But the filename or title alone cannot confirm encoding as the cause: first identify the playlist format and inspect the complete FFmpeg error.
First identify what kind of playlist you have
“Playlist” can refer to different text formats, and FFmpeg does not treat them as interchangeable. Check the extension and the file’s contents before changing either the encoding or the command.

HLS playlist
An HLS playlist commonly uses the .m3u8 extension and contains HLS tags and references to media segments. FFmpeg handles HLS input separately; its documentation identifies .m3u8 as an extended M3U8 playlist format. See the FFmpeg HLS format documentation.

The concat demuxer reads a text script containing file entries and directives, then treats the listed files as consecutive inputs. Its syntax and requirements are different from HLS; in particular, the input files must have matching streams, including codecs and time bases. See the FFmpeg concat demuxer documentation.

Do not assume that an .m3u8 file is a concat script, or apply concat-script syntax to an HLS playlist. The correct input handling depends on the format actually present.
Why encoding may be the problem
RFC 8216, the IETF specification for HTTP Live Streaming published in August 2017, states that playlist files “MUST be encoded in UTF-8” and “MUST NOT contain any Byte Order Mark (BOM).” It also says clients should fail to parse playlists that contain a BOM or do not parse as UTF-8. Read RFC 8216, section 4.1.

Devanagari is a writing system, not a single byte encoding. The visible text does not tell you whether the file was saved in UTF-8 or a legacy encoding, so do not guess a source encoding from the script alone. A decoding error is one possible cause of an HLS parsing failure; malformed playlist syntax, a BOM, using the wrong FFmpeg input mode, or an unrelated stream or network problem can also be responsible.

- Keep the original. Make a copy before editing or converting the file. Record its extension and where it came from.
- Confirm it is HLS. Inspect the beginning of the file and look for HLS tags and segment references. If instead it contains concat directives and file entries, follow the concat demuxer path rather than treating it as HLS.
- Determine the source encoding. Use reliable information about how the file was created or an encoding-aware inspection tool. Do not choose an encoding merely because the text appears to be Devanagari.
- Convert from that encoding to UTF-8. Preserve the playlist directives, line breaks, Devanagari text, URLs, and paths. Do not add a BOM.
- Inspect the converted copy. Confirm that the text is readable and the HLS tags, segment references, paths, and line breaks remain intact. Verify that it is valid UTF-8 and has no BOM.
- Retry using HLS input handling. Use the FFmpeg input path appropriate for an HLS playlist, then capture the complete output if it still fails. Do not substitute concat demuxer syntax just because both inputs are text files.
No specific conversion command is safe to prescribe without knowing the file’s actual source encoding and the operating system or tool being used. Converting from the wrong encoding can corrupt otherwise valid text.

If the file is a concat script instead
Do not convert or troubleshoot it as an HLS playlist solely because it is called a playlist. Check that its directives and file entries match FFmpeg’s concat demuxer syntax, and that the referenced inputs have matching streams, including codecs and time bases. FFmpeg’s concat demuxer documentation describes the script format.
FFmpeg’s concat filter, concat demuxer, and concat protocol are different approaches with different use cases; whether re-encoding is needed is one factor in choosing among them. Use the FFmpeg concat FAQ to select the appropriate approach rather than treating the three as synonyms.

Separate playlist parsing from YouTube delivery
If FFmpeg now parses the playlist but the YouTube live stream still fails, the text-file issue may be resolved while a separate ingestion, codec, protocol, or network problem remains. The playlist format rules cannot identify which of those applies to your stream.
For a useful next diagnosis, keep the exact FFmpeg version and build, full command, complete error output, file extension and origin, and a sanitized sample of the first lines or bytes. Remove stream keys, credentials, and private URLs before sharing logs. These details help distinguish a parsing error from a later delivery failure; without them, encoding cannot be confirmed as the root cause.

Common failure patterns and what to check
- FFmpeg cannot parse the HLS playlist: check that the file is valid UTF-8, has no BOM, and retains valid HLS syntax and references.
- The command treats an HLS file as a concat script: verify the file’s contents and choose HLS input handling instead of concat demuxer syntax.
- The conversion makes characters or paths unreadable: stop using the converted copy, return to the original, establish the actual source encoding, and convert again from that encoding.
- The playlist parses but YouTube delivery fails: treat this as a separate stream-ingestion or connectivity diagnosis and use the complete command and error output to investigate it.
