflict.
SPF
Publish an SPF policy for the domain used by the envelope sender. It should authorize the servers or relay that are genuinely allowed to send for that domain. Keep the policy aligned with the actual outbound path; authorizing one host while sending through another creates a predictable authentication failure.
DKIM
Sign outgoing messages with DKIM through the MTA or an SMTP relay. Publish the corresponding public key in DNS and verify that the signing domain matches the identity you intend recipients to trust. DKIM signing is performed by the transport, not by the basic mail() function itself.

DMARC
Publish DMARC for the visible From domain and begin with reporting so you can see legitimate and unauthorized sources. Move to a stricter enforcement policy only after SPF or DKIM alignment is working for every legitimate sender. DMARC evaluates alignment, so a technically valid SPF or DKIM result on an unrelated domain may not satisfy the visible sender identity.
Reverse and forward DNS
The public IP of a sending SMTP server should have a PTR record resolving to a hostname, and that hostname should resolve back to the sending IP. Ensure the MTA identifies itself consistently with that DNS arrangement. Missing or contradictory reverse DNS is a common reason for lower trust or rejection at the recipient stage.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose the right transport for the job
There are three practical architectures: PHP handing mail to a local mail() transport, a locally administered MTA handling the queue, or an authenticated SMTP relay accessed directly or through a maintained PHP library. The right choice depends on operational control, diagnostics, volume, and reputation responsibilities.
| Option | Installation and administration | Observability | Authentication and DNS | Limits and reputation | Best fit |
|---|---|---|---|---|---|
PHP mail() with an existing local transport |
Low only when the server already has a correctly configured MTA; otherwise setup is substantial. | Basic return value; useful detail comes from PHP and MTA logs. | Depends on the local MTA and its DNS configuration. | You own queue behavior, sending identity, limits, and reputation. | Low-volume server notifications on a server already operated as a mail host. |
| Locally administered Postfix or Sendmail MTA | Higher: installation, relay policy, queue management, TLS, DNS, updates, and abuse controls are your responsibility. | Strong local visibility into queues, connection attempts, deferrals, bounces, and delivery responses. | Flexible, but SPF, DKIM, DMARC, PTR, and forward DNS must be configured correctly. | You manage throughput, retry policy, IP reputation, and recipient feedback. | Teams that need local control and have mail-administration expertise. |
| Authenticated SMTP relay used directly or through PHPMailer | Usually lower server administration; create credentials and follow the relay’s hostname, port, and TLS requirements. | Provides connection errors, TLS negotiation results, provider responses, queues, bounces, and delivery logs. | The relay supplies or documents authentication and DNS requirements; publish records for your sending domain. | Relay policies, quotas, and reputation rules apply; monitor bounces and feedback. | Forms and application notifications when local mail is absent, opaque, or unreliable. |
No transport can guarantee inbox placement. Even a successful SMTP DATA response means only that the next server accepted the message for processing; continue monitoring bounces, filtering, and provider feedback.

Move away from bare mail() when there is no local MTA, the sendmail path is repeatedly wrong, or the available diagnostics cannot explain failures. PHPMailer is a maintained PHP mail-sending library with direct SMTP support. It can expose connection and authentication errors that a Boolean mail() result hides.
Prepare an authenticated SMTP integration
- Choose a relay that explicitly permits application sending.
- Create a dedicated credential for the application and keep it outside source control, configuration exports, and client-side code.
- Use the relay’s documented hostname, submission port, encryption mode, and authentication method.
- Configure a domain-owned sender and place the visitor’s address in
Reply-To. - Enable the library’s diagnostic logging only as long as needed, and redact credentials and message contents from production logs.
- Monitor provider responses, bounces, and quotas after the SMTP client reports success.
An authenticated relay is not merely a code replacement. It changes where queueing, retries, authentication, reputation, and delivery evidence are managed. Update SPF, DKIM, DMARC, and reverse-DNS arrangements to match the relay’s actual sending path.

Common symptoms and precise remedies
“mail() returns false”
The local handoff failed immediately. Log the return value and inspect the active SAPI configuration. On Unix-like systems, verify the sendmail-compatible executable, its arguments, permissions, and MTA availability. On Windows, verify the active SMTP host and port, network reachability, and whether sendmail_path is unexpectedly overriding them.
“mail() returns true, but nothing arrives anywhere”
Check the PHP mail log and local queue first. If no queue entry exists, the handoff path is still broken. If a queue entry exists, read the MTA log for DNS, connection, TLS, rejection, or retry details. Then check recipient spam or quarantine folders.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems“The form works from the shell but not through the website”
The CLI and web SAPI are using different configuration files, permissions, environment variables, or executable access. Compare php --ini with the temporary web phpinfo() output and test under the actual web-server account.
“Messages reach some providers but not others”
Compare the MTA responses and authentication results by recipient domain. Check SPF, DKIM, DMARC alignment, PTR, forward DNS, sender reputation, and filtering at the affected provider. Test a second mailbox rather than changing application code without evidence.
“Visitor replies never reach the visitor”
Do not use arbitrary visitor input as the visible From address. Set a fixed, domain-owned From and put the validated visitor address in Reply-To. This protects against header injection and keeps sender authentication aligned with your domain.
Quick Recap
A repeatable troubleshooting checklist
- Reproduce with a fixed recipient and a plain-text message.
- Log the return value immediately after
mail(). - Identify the web SAPI’s active
php.iniwith a temporaryphpinfo()page, then remove that page. - On Unix-like systems, verify
sendmail_path, the executable, permissions, and a running local MTA. - On Windows, verify
SMTP,smtp_port, andsendmail_from; check whethersendmail_pathoverrides them. - Confirm the
Fromheader, recipient address, CRLF formatting, and header-injection protections. - Inspect PHP logs, the MTA queue, and system mail logs after the test.
- Classify the result as no handoff, queued, deferred, bounced, delivered, or filtered.
- Check spam and quarantine and test a second provider.
- Correct SPF, DKIM, DMARC, PTR, and forward DNS for the actual sending path.
- If local diagnostics remain inadequate, use PHPMailer with authenticated SMTP and protect its credentials.
Operational safeguards after the fix
- Keep the sender address on a domain you control and maintain a working reply mailbox.
- Store SMTP credentials outside source control and rotate them when staff or systems change.
- Limit form submissions and validate recipients to prevent abuse of your server or relay account.
- Retain enough queue, bounce, and provider-response information to investigate failures without logging passwords or unnecessary personal data.
- Monitor deferred and bounced mail instead of relying on the PHP Boolean return value.
- Recheck DNS authentication whenever you change the server, relay, envelope domain, visible sender, or outbound IP.
