Phone Link runs on Windows 11 and pairs with your phone using either Bluetooth and the companion phone app, or a combination that depends on your device type. If pairing or background permissions fail, the app can appear “connected” but still won’t sync notifications or messages.

Common breakpoints include: outdated phone companion app, Windows privacy or Bluetooth settings, battery optimization on Android, iOS permissions, firewall/proxy restrictions, or corrupted Phone Link app data.
Prerequisites before you troubleshoot
Before changing anything, confirm these basics. They prevent wasted time when the problem is simply an unsupported configuration.
- Windows 11 version: Phone Link is supported on Windows 11 (and Windows 10). If you can, update to the latest available Windows 11 feature update (commonly 22H2 or 23H2).
- Phone app: Install the correct companion app for your phone (the Phone Link companion experience is the usual requirement). Keep it updated in your app store.
- Same Microsoft account (where applicable): Some features work best when your PC and phone sign-in are aligned.
- Bluetooth turned on: At minimum, Bluetooth must be available for pairing and maintaining a stable link.
- Working internet: Phone Link relies on connectivity for syncing notifications and messages.

Fix connection failures (Bluetooth and pairing)
When Phone Link won’t connect, Bluetooth and Windows pairing state are often the cause.
Verify Bluetooth is working on Windows 11
- Open Settings → Bluetooth & devices.
- Make sure your phone appears under Devices or that Bluetooth is active.
- Try removing and re-pairing the Bluetooth device only if the connection is stuck or flaky.
Re-pair Bluetooth cleanly
- Settings → Bluetooth & devices → Devices.
- Select your phone (or “Bluetooth device”) → Remove device.
- In the phone, open Bluetooth settings and forget the PC entry if it exists.
- Return to Windows and pair again from the Bluetooth & devices screen.
- Re-open Phone Link and run setup again.
Gotcha: if you pair over Bluetooth but don’t complete the Phone Link setup flow, you can end up “paired” but not “working.” Always verify both the Bluetooth pairing and the Phone Link connection.
Fix pairing and setup issues in the Phone Link app
When setup gets interrupted, Phone Link can be left in a partially configured state. The fix is usually a sign-out / disconnect / re-link cycle.

- Open Phone Link on Windows 11.
- Look for a Settings or Linked devices entry.
- Disconnect or Unlink your phone.
- Close Phone Link completely, then reopen it.
- Run the pairing flow again and confirm the pairing permissions prompts on the phone.
If you see a persistent pairing loop (setup starts, then fails repeatedly), skip ahead to the repair/reset sections.
Fix common feature failures (calls, messages, notifications, mirroring)
Phone Link can be connected while specific features fail. Diagnose by symptom so you don’t waste time on full resets.
Notifications don’t arrive on Windows
- On Windows: Settings → Notifications → confirm Phone Link notifications are enabled.
- In Phone Link: confirm notification permission options are enabled (often under app settings or device settings).
- On the phone: ensure notification permissions are granted to the Phone Link companion.
- Check Android battery optimization (if Android) or Focus/Do Not Disturb (if iPhone).
Messages fail to send or only show partial history
- Ensure the phone companion app has SMS/message access permissions.
- On the phone: verify your default message handling and any “restricted background activity” toggles.
- On Windows: confirm your Microsoft account and phone linkage are still active.
Calls don’t appear or audio routing fails
- On Windows: check audio output device selection (Phone Link often respects system audio routing).
- On the phone: allow call-related permissions for the Phone Link companion.
- Restart both devices and retry the call once before deep troubleshooting.
Screen mirroring won’t start
Mirroring depends on both OS permissions and compatibility. If mirroring is a goal, verify that your phone model and OS version are supported, then re-run the mirroring permission prompts on the phone.
Windows 11 settings that commonly block Phone Link
Windows privacy controls, background activity limits, and focus modes can stop Phone Link from receiving updates.
Turn on background activity for Phone Link
- Settings → Apps → Installed apps.
- Find Phone Link in the list.
- Open its Advanced options.
- Under Background apps permissions, set it to Always.
Allow notifications and disable Focus blocking
- Settings → System → Notifications.
- Confirm Phone Link is allowed.
- Settings → System → Focus (or search “Focus”) and ensure you’re not in a mode that blocks notifications.
Check Bluetooth power management (driver-level issues)
If Bluetooth drops or connects briefly, driver power settings can interfere. If you recently updated drivers or Windows, test with Bluetooth unplugged/re-paired and see whether the behavior stabilizes after a restart.
Network, firewall, and proxy checks
Phone Link often needs outbound network access for syncing. If you’re on a managed corporate network, firewall rules can break it.
Basic connectivity checks
- Verify Windows 11 can reach the internet (open a browser and confirm multiple sites).
- Temporarily disable VPN (if used) and try again.
- If you use a proxy, confirm it’s configured correctly for system apps.
Windows Firewall allowance
- Open Windows Security.
- Go to Firewall & network protection.
- Select Allow an app through firewall.
- Check that Phone Link is allowed for both Private and Public networks (or at least the network type you’re on).
Gotcha: if you’re on a “Public” network type, and Phone Link isn’t allowed there, it may connect but fail to sync content.

Repair or reset the Phone Link app on Windows 11
When setup states are corrupted, Windows app repair often restores functionality without a full reinstall.
Recommended Free Tools
- Settings → Apps → Installed apps.
- Find Phone Link.
- Select Advanced options.
- First try Repair.
- If it doesn’t help, select Reset and confirm.
After reset, you’ll likely need to re-run Phone Link setup and permissions prompts.
Reinstall steps for a clean reset
If repair/reset doesn’t fix the issue, a clean reinstall clears more persistent state.
- Uninstall Phone Link from Settings → Apps → Installed apps.
- Restart your PC.
- Install Phone Link again from the Microsoft Store.
- Re-open Phone Link and pair your phone again.
If the companion app on your phone is also suspected, uninstall it on the phone and reinstall the latest version before re-pairing.
iPhone/iPad-specific checks (limitations and requirements)
Phone Link supports iPhone use for many notification and messaging workflows, but iOS permissions and iPhone focus modes can still break syncing.
Make sure iOS permissions are granted
- On the iPhone/iPad, open Settings.
- Find the Phone Link companion app and confirm permissions such as Notifications are enabled.
- If the app requests access during setup, accept it and complete the prompts (don’t skip screens).
Disable Focus/Do Not Disturb for testing
- Open Settings → Focus.
- Temporarily turn off an active Focus mode.
- Send yourself a test notification (or from another device) and confirm it reaches Windows.
Restart after permission changes
After you change iOS notification permissions or Focus behavior, rebooting the iPhone can help the system refresh what the companion app is allowed to deliver.
Android-specific checks (permissions, battery optimization, and Nearby device)
Android failures are often caused by restricted background activity or battery optimization. Phone Link needs background access to receive updates reliably.

Allow notifications and background activity
- On Android: open Settings → Apps → find the Phone Link companion app.
- Set Notifications to enabled and allow the categories Phone Link uses (if prompted).
- Open Battery / Battery usage and set the app to Unrestricted or Not optimized (wording varies by brand).
Turn off aggressive “data saver” restrictions for testing
- Settings → Network & internet → Data usage.
- Temporarily disable Data Saver (if enabled) and retest Phone Link.
Confirm Nearby Device / Bluetooth behavior
Many setups use nearby discovery methods. Ensure Bluetooth is on and that Nearby sharing/discovery isn’t blocked by device policy.
Windows 11 services and drivers to verify
Behind the scenes, Phone Link relies on platform components for Bluetooth pairing and background communication. Problems here show up as connection drops or “setup hangs.”
Bluetooth driver sanity check
- Open Device Manager (right-click Start → Device Manager).
- Expand Bluetooth.
- Update the Bluetooth adapter driver (right-click → Update driver).
- If you recently updated and the issue started immediately, consider rolling back the driver in adapter properties.
Restart relevant Windows services
If you’re comfortable with advanced troubleshooting, you can restart services tied to connectivity. If you’re not, stick to the app repair/reset steps and pairing changes.

| Symptom / error | Most likely cause | What to try |
|---|---|---|
| Phone Link stuck on connecting | Bluetooth pairing state or companion app permissions | Disconnect/unlink, remove Bluetooth device, re-pair, then redo Phone Link setup |
| Paired but no notifications | Phone notification permission or background restrictions | Windows notifications enabled + phone companion notifications allowed + disable battery optimization (Android) |
| Messages won’t load | SMS/message access denied or partial sync state | Verify message permissions on phone, reset Phone Link app on Windows, then re-link |
| Phone Link won’t sign in or errors immediately | Microsoft account sign-in mismatch or firewall/proxy blocking | Check Microsoft account on PC, disable VPN, allow Phone Link through firewall |
| Calls don’t show on PC | Call permission missing or audio routing issue | Confirm call permission on phone, restart devices, check Windows audio output |
Alternatives when Phone Link won’t work
If you’ve exhausted troubleshooting and you need a functional workaround, you still have options.
- Use native OS notification mirroring for limited needs (for example, iOS notification behavior through Focus settings, or Android notification access settings).
- Web-based messaging (where supported): use the phone service’s web client on your PC instead of Phone Link for messaging workflows.
- Third-party mirroring tools: only if your security requirements allow it, since you’ll be granting additional access.
For iPhone users who mainly want alerts, fixing Focus and notification permissions on iOS often restores “good enough” behavior without fighting deeper mirroring dependencies.
Bottom Line
When the Phone Link app is not working in Windows 11, the fastest wins are usually permission and state resets: re-pair Bluetooth cleanly, re-run Phone Link setup, and ensure background activity and notifications are allowed on Windows and on your phone.
If that doesn’t fix it, repair/reset or a clean reinstall on Windows 11, then verify network restrictions (VPN/proxy/firewall). After that, the problem is typically a driver issue or a blocked permission path specific to your phone OS.
FAQs
Why is Phone Link connected but not showing notifications?
Most commonly, the phone companion app is missing notification permission or Android battery optimization is restricting background activity. On Windows, make sure Phone Link notifications are enabled and that Focus isn’t blocking them.
Does Phone Link work with iPhone and Android?
Phone Link supports both iPhone and Android pairing, but feature availability can vary—especially for advanced features like mirroring. Always complete the permission prompts on the phone, then re-check Windows notification settings.
What’s the best way to fix a stuck pairing loop?
Disconnect/unlink in Phone Link, remove the Bluetooth device from Windows 11, forget the PC in phone Bluetooth settings, then re-pair and run Phone Link setup again. If it repeats, repair or reset Phone Link on Windows 11.

Phone Link still fails after repair/reset. What should I do next?
Do a clean reinstall of Phone Link from Microsoft Store, restart the PC, and re-pair from scratch. Also check firewall rules and disable VPN/proxy temporarily to confirm outbound connectivity isn’t blocked.
Will rolling back Windows 11 help?
If the issue started immediately after a specific update, rolling back may help—but it should be a last resort. Start with app updates, driver updates/rollback for Bluetooth, and the app repair/reset workflow first.
