New Teams is an MSIX package: its files can be staged in the image while per-user registration fails at sign-in. Outdated FSLogix, an incorrect installation scope, Windows servicing problems, image generalization, or roamed Start-menu state can all produce the same symptom.
Use the sequence below: identify the client, compare user and all-user package registration, update the golden image and FSLogix, patch Windows, apply the narrowly targeted Start-menu exclusion only when appropriate, and reset a profile only after the platform is demonstrably healthy.
First identify what is actually missing
“The Teams icon is missing” can describe different failures. Record which behavior occurs:
- Teams is absent from Start.
- Start shows a blank or incorrect icon.
- The entry is greyed out or clicking it does nothing.
- Teams works for administrators but not standard users.
- The icon appears only after about 15 minutes.
- It disappears after sign-out or when the user receives another pooled host.
- Teams files exist in
C:Program FilesWindowsApps, but the affected user has no package result. - Only a desktop or taskbar shortcut is missing.
A shortcut problem can be repaired in the shell. A missing Start entry in a non-persistent profile is more commonly an AppX/MSIX registration or profile-roaming problem.

Confirm that this is the new Teams client
New Teams is packaged as MSIX and requires user-level registration during sign-in. Classic Teams used a different deployment model, so do not apply the same diagnosis to an old classic installation. Microsoft’s FSLogix AppX guidance explains the supported all-user deployment model and registration behavior: FSLogix AppX troubleshooting.
Run both registration checks
In the affected user’s session, run:
Get-AppxPackage -Name MsTeams
Then open elevated PowerShell and run:
Get-AppxPackage -Name MsTeams -AllUsers

Files under WindowsApps prove only that package content exists; they do not prove that the user can launch it.
Apply the safest remediation order
- Identify the host operating system, Teams client, provisioning method, and whether the deployment uses Profile Containers, ODFC Containers, or both.
- Record the installed FSLogix version and Teams package state.
- Verify that Teams was installed system-wide on the golden image.
- Upgrade FSLogix to the latest supported release and reboot the image.
- Install the current cumulative Windows update for the image.
- If Teams is registered but the Start icon disappears while roaming, apply the targeted
TempStateexclusion. - Recompose or republish the pool and test with a new standard user, an affected user, sign-out/sign-in, and at least two hosts.
- Repair or recreate only an isolated user profile after all image and registration tests pass.
Update FSLogix before deleting profiles
Microsoft’s release notes identify FSLogix 2210 Hotfix 4, version 2.9.8884.27471, as the historical minimum associated with comprehensive new Teams VDI fixes. Those fixes include failed on-demand registration with ODFC, incorrect MSIX folder removal at sign-out, Windows Server 2019 AppX query failures, and launch errors such as “The parameter is incorrect” and “Invalid function.”

The current Microsoft-listed target is FSLogix 26.01 CU1, version 3.26.126.19110, published February 10, 2026. Version 26.01 also changed the major-version numbering from 2 to 3 and addressed a package-registration failure involving a missing authentication context. Microsoft recommends using the latest release and supports the latest version for support purposes: FSLogix release notes.
Check the image version
(Get-Item "$env:ProgramFilesFSLogixAppsfrx.exe").VersionInfo.ProductVersion
If that path is unavailable, check Apps & features, your installed-program inventory, or FSLogix event logs. Update the golden image through your normal image-management process; FSLogix does not update automatically through Windows Update. Microsoft’s installation guidance is at How to install FSLogix.
Verify that Teams was installed for all users
Install Teams while preparing the image, using Microsoft’s supported VDI method, before sealing or generalizing it. The package must be provisioned or staged for all users. A user-context installation may make one session appear fixed, but it will not reliably survive sign-out or a move to another pooled machine.

- Do not install Teams interactively as the administrator and assume standard users inherit that registration.
- Prevent users from adding a conflicting per-user copy.
- Complete Windows servicing and Teams installation before Sysprep, MCS/PVS capture, or Instant Clone publication.
- Test the sealed image with a standard account, not only an administrator.
Use the Start-menu TempState exclusion only for the matching symptom
Microsoft’s Teams VDI documentation identifies this Start-menu state path:

Add the Server 2019 ShellExperienceHost path only if testing shows it is required. Microsoft warns that exclusions can affect Windows or applications, so do not copy a generic exclusion list into production. This setting applies to FSLogix Profile Containers; redirections.xml has no effect when only ODFC Containers are used. See redirections.xml concepts.

Deploy and verify the file
- Create
redirections.xmlin a central folder readable by users. - Set
RedirXMLSourceFolderunderHKLMSOFTWAREFSLogixProfilesto the folder path, not the filename. - Sign out completely and sign in again; an existing session will not pick up the change.
- Confirm the copied file at
%USERPROFILE%AppDataLocalFSLogixredirections.xml. - Review
C:ProgramDataFSLogixLogsProfileProfile-%date%.log, especially theStartShellsection, for copy and exclusion messages.

FSLogix alone does not resolve every delayed-registration or Start-menu fault. Microsoft’s Teams VDI guidance lists these historically documented fixes:

These KB numbers are historical references. In 2026, verify the image’s cumulative-update level and install the current superseding cumulative update rather than blindly applying an old standalone package. The source is Microsoft’s Teams client VDI requirements.

When Teams appears after about 15 minutes
That delay is a documented non-persistent Windows 10 scenario. Check the Windows and Teams versions, confirm registration events, and test the Start-menu exclusion if the icon is being lost in shell state. Do not treat the delay as proof that the image is healthy.
Check image sealing and provisioning
A greyed-out Start entry or a click that does nothing can follow Sysprep or image-generalization problems. Review the order of operations: install and service Windows, install Teams system-wide, complete required registration preparation, then seal the image. Check whether MCS/PVS, Instant Clone, or another broker modifies the image after Teams installation. Reproduce the issue on a freshly published host with a standard account.
Collect logs before changing the profile
- FSLogix profile logs:
C:ProgramDataFSLogixLogsProfile - AppX registration events: Event Viewer → Applications and Services Logs → Microsoft → Windows → AppXDeployment-Server
- Readiness events: Event Viewer → Applications and Services Logs → Microsoft → Windows → AppReadiness
- FSLogix Apps operational log: Applications and Services Logs → Microsoft → FSLogix → Apps
- Package output from both

Reset a profile only after the image is fixed
Recreating a user’s profile container is appropriate when a new test user works, registration succeeds on the corrected image, and the failure remains isolated to one user. Before doing so, preserve required data, document the recovery process, and confirm whether Profile and ODFC Containers are both present. Avoid manually deleting arbitrary directories inside a mounted VHDX. A reset can remove stale registration state, but it cannot repair a wrongly installed Teams package, an outdated FSLogix agent, an unpatched image, or a broken generalization step.
What not to do
- Do not delete a
.lnkfile as the first response to an MSIX registration failure. - Do not reinstall Teams only inside the affected user’s session.
- Do not validate solely as an administrator.
- Do not delete every profile container before testing a corrected image.
- Do not assume FSLogix Hotfix 4 is the current universal target.
- Do not apply broad
TempStateexclusions without testing their shell and application effects.
